About this file

This is a Statement of Work (SOW) for CUB Chiller Preventative and Corrective Maintenance Services at Fermi National Accelerator Laboratory. The subcontractor shall perform maintenance on five water-cooled Trane CenTraVac chillers and associated refrigerant monitors located in the Central Utility Building in DuPage County, Illinois. The contract period runs from May 4, 2026 through May 3, 2031. The subcontractor must provide all labor, materials, equipment, and supervision necessary to complete the work.

The scope of work includes quarterly preventative maintenance tasks such as checking general unit operation, verifying control system functionality, inspecting for refrigerant leaks, testing sensors, inspecting safety interlocks, and reviewing system performance data. Semi-annual maintenance includes lubricating vane control linkage components and draining rupture disk contents. Annual maintenance requires complete system operational testing, compressor oil sampling and analysis, megohm testing on motor windings, vibration analysis across 500-300,000 cpm, and updating all maintenance logs. Refrigerant monitor maintenance shall follow manufacturer recommendations and include inspections, power-on testing, sensor calibration using certified gas, and full system operational checks. Corrective maintenance encompasses diagnosing and repairing mechanical, electrical, or control system faults, replacing defective parts, recovering and recharging refrigerant per EPA Section 608 guidelines, and performing leak detection and verification testing. The subcontractor must respond to out-of-service equipment needs within four hours of request. All maintenance work must be logged in the FAMIS 360 program, and supplies shall be obtained from the FFDG ISD stockroom. Deliverables include completed preventative and corrective maintenance reports, annual performance summaries with efficiency trends, and EPA-compliant refrigerant documentation.

PROJECT TITLE: CUB Chiller Preventative and Corrective Maintenance Services FERMIFOWARD SUBCONTRACT SPECIALIST: Seth Mercil, smercil@fnal.gov FERMIFORWARD TECHNICAL POINT OF CONTACT: Pollock, J.P., jpollock@fnal.gov COUNTY THAT WORK WILL BE COMPLETED IN: DuPage☒

INTRODUCTION

In order to maintain the efficiency and effectiveness of the HVAC systems in the Central Utility Building (CUB), FermiLab has five (5) water cooled Trane CenTraVac chillers and associated refrigerant monitors that require periodic preventative maintenance and corrective maintenance, as needed. The purpose of this statement of work is to define the services, responsibilities, and deliverables for performing preventative and corrective maintenance on the Trane branded water-cooled CenTraVac chillers and refrigerant monitors currently installed.

The subcontractor shall provide all labor, materials, equipment, and supervision necessary to perform the work indicated in the scope of work below:

OBJECTIVE

1. Improve chiller functionality and overall efficiency.

2. Ensure compliance with all state, local, and federal regulations.

3. Ensure efficient operation of installed HVAC equipment.

SCOPE OF WORK

The Subcontractor shall perform the tasks listed below at the indicated periodicity:

1. Chiller Preventative Maintenance Tasks

a. Quarterly

i. Check general operation of the unit (i.e. record inlet and discharge pressures, oil pressure, and bearing temperatures).

ii. Verify proper operation of the Tracer™ control system and update logs.

iii. Check refrigerant charge level and inspect for leaks using EPA-approved methods.

iv. Inspect purge unit operation and record number of cycles.

v. Test and calibrate all temperature and pressure sensors.

vi. Check oil level. Add oil, if required.

vii. Inspect oil heater and verify operation during standby.

viii. Inspect and tighten electrical terminations, contactors, and control wiring.

ix. Inspect and test safety interlocks and control safeties, including high-pressure, low-pressure, and oil differential switches.

x. Verify vane actuator operation and ensure proper capacity control.

xi. Inspect coupling alignment and vibration levels.

xii. Check condenser water flow and temperature differential; verify proper approach.

xiii. Review system performance and energy consumption data.

xiv. Additional maintenance indicated by equipment manuals.

xv. Provide a written report of completed work, detailed inspection log, and indicate any deficiencies detected.

Statement of Work 01.06.2025 Infrastructure Services Division

b. Every Six Months

i. Lubricate the vane control linkage bearings, ball joints, and pivot points.

ii. Lubricate vane operator tang O-rings

iii. Operate the tang operators manually to check for any abnormalities.

iv. Lubricate the oil filter shutoff valve O-rings.

v. Drain contents of the rupture disk and purge discharge vent-line drip-leg into an evacuated waste container.

vi. Additional maintenance indicated by equipment manuals.

vii. Provide a written report of completed work, detailed inspection log, and indicate any deficiencies detected.

c. Annually

i. Perform complete system operational test under load conditions.

ii. Sample compressor oil for comprehensive analysis.

iii. Drain and replace oil and filters if indicated by analysis results.

iv. Conduct megohm test on motor windings.

v. Inspect and clean purge system components, including filters and pump.

vi. Inspect starter or variable frequency drive (VFD) components.

vii. Conduct Eddy current testing or NDT inspection of tubes if required.

viii. Update all maintenance logs, control settings, and equipment labels.

ix. Lubricate gantries.

x. Lubricate hinges.

xi. Perform vibration analysis. Data to be collected over a frequency range of 500 cpm to

300,000 cpm.

xii. Additional maintenance indicated by equipment manuals.

xiii. Provide a written report of completed work, detailed inspection log, and indicate any deficiencies detected.

d. General Requirements

i. All preventative maintenance tasks will be updated on the checklist provided by FFDG and uploaded into the FAMIS 360 program for tracking.
