About this file
This document is a Quality Requirements specification for service subcontractors performing work for FermiForward (January 2024). The subcontractor bears full responsibility for managing, controlling, and documenting all work to ensure compliance with subcontract documents, including quality control for activities conducted on-site and off-site by the subcontractor's organization, suppliers, technical laboratories, consultants, and sub-tier contractors. Work activities encompassing safety, testing, inspection, and all service-related functions must be governed by an implemented Quality Control program.
Subcontractors are required to submit a Corporate Quality Assurance Plan with their bid or proposal (failure to submit constitutes non-responsive submission) and a Project Quality Control (PQC) Plan within 10 working days of subcontract award, subject to FermiForward acceptance within 5 working days. The PQC Plan must identify all personnel assigned quality control functions, including the Project Quality Control Manager, along with their qualifications, duties, responsibilities, and authorities. The Project Quality Control Manager holds minimum responsibility for implementing the plan, interfacing with the Task Manager on quality matters, maintaining quality records, attending coordination meetings, ensuring all required QC checks are performed, developing and maintaining a deficiency/nonconformance list, and preparing quality control reports. The document includes detailed guidance in Appendices A and B specifying required elements for both Corporate Quality Assurance Plans and Project Quality Control Plans, covering areas such as organizational structure, procedures, inspection and testing protocols, nonconformance handling, document control, and commissioning processes. Acceptance of the PQC Plan is conditional and predicated on satisfactory performance, with FermiForward retaining the right to require modifications to the plan and operations, including personnel changes, as necessary to achieve specified quality standards.
