This is an asbestos notification letter dated June 5, 2023, detailing the presence of asbestos containing materials (ACM) and presumed asbestos containing materials (PACM) in the Paul D. Wellstone Federal Building (MN0036ZZ) for prospective contractors bidding on elevator maintenance services. The letter provides a detailed inventory of ACM/PACM locations and quantities, including pipe insulation fittings, HVAC sealant, floor tiles with mastic, vinyl sheet flooring, window caulk/putty, transite panels, sink undercoating, duct insulation tape, window glazing, vibration dampers, glue pads, mastic, and roofing materials throughout various floors of the building.
The letter is related to solicitation 47PF0025R0003 for elevator maintenance services at four Minnesota federal buildings, including the Wellstone Federal Building. The contract will be a firm-fixed-price award starting around June 1, 2025, with four one-year options and an additional 6-month option. The procurement is unrestricted under NAICS code 238290 ($22M size standard) and will use a Best Value evaluation considering past performance and total price. In other cases, the material or area may not have been accessible. As such, the material must be presumed to be ACM based on its characteristics, age or other technical factors. Material is presumed to be ACM to ensure appropriate precautions and methods are employed when contemplating or executing activity that may disturb the material.
