About this file
This is a Quality Requirements specification document (Section 014200) for service subcontractors under the FermiForward project, effective October 2025.
The document establishes mandatory quality control and quality assurance requirements for all service subcontractors. Service subcontractors are responsible for managing, controlling, and documenting all work to ensure compliance with subcontract documents, including activities performed on- and off-site by the subcontractor's organization, suppliers, technical laboratories, and consultants. Work activities encompass safety, testing, inspection, and all functions related to the required services. Subcontractors must implement a Quality Control program and designate a quality responsible person or persons. Depending on project size and complexity, a dedicated Quality Control Project Manager may be required. Subcontractors must submit a Corporate Quality Assurance Plan with their bid or proposal; failure to submit constitutes a non-responsive bid. The plan must address purpose, roles and responsibilities, organizational structure, requirements verification, document control, submittals and procurement processes, material and equipment control, procedures, suspect/counterfeit item monitoring, nonconformance handling, lessons learned, continuous improvement, inspection and testing (including personnel qualifications and equipment calibration), and commissioning processes. For subcontractors without an existing Corporate Quality Assurance Plan, Appendix C provides a standard template addressing quality objectives, submittals and approvals, pre-work and in-process inspections, final inspections, testing requirements, nonconforming work documentation, daily QA records, corrective and preventive actions, personnel training, and project closeout procedures including punch list completion and submission of warranties, as-built drawings, and test reports.
