About this file

This is a Financial Responsibility Matrix for the SCEIS Modernization solicitation (Solicitation No. 5400026039), a South Carolina Enterprise Information System modernization project that establishes cost allocation responsibilities between the state administration and the service provider. The matrix defines financial obligations across five primary categories: Personnel, Network Transport, Enterprise Resource Planning (ERP) Software, Facilities, and Public Cloud Infrastructure. The document provides detailed breakdowns of responsibility assignments for specific line items within each category, designating costs to either the Admin (state) or the Service Provider (SP) across various operational phases including current operations, growth scenarios, upgrades, and enhancements.

The financial responsibility matrix establishes a clear delineation of costs, with the Service Provider bearing responsibility for its own facilities, personnel, and certain software licenses, while the state administration retains responsibility for its own facilities, current software licenses, network transport, and personnel. Personnel costs, including salaries, benefits, training, relocation, and equipment, are assigned to the Service Provider for contractor and SP staff, while Admin Facility staff costs remain with the state. Software responsibility is divided based on category: the Service Provider manages software licenses and third-party ERP products, while the state maintains responsibility for state-provided software and asset inventory systems. Network transport costs are assigned to the Admin for data movement between administrative sites and between administrative and public cloud networks, while the Service Provider covers transport between its own sites. The charging mechanism specifies that Service Provider-related costs are incorporated into overall SP charges and cannot be billed separately or incrementally.
