About this file

This is an Amendment of Solicitation (Amendment 1) issued by the Oklahoma Office of Management and Enterprise Services (OMES) Central Purchasing division on behalf of the Oklahoma Department of Public Safety regarding solicitation EV00000958 for FEMA NIMS ICS Unit Leader Course instructors. The amendment, issued on August 20, 2026, addresses clarifications to the original solicitation requirements through responses to bidder questions raised during a Q&A session. Bidders must acknowledge receipt of this amendment prior to the solicitation deadline of August 27, 2026, either by signing and returning a copy with their bid submission or by submitting a separate signed acknowledgement to contracting officer Benjamin Komolafe if they have already submitted a response. The original solicitation requires delivery of four FEMA courses—L0964 Situation Unit Leader (40 hours), L0970 Supply Unit Leader (40 hours), L0971 Facility Unit Leader (40 hours), and L0975 Finance/Administration Unit Leader (24 hours)—each accommodating up to 24 students, with classes to be scheduled within 30 days of award and completed by June 30, 2027, in the Oklahoma City metropolitan area.

The amendment clarifies two critical requirements regarding bidder qualifications and instructor identification. First, the amendment establishes that the bidder's company must independently satisfy the 36-month minimum experience requirement for providing products or services of the type requested; the experience of proposed qualified instructors or subcontractors cannot be credited toward this requirement. Second, while bidders are required to make their best effort to identify proposed lead and supporting instructors and any instructor subcontractors at the time of bid submission with supporting qualification documentation, the amendment permits replacement of instructors after class scheduling if necessary, subject to Oklahoma State Department of Health (OSDH) approval. All subcontractors remain subject to written OSDH approval prior to award and contract execution. All other terms and conditions of the original solicitation remain unchanged.

DESCRIPTION OF AMENDMENT

a. This is to incorporate the following: On behalf of the State of Oklahoma, OMES gives notice of Response to questions raised by bidders during the Q&A session.

Q 1. Exhibit 3 Experience Requirement:

Exhibit 3, Section 7.2.c asks for the number of years the bidder has provided products and/or services of the type requested and indicates a minimum of 36 months. Exhibit 1 permits the supplier to identify qualified instructors, and Attachment A contemplates the use of subcontractors.

May the experience of the proposed qualified instructors/subcontractors be used to satisfy the 36-month experience requirement in Exhibit 3, Section 7.2.c?

A 1. No, the experience of the proposed qualified instructors/subcontractors cannot be used to satisfy the 36-month experience requirement. The bidder’s company has to have been in business providing the products or services of the type requested for 36 months or more.

Q 2. Identification of Instructors/Subcontractors:

Attachment A states that subcontractors selected under this solicitation are subject to written approval by OSDH prior to award and contract execution. At the time of bid submission, is the bidder required to identify and provide the required qualification documentation for all proposed lead and supporting instructors and any instructor subcontractors, or may additional qualified instructors and/or instructor subcontractors be identified after bid submission, subject to OSDH approval?

A 2. Bidder is required to make their best effort to identify the possible lead and supporting instructors and any instructor subcontractors for each course and provide qualification documentation of each individual. Recognizing the challenges of scheduling instructors to teach classes months in advance bidders should endeavor to provide a comprehensive list of all possible lead, supporting, and subcontractor instructors that the bidder may use to deliver each course. If after a class has been scheduled and instructors assigned there is a need to replace the lead, supporting, and/or subcontractor instructor, the bidder may submit replacement qualified lead, supporting, and/or subcontractor instructors subject to OSDH approval.

b. All other terms and conditions remain unchanged.
