About this file

This is Addendum No. 2 to Request for Bids (RFB) 2026-009 issued by the City of Waco, Texas Purchasing Services for an Emergency Standby Generators Installation Project at the Riverside Pump Station and Operations Building. The addendum provides an updated pricing sheet and question-and-answer clarifications regarding the project scope. The RFB closing time is 2:00 P.M. CST on Wednesday, April 22, 2026, with bid opening scheduled for 2:01 P.M. CST the same day via Zoom video conference and dial-in. Key clarification in the addendum addresses the availability of the City's existing generator at the High Service Pump Station for temporary power during the changeover period, and removes bid item 2.15 (Temporary generator to power 480 volt MCC A & MCC B) from the bid tab. The project encompasses two major installations: the Riverside Water Treatment Plant High Service Pump Station Generator and the Riverside Water Treatment Plant Operations Building Generator, with work including demolition, civil site work, electrical systems installation, concrete foundations, crane operations, SCADA modifications, and testing.

The bid form requires contractors to provide line-item pricing for over 30 separate work items organized into four sections: General Conditions, Riverside WTP HSPS Generator work, Riverside WTP Operations Building Generator work, and Miscellaneous Items including project record drawings. Fixed costs identified include $100,000.00 for contingency allowance (item 1.06), $15,000.00 for Oncor charges related to the HSPS Generator (item 2.14), and $5,000.00 for Oncor service modification charges at the Operations Building (item 3.09). Contractors must also identify all subcontractors and types of work to be performed. All bidders must sign and return the addendum acknowledgment with their RFB response by the closing deadline, and extended amounts in the bid form should not be rounded.
