This is an Addendum A-005 to Request for Proposal (RFP) 644-25-091525 issued by the Texas Juvenile Justice Department (TJJD) Business Operations & Contracts division for the Evins Generator Upgrade project. The addendum addresses technical clarifications regarding automatic transfer switch (ATS) specifications and extends the proposal submission deadline. Specifically, the addendum clarifies that transfer switches shown in the project plans are intended to be 4-pole, mechanically held, electrically operated switches with service entrance rated 3-pole breakers, following ASCO basis of design standards, and that the generator system is configured as a separately derived system with neutral-to-ground bonding at the service equipment as indicated in specification 263600 2.02.C. The original proposal deadline of February 24, 2026, at 2:00 PM CST has been extended to February 27, 2026, at 2:00 PM CST. Offerors must acknowledge receipt of this addendum prior to the submission deadline through completion and return of the addendum form, acknowledgment on each copy of the offer submitted, or separate written communication referencing the solicitation and addendum numbers.

All other terms and conditions of the original RFP remain unchanged. Contractors are required to submit all signed addendums with their proposals at the time of submission. Questions and Answer:

Question: I had one clarification item regarding the automatic transfer switches shown on the drawings of this project. On the one-line diagrams, the ATS units are shown with 3-pole breakers (example attached).

However, Detail E402 includes a typical 4-pole ATS grounding configuration.

Based on our review of the drawings, we are proceeding with the assumption that the ATS units are intended to be service entrance rated, 3-pole configuration with a solid neutral, and that the generator system is not intended to be separately derived. Under this assumption, neutral-to-ground bonding would remain at the service equipment.

If the intent is for a switched neutral (4-pole ATS) or a separately derived system configuration, please advise so the equipment configuration can be adjusted accordingly prior to submittal.

Answer: Transfer switches shown on plans are intended to be 4-pole, Mechanically held, electrically operated switches. The breakers are a service entrance rated 3-Pole breaker. ASCO Basis of design was used for the transfer switches. It is intended to have a separately derived system as indicated on drawings. Refer to specification 263600 2.02.C for switch characteristics.

Deadline for submission of proposals has been extended from February 24, 2026 at 2:00PM CST to February 27, 2026, at 2:00PM CST.

All other terms and conditions remain the same. Please submit all signed addendums at the time of proposal submission.

Please be advised that any oral responses are not binding and that all changes to the solicitation will be made via an addendum.
