About this file
This document is a Q&A addendum for RFP 644-25-091525 issued by the Texas Juvenile Justice Department (TJJD) regarding the installation of emergency generator systems and associated infrastructure at a facility. The project encompasses multiple buildings (Academic A and others) and requires generators with a minimum 24-hour runtime at 100% load, concrete pads for Automatic Transfer Switches (ATS) and docking stations, utility power rerouting, temporary construction fencing, and materials testing and special inspection services. The generator tank sizes must be confirmed with manufacturers, and platforms are required for units 200 KW and above or where breaker accessibility exceeds NEC height requirements of 6 feet 7 inches. Concrete pads for ATS units are specified at approximately 11 feet by 5 feet by 2.5 feet depth, while docking station pads are approximately 6 feet by 4 feet by 2.5 feet depth, both reinforced with two mats of steel reinforcement. The temporary construction fence must be 6 feet tall minimum chain-link (9 gauge, 2-inch mesh) with swing gates for equipment and personnel access, and must be relocated as construction activities move between buildings.
Bonding requirements include a Performance Bond for contracts exceeding $100,000 and a Payment Bond between $25,000 and $100,000, both of which must be received by TJJD before work commences. The contractor is responsible for retaining a consultant to perform construction materials testing and special inspection services, including earthwork observations, deep foundation testing, concrete sampling and testing, and steel reinforcement verification. Standard annunciator devices will be provided by the contractor but installed by others. The document addresses exhibit file formatting issues and notes that a NEMA 3R MDP mounted on an H-Frame Rack may be required in the generator yard serving Academic A building due to insufficient space in the existing electrical room, with associated costs to be included by the contractor.

EVINS GENERATOR QUESTIONS_RFP 644-25-091525
1. I did not see if there was a callout for the gen tank size.
Answer: Generator tank size will vary between generator size , confirm with generator manufacturer tank size for a minimum of 24-Hour Runtime at 100% load as per specification 263213 2.03.B.5.
2. How long do you need the gen to run at full load?
Answer: Minimum 24-Hour at 100% load as per specification 263213 2.03.B.5.
3. Does the owner require platforms for these tanks? Currently, we have provided quotes for all 24-hour tanks. Platforms are not necessary unless the owner specifically requests them.
Answer: For generator sizes 200KW and above, provide platform step system. Otherwise, platforms are required where the generator breaker exceeds the accessibility requirements of the NEC of 6-feet 7-inches above grade.
4. Is it possible to reroute utility power from the location indicated on detail 2, Sheet E101, to avoid the loading dock? Additionally, could a traffic-rated box be installed if necessary?
Answer: Re-routing is acceptable to avoid the loading dock. A lockable Tier 22 traffic rated box and cover in accordance with TJJD requirements is acceptable.
5. Sheets E101, E102, E103, E104, E105, E106, E107, E108, E109, E110, and E111 contain a general note F that calls for annunciator but does not provide any specific locations. Could you please provide the designated locations for the general note F call-out of annunciator in each building?
Answer: Standard annunciator devices are to be handed over to owner, to be installed by others.
6. Should the contractor include and provide a consultant for construction materials testing and special inspection services to include the following:
• Earthwork and Site Preparation Observations and Testing:
• Observe fill and backfill placement and perform field density and moisture content testing during fill placement.
• Testing quantities and frequencies will be in general accordance with the project specifications.
• Perform laboratory testing of the proposed fill and backfill soils to determine their dry density versus moisture content relationship in general accordance with the Standard Proctor test method.
• Deep Foundation Observation and Testing:
• Observe the installation of foundations for verification of bearing soil classification, depth, and consistency, and compare to the conditions identified in the Geotechnical Engineering Report.
• Reinforced Concrete Observations and Testing:
• Sample fresh concrete and perform field tests including slump, air content and temperature (ASTM C172, C143, C231, and C1064)
• Observe placement methods and verify mix usage.
• Perform compressive strength tests of concrete test cylinders cast in the field per ASTM
C39
• Observe size, quantity, spacing, splice length, and cover of steel reinforcing.
Answer: Yes Contractor is responsible for providing a consultant for the services referenced.
7. Current Exhibit File Type is non readable/searchable. The file sizing type is incorrect under document properties. Can this be corrected?
Answer: Due to the size of the exhibits and ESBD file limits these files had to be broken
up. The files should be readable/ searchable once you have magnified the document, at this time in the procurement process I don’t think there is enough allotted time to correct this.
8. What is the concrete pad detail for the ATS and Docking Station?
Answer: Refer to Sheet E402 Detail 05 for ATS clearance requirements. The ATS pads will be approximately 11ftx5ftx2.5ft (LxWxD). The depth is to meet the minimum recommended in the geotech report for shallow foundations as well as providing overturning resistance.
The Docking Station pads will be approximately 6ftx4ftx2.5ft (LxWxD).
Both pads shall be reinforced with two mats of reinforcement, one near the top and one near the bottom. The reinforcement will have hooks that extend the full depth of the pad and cover the vertical face on all sides. The concrete mix shall match the one called for on Sheet S001.
The soil surrounding the pads shall be prepared in accordance with the Geotech report Section 6.2 Soil-Related Movements and 6.3 Conventional Shallow Slab-on-Grade Foundation Design Criteria. The clip below was taken from Addendum No. 2 dated August 29, 2024.
9. What is the Temp Fence Spec?
Answer: CONTRACTOR SHALL ERECT AND MAINTAIN THROUGHOUT THE ENTIRE
CONSTRUCTION PERIOD A SECURE BARRIER TO ENSURE THE SEPARATION OF THE
CONSTRUCTION AREA AND CONSTRUCTION WORKERS FROM STUDENTS ENSURING
STUDENTS WILL NO BE ABLE TO ENTER CONSTRUCTION AREA. THE CONSTRUCTION
BARRIER SHALL CONSIST OF A 6'-0" TALL
(MIN.) CHAIN-LINK (9 GA. X 2" MESH) METAL FENCE PANELS CLAMPED TOGETHER AND
MOUNTED TO METAL BASE PLATES AT EACH PANEL CONNECTION. CONTRACTOR SHALL
PROVIDE ACCESS SWING GATES FOR EQUIPMENT AND PERSONNEL EQUIPPED WITH
PADLOCK HASPS. SIZE AND LOCATION OF GATES TO BE DETERMINED AT THE PRE-
CONSTRUCTION MEETING. PADLOCKS TO
BE SUPPLIED BY TJJD. THE FENCE IS TO BE RELOCATED AS WORK ACTIVITIES MOVE
FROM ONE BUILDING TO THE OTHER.
10. What type of bonds are required for this project? Bid Bond, Performance Bond, Payment Bond
Answer: The respondent shall demonstrate the capability to obtain and maintain all required bonding and insurance coverage, as specified in the solicitation documents, in accordance with applicable state laws, rules, and Texas Juvenile Justice Department
(TJJD) contract requirements.
• Payment Bond ($25,000 - $100,000)
• Performance Bond (over $100,000)
If the amount exceeds $100,000, a payment Bond and Performance Bond are required and must be received by TJJD before any work commences.
***************GENERAL INFORMATION******************
11. It was observed that the proposed MDP for the Academic A building will not be sufficiently accommodated in the existing electrical room. It is recommended that the contractor include costs to accommodate a NEMA 3R MDP mounted on an H-Frame
Rack in the generator yard serving the Academic A building.
