About this file
This is Addendum No. 2 to Request for Bid (RFB) No. 2025-075 issued by the City of Waco, Texas Purchasing Services for the Old McGregor Ground Storage Tank Improvements project. The project encompasses the construction of a new 5.0 million gallon prestressed concrete ground storage tank, installation of yard piping ranging from 12 inches to 48 inches in diameter, placement of various valves and gate valves, site improvements including concrete and asphalt pavement replacement, demolition and removal work, electrical and instrumentation installation, and selective rehabilitation of an existing 5.0 million gallon ground storage tank. The bid form has been consolidated from 100 line items to 22 summary bid items, with a detailed bid form provided for reference. The revised bid closing date is January 7, 2026, at 2:00 P.M. CST, with bid opening at 2:01 P.M. CST via Zoom video and dial-in. The project requires substantial completion within 365 calendar days and total completion within 425 calendar days. The addendum provides revised Sheet C12 (tank details), revised Sheet C32 (construction details), updated technical specifications for precast prestressed concrete tanks (Section 33 16 33), responses to 30 contractor questions, and a revised summary bid form clarifying bid item sequencing and quantities.
The engineering estimate for the base bid is $12.5 million with potential alternates bringing the total to $13.5 million. A $100,000 owner's allowance is included for use only as authorized by the City of Waco. The specifications require the tank to be constructed by one of two pre-approved manufacturers (DN Tanks or Preload), though other qualified tank contractors may submit prequalification packages. All general contractors must submit complete prequalification documentation by the specified deadline, with major sub-contractors also requiring qualification approval. Key clarifications in the addendum include confirmation that AWWA C303 pipe is required (AWWA C200 steel pipe is not permitted), the chain link fence shall be 8 feet tall and galvanized, the overflow design capacity has been reduced to 26.62 MGD, and domestic material requirements (AIS, BABAA) are not applicable. Liquidation fees of $3,000 per day apply for delays before substantial completion, reducing to $1,000 daily thereafter. No separate payment is provided for work associated with tank installation, which is considered incidental to various bid items.

1 ADDENDUM 2 11/20/25
Questions RFB 2025-075 Old McGregor GST Improvements
1. Can the new proposed tank be Steel? No
2. Can the proposed Concrete 5,000,000G Tank have an alternate bid for Steel 5,000,000G Tank? No
3. Will the GC bidding be Tank Contractors? Any company can be the bidding General Contractor if their company and sub-contractor team meet the requirements of the pre-qualification application.
4. Both Preload and DN are named in the specifications for the prestressed concrete ground storage tank. I thought it was mentioned that since we are named in the specs we don’t have to submit the prequalification package to provide a price in December. Is this true or do the tank builders still need to submit qualifications for the November due date? All general contractors must submit the pre-qualification package in full. If DN Tanks and Preload want to submit as a general contractor, all project experience and project manager/superintendent information requested must still be provided. If a general contractor wants to use pre-approved DN Tanks or Preload as a "major" sub-contractor for the concrete ground storage tank installation work, then they need to specify they are using one of these companies and then will not need to provide the tank experience or project manager/superintendent resumes for that company only. All other large piping experience requirements and requirements for the other "major" sub-contractors will still need to be provided in full.
5. PLEASE, CORRECT BID ITEM NUMBERING. (SEQUENCE IS OFF AT ITEMS 21-
22 AND SO ON. Bid Item sequencing has been updated.
6. Please furnish details for the new proposed Concrete Surface Replacement. Also, please verify if the concrete can be hand poured since it is such a small quantity. Details for Concrete Surface Replacement can be found on C32 details 2 and 3. The concrete may be hand poured, but will still be subject to submittal approval and material testing in the field.
The above answered questions were released with Addendum No. 1 on 10/24/25.
7. Bid Quantity's differ between the original bid quantity sheet of 990 LF, and the addendum quantity of 327 LF. When I measure off of the plans it seems like the first one of 990 LF is correct, but I just want to make sure. Can you please clarify?
Bid Item #16 is for 327 LF of removal of existing fence.
Bid Item #25 is for 990 LF of installation of new fence.
8. The Bid Quantity also states 8' chain link , but the detail shows 6' chain link. Please clarify what is to be used.
The chain link fence should be 8’. A revised detail is provided on Sheet C32.
9. The bis sheet states the chain link fence as 8' tall, as well as the fencing plan. The detail sheet shows the chain link fence at 6' tall. Do you know which is correct? Also, it is unclear as to if the chain link fence is galvanized or vinyl coated. Please confirm which.
The chain link fence should be 8’. A revised detail is provided on Sheet C32. Provide galvanized chain link fence.
10. To maintain a competitive bid environment, we are hereby requesting AWWA C200 Steel Pipe be allowed for Bid Items 29,30,31,32,35,36,67,69,73,77,78,81,82,86,89, & 90 vs the C303 Pipe. All connecting to existing and capping off of existing can still be accomplished very easily. Owners currently using C200 Steel Pipe are numerous but to mention a few NTMWD-TRA-UTRA-UTRWD-City of Dallas/Fort Worth. Pipe size ranges from 16" thru 108" in dia. Project listing can be provided upon request.
In addition to the request above, please add Mid America Pipe & Fabrications to you list of Manufactures. Mid America has been furnishing C200 Steel Pipe in Texas since 1965.
https://midamericapipe.com/spiral-pipe/
THANK YOU AGAIN, YOUR CONSIDERATIONS ARE GREATLY APPRECIATED
AWWA C200 Steel Pipe, for the bid items specified in the question, is not allowed.
11. Can we please request that the bid form be shortened to a lump sum or just a few lump sum bid items? Pump station Projects such as this are extremely difficult to bid with 100 bid items. This bid form is more suited to cross country pipeline projects where quantity's are much higher and costs are consistent. All of the items requested in this current bid form would be provided by the awarded contractor's schedule of values as well.
The bid form has been shortened to twenty-two (22) bid items. A summary bid form has been provided for the bidders’ use with the twenty-two (22) bid items.
The summary bid form bid items refer to a detailed bid form. The detailed bid form provides greater detail on the scope items to include in the summary bid form individual bid items. A revised detailed bid form has been provided for the bidders’ reference.
The bidder is only required to complete the summary bid form. The detailed bid form should be the basis for the schedule of values, to be provided at a later date.
12. Please confirm that there are no domestic material requirements associated with this project (AIS, BABAA, etc.).
Domestic materials are not required.
13. Section 33 16 33, Page 7, Article 2.2.C.2.c.1.a: Please clarify if the tank floor is to have an eccentric slope from the 656.00 elevation down toward the drain pipe (northeast).
Yes, the tank floor is to have an eccentric slope towards the drain pipe.
14. Section 33 16 13, Page 7, Article 2.2.C.1.e.4: This overflow design capacity will require a 36-inch diameter overflow pipe while the drawings show a 24-inch diameter overflow pipe. Please confirm the overflow sizing shall be per tank mfg. based on overflow rate listed in specifications.
The maximum fill rate has been decreased to 26.62 MGD.
The overflow design capacity has been decreased to 26.62 MGD.
See revised Specification 33 16 33.
Please refer to Specification 33 16 33 and Detail 2/C11 for overflow design.
15. Section 33 16 33, Page 10, Article 2.2.D.7.e: Please confirm that a decorative coating system is required for the tank wall exterior consisting of two (2) coats of non-cementious, high build 100% acrylic resin polymer such as “Tammscoat Smooth Coating Smooth” or approved equal.
Yes, this is required.
16. Section 33 16 33, Page 10, Article 2.2.E.1.b.3.a: Please clarify the number of roof hatches required for the tank as only one is shown on Detail 1 of Drawing Sheet C10.
Only one roof hatch is required. See revised Specification 33 16 33.
17. Sheet C1: Please provide the voltage of the existing overhead power lines bordering the site.
Oncor has indicated that the overhead primary conductor is 12.5 KV.
18. Sheet C12: Please provide the floor sump dimensions for the 48-inch diameter outlet pipe.
For the 30-inch outlet pipe provide 54-inch diameter, 6-inch deep sump.
For the 48-inch outlet pipe provide 72-inch diameter, 6-inch deep sump.
See revised sheet C12.
19. Sheet C12: The tank manufacturer cannot design the anti-vortex plate to ensure anti-vortex flows are achieved. Please confirm the anti-vortex plate may be designed and sized in accordance with NFPA 22 guidelines or provide details for each anti-vortex plate at the outlet pipe locations.
Yes, the anti-vortex plate may be designed in accordance with NFPA 22 guidelines.
20. Is an opinion of probable cost or estimated budget available for this project?
Base bid $12.5M. Base bid plus alternates $13.5M.
21. The Geotechnical Engineering Study conducted by CMJ Engineering (Report No. 103-
23-470-1) includes foundation recommendations written largely in the context of steel ground storage tanks. Does the geotechnical report’s tank foundation section (Section 4.4) apply specifically to the proposed prestressed concrete tank (PCT)? Prestressed concrete tanks use a membrane floor system that behaves differently from a steel tank bottom. If the report was written using steel GST design assumptions, please provide clarification on the following:
The correct subgrade preparation requirements for a PCT membrane floor Whether the crushed rock/flexible base recommendations are still required or should be modified for a PCT Whether the stated bearing capacity (8 ksf on tan limestone or 6 ksf on flexible base) remains valid for a PCT Any additional considerations for differential movement, edge support, or interior slab behavior specific to PCTs
The crushed rock/flexible base recommendation is required. A sand cushion is okay.
The stated bearing capacity (8 ksf on tan limestone or 6 ksf on flexible base) is valid.
22. Section 331613 2.2E.1.a.1 states "All interior piping and supports shall be 316 Stainless
Steel. Piping shall not be integrally cast into the wall panel". Our standard utilizes a concrete encasement around the overflow piping and weir. Can this requirement be waived?
This requirement will not be waived.
23. Please confirm a logo is NOT required on the tank exterior (to match the logo on the existing tank). There does not appear to be any reference to a logo in the bid documents.
A logo is not required.
24. Are there any AIS, BABA, or Buy American provisions on this project?
No.
25. Please confirm the tank manufacturer may adjust the lower wall manway elevation and the overflow wall penetration elevations to obtain the most cost effective and efficient design. Please note that varying wall penetration elevations create multiple unbanded areas and we try to localize these penetration elevations if possible.
This can’t be confirmed without additional information. For bidding purposes assume that the penetration elevations cannot be changed.
26. Please confirm the 30” Outlet/Balance Line requires a baffle device (same as the 48” Outlet).
The 30” Outlet/Balance Line also requires a baffle device.
27. Please provide the voltage of the powerlines on the East side of the tank site.
Oncor has indicated that the overhead primary conductor is 12.5 KV.
