The initial contract term will be five years with options to extend for up to four additional one-year terms.
Key deliverables include comprehensive system implementation, data migration, API development, training, and 24/7/365 operational support with data validation and audit capabilities. Evaluation criteria are weighted as follows: Offeror Qualifications (25%), Program and Project Management (25%), Requirements (20%), Implementation and Production Services (15%), and Cost (15%). The current system operated by Catalis processes approximately 550,000 bail forms annually containing over 700,000 offenses, with the existing contract expiring August 31, 2026. Historically Underutilized Business (HUB) subcontracting is required with statewide goals of 26% for Other Services and 21.1% for Commodities. Contractors must maintain insurance coverage including $1,000,000 commercial general liability, $2,000,000 professional liability, $3,000,000-$5,000,000 cybersecurity insurance, and $10,000,000 umbrella coverage. The system must provide CJIS-compliant cloud hosting, data encryption, unauthorized access detection, and user activity monitoring.
