Vendors must meet extensive security and compliance requirements, including CJIS-compliant cloud hosting, data encryption, and unauthorized access detection. Contractors must maintain significant insurance coverage, including $1,000,000 commercial general liability, $2,000,000 professional liability, $3,000,000-$5,000,000 cybersecurity insurance, and $10,000,000 umbrella coverage. The procurement includes Historically Underutilized Business (HUB) subcontracting opportunities with statewide goals of 26% for Other Services and 21.1% for Commodities, requiring vendors to submit a HUB Subcontracting Plan demonstrating good faith efforts to utilize Texas certified HUB vendors.
