The initial contract term is five years with options to extend for up to four additional one-year terms.
The procurement requires vendors to meet WCAG 2.1 Level AA accessibility compliance standards and have no specific technology platform requirements beyond those in the requirements workbook, as the solution will be vendor-hosted. Data migration services are limited to field mapping and record conversion without extensive cleansing or validation. Current vendor Catalis is eligible to submit responses, and DIR cooperative contract participation is not required; OCA welcomes responses from any qualified vendor. The procurement includes Historically Underutilized Business (HUB) subcontracting opportunities with statewide goals of 26% for Other Services and 21.1% for Commodities, requiring vendors to submit HUB Subcontracting Plans. Contractors must maintain comprehensive insurance coverage including $1,000,000 commercial general liability, $2,000,000 professional liability, $3,000,000-$5,000,000 cybersecurity insurance, and $10,000,000 umbrella coverage. The current system operated by Catalis processes approximately 550,000 bail forms annually, with the existing contract expiring August 31, 2026.

OCA prefers a Commercial Off-the-Shelf solution with configurations. However, if no such solution exists or is available, we will consider a custom solution.

| Is Section 508 compliance required on all software and documentation? |
As OCA is a government entity, the proposed solution should meet any applicable ADA compliance requirements. This is currently set to WCAG 2.1 Level AA.

| For data migration, is the vendor expected to do any sort of data cleansing or validation on the part of the migration? If so, can sample data snapshots be provided to assess cleanliness, and how many terabytes or gigabytes? |
The vendor is expected to ensure that fields are mapped properly from the existing database to the new system and that all records have been converted into the new system. No other data cleansing or validation is anticipated. The current database is around 6GB.
