Evaluation criteria are weighted as follows: Offeror Qualifications (25%), Requirements (20%), Project and Program Management (15%), Implementation and Production Services (25%), and Cost Offer (15%), with an additional evaluation round for invited vendors consisting of Engagement Interview (50%) and Solution Demonstration (50%). The system must comply with TAC 202 standards based on NIST-80, maintain CJIS compliance, and be secured accordingly. The current system is operated by Catalis and processes approximately 550,000 bail forms annually. The OCA encourages the use of Historically Underutilized Businesses (HUBs) and maintains a listing of eligible HUB vendors on the ESBD platform. PROJECT OBJECTIVES
Develop, implement, host in the cloud, maintain, support, and update a scalable System.
Train all statewide users on its use.
Ensure the System complies with the requirements and service levels.
Enable judges to review both a defendant’s criminal history and public safety report, make informed and appropriate bail decisions, make a record of those decisions, and generate necessary reports.
