About this file
This document is a technical specification for resilient luxury vinyl tile (LVT) flooring for the Texas Department of Public Safety (TXDPS) Facilities Bureau. The specification details comprehensive requirements for LVT flooring installation, including detailed technical specifications for product characteristics such as gauge (.20"), wear layer (20 mil), finish (M-Force Enhanced Urethane), and performance standards. The document specifies acceptable manufacturers (primarily Mohawk Group), and provides extensive guidelines for product submission, installation, preparation, testing, and warranty requirements. Key performance standards include a 57 IIC rating, antimicrobial properties, slip resistance (>0.6 Wet, 0.6 Dry), and a 10-year limited commercial warranty.
The specification emphasizes strict compliance with multiple industry standards, including ASTM, NFPA, and sustainability certifications like ISO 14001 and NSF/ANSI 332. Bidders must submit detailed documentation, including a comprehensive material substitution checklist, product samples, color books, warranties, and references. Installation requirements are rigorous, mandating specific subfloor preparation, pH testing, adhesive application, and rolling techniques. The document also outlines specific protection and maintenance protocols, with the vendor responsible for flooring condition until turnover to the owner. Notably, the specification allows for alternative or substitute products, provided they meet an exhaustive list of technical and performance criteria.

B. Visual Inspection: Visually inspect flooring materials, adhesives and accessories prior to installation. Flooring material with visual defects shall not be installed and shall not be considered as a legitimate claim.
C. Examine Subfloors: Examine subfloors prior to installation to determine that surfaces are smooth and free from cracks, holes, ridges, and other defects that might prevent adhesive bond or impair durability or appearance of the flooring material.
E. Report conditions contrary to contract requirements that would prevent a proper installation. Do not proceed with the installation until unsatisfactory conditions have been corrected.
F. Failure to call attention to defects or imperfections will be construed as acceptance and approval of the subfloor. Installation indicates acceptance of substrates with regard to conditions existing at the time of installation.
3.03 PREPARATION
A. Subfloor Preparation: Smooth concrete surfaces, removing rough areas, projections, ridges, and bumps, and filling low spots, control or construction joints, and other defects with Manufacturer’s recommended Patch and Underlayment.
