About this file
This document is a technical specifications package issued by the Texas Military Department (TMD) for a roof replacement project at the Stephenville Readiness Center located at 899 East Road, Stephenville, TX 76401. The project involves replacing the facility's roof to mitigate life safety and code-related deficiencies currently experienced at the site. The specifications detail requirements for construction progress schedules, project coordination, quality control, temporary facilities, and various technical aspects of the roof replacement work. The facility will remain occupied by the Government throughout the duration of the project, and contractors must coordinate with TMD's Project Manager who serves as the main point of contact.
The project must comply with the "Buy American Act" regulations and Davis-Bacon prevailing wage rates apply. Payment procedures require monthly progress payments with a 5% retainage held from each payment. Contractors must submit detailed baseline schedules within 10 days after Notice of Award and provide regular updates. The specifications emphasize quality control requirements, including third-party material testing and special inspections that must be observed by the Owner's Designated Representative. All submittals must be provided through a web-based construction management software system, and contractors must maintain complete as-built documentation throughout the project.
