About this file
This document contains responses to questions for Texas A&M University-Texarkana's RFP 0898_12204 regarding the Eagle Landing Phase II Student Housing Construction or Modular Units project. The Q&A addresses three key areas of the project specifications: metering requirements, site preparation responsibilities, and site plan flexibility. The university clarified that individual building metering is not required but building-specific shutoffs are preferred, and while TAMUT will handle above-ground clearing of trees and vegetation, the winning contractor will be responsible for all below-ground work and dirt work. The document also confirms that the Phase II site plan is flexible, allowing contractors to modify sidewalk and utility routes as long as they meet the project's core requirements.
The document provides critical technical clarifications but does not include specific pricing terms, funding details, or set-aside requirements. It does establish a clear division of site preparation responsibilities between TAMUT and the contractor, which would impact project costs and timelines. The responses indicate some flexibility in the final design and implementation, suggesting that contractors have room to optimize their proposals while meeting the university's core requirements for the 10-unit student housing project.

RESPONSES TO QUESTIONS
TAMUT RFP 0898_12204
EAGLE LANDING PHASE II:
STUDENT HOUSING CONSTRUCTION OR MODULAR UNITS
1. Will this complex be metered by building (individually) or with a central meter and shutoffs for each building? Should we assume that this will be powered by a bank of electrical meters centrally located?
a. The new buildings do not need to be metered individually, but we would prefer shutoffs for each building, so we don’t take the complex down for repairs in one unit.
2. Phase II Site Plan General Notes #5 says the contractor is responsible for clearing and grubbing. Can you verify that this is incorrect and TAMUT will be responsible for clearing, grubbing, root raking, etc.?
a. TAMUT will have any trees, shrubs, bushes removed. TAMUT will not be removing roots or anything below the surface. The bid-winning contractor will be responsible for dirt work, which includes removing anything below the surface that must be removed.
3. The Phase II Site Plan is likely bigger than necessary for the proposed 10 units. Should we plan on installing all sidewalks and utilities shown even if this footprint is not required for our proposal?
a. The bid-winning contractor will not be held to the current proposal exactly. If the contractor design satisfies the communicated requirements, sidewalk plans and utility routes are flexible.
