About this file

This document is a quick information guide on the Historically Underutilized Business (HUB) Subcontracting Plan (HSP) requirements for a Texas Facilities Commission (TFC) contract opportunity for Refrigeration Repairs and Services. The contract is for a base term of August 31, 2026, with two optional two-year renewal periods. The scope includes providing refrigeration repairs and maintenance services for ice machines, coolers, freezers, and other commercial appliances located in various TFC facilities, primarily in Austin, Texas. The solicitation process includes a mandatory pre-proposal conference, with questions due by October 11, 2024, and proposals due October 22, 2024. Multiple awards are anticipated from this solicitation.

The guide outlines the requirements for maintaining a Master HSP and submitting an HSP for each individual service, as well as when HSP revisions are required, such as increasing subcontractor award amounts or adding new subcontractors. It also explains the requirement to submit a Progress Assessment Report (PAR) with each invoice and the auditing process conducted in the B2G system to confirm payments to subcontractors. The HUB subcontracting requirements apply to the awarded respondents for the duration of the contract.
