About this file
This document is the Historically Underutilized Business (HUB) Subcontracting Plan Instructions for Invitation for Bid (IFB) No. 608-24-96172A, issued by the Texas Department of Motor Vehicles (TxDMV) for court reporting and transcription services. The TxDMV is seeking competitive bids for these services, which will be primarily held at the TxDMV Headquarters, but may also be held at various other locations statewide. Respondents must include a completed HUB Subcontracting Plan with their bid, and failure to do so will result in disqualification. The plan must demonstrate the respondent's good faith effort to utilize HUBs, which are defined as entities that are at least 51% owned by Asian Pacific Americans, Black Americans, Hispanic Americans, Native Americans, American women, and/or service-disabled veterans who reside in Texas and meet certain size and ownership requirements.
The statewide HUB Program facilitates the use of HUBs in state procurement and provides information on the state's procurement process to minority, woman-owned, and service-disabled veteran-owned businesses. In accordance with Texas Administrative Code, each state agency must make a good faith effort to utilize HUBs in contracts for construction, services, and commodities purchases. The TxDMV HUB Office is available to answer any questions regarding the HUB Program or the HUB Subcontracting Plan.
