About this file
This document is the Historically Underutilized Business (HUB) Subcontracting Plan Instructions for Invitation for Bid (IFB) No. 608-24-96172A for Court Reporting and Transcription Services issued by the Texas Department of Motor Vehicles (TxDMV). The instructions define a HUB as a for-profit entity that is at least 51% owned by an Asian Pacific American, Black American, Hispanic American, Native American, American woman, and/or Service-Disabled Veteran who resides in Texas. The HUB program aims to facilitate the use of HUBs in state procurement. Respondents must include a completed HUB Subcontracting Plan (HSP) with their response, or they will be disqualified. Questions about the HUB program or HSP can be directed to the TxDMV HUB Office.
The instructions provide links to relevant sections of the Texas Administrative Code that define the HUB certification criteria and the state's good faith effort requirements for utilizing HUBs in state contracts. The instructions also note that each entity within a joint venture must be HUB certified, and sole proprietorships must be 100% owned and controlled by an eligible individual.

In accordance with 34 Texas Administrative Code § 20.284, each state agency must make a good faith effort to utilize HUBs in contracts for construction, services (including professional and consulting services) and commodities purchases.
Vendors seeking certification as a HUB are required to submit a completed HUB certification application and supporting documentation to the statewide HUB Program.
