3. Will there be adjustments after award if the inventory lists are incorrect?
If warranted.
4. Are there security systems on the warehouse?
No.
5. Does FPS have their own security system?
Yes, this system is and around warehouse 1 and 2.
6. In Warehouse 2, can you please provide the status of the boilers?
There are 2 boilers located in warehouse 2. One boiler is for warehouse 1 that is put together but has holes in the tubes. The other boiler is for warehouse 2 and is fully operational.
7. Section C.40.2 and C.40.5 – Reimbursable Repairs are listed as follows:
- The Non-Reimbursable threshold listed under C.40.2 states $1,000.00
- The Non-Reimbursable threshold listed under C.40.5 example states $500.00
Please let us know which amount applies.
The threshold stated in C.40.2 is the correct threshold amount. The other amount was used as an example.
8. Section C.40.2 – The Solicitation states the following:
a. Repairs EXCEEDING THE NON-REIMBURSABLE REPAIR THRESHOLD
(contractor’s responsibility for repairs that cost more than the threshold) are limited to an annual repair threshold of $5,000.00.
b. NON-REIMBURSABLE repairs (contractor’s responsibility for repairs that cost less than the threshold that are below the NON-REIMUBRSABLE repair threshold
(5,000.00) are not applied against the annual repair threshold ceiling (5,000.00) listed above.
Please clarify the following: Assume that the contractor performs repairs that exceed the threshold (a. above) and the contractor’s total shared Liability for the year has reached the
$5,000.00. How would the rest of the repairs that cost over the repair threshold of $5,000.00 be identified/categorized after that, and what would be the contractor’s responsibility for those repairs?
This scenario should not occur because the max out-of-pocket for a single repair would be $1,000. GSA will cover the required costs above that. The only way repairs would exceed the $1,000 out-of-pocket from the contractor is if an unapproved subcontractor or overtime was used. In that event, the contractor would be responsible for the unapproved costs.
9. Last certification date of roof anchors.
There are no roof anchors on the site for buildings.
10. What is the status of the boilers in the warehouses?
Boilers are operational for all warehouses. Note that the Boiler for warehouse
1 has some holes in the tubes.
11. Switchgear Testing: when GSA/ScottWalkden discussed switchgear testing during the Pre-bid conference walkthrough on November 27, 2017 @ 10:00am PST, Scott told the attending/bidding contractors that 200-amp breakers and above were to be tested and that
ALL electrical house panel breakers that have 200-amp breakers needed to be included in testing as well. Please verify that GSA is requiring that all 200 amp and above electrical house panel breakers are to be included in 3-year switchgear testing, and please identify how those electrical house panels are identified on the equipment inventory, so that your bid documents/expectations are clear and accurate so that bids can be prepared correctly by all bidders.
Yes, all 200 amp panels need to be tested within the scope of the 3 year switchgear testing. They should be identified on the inventory and if not then will need to be updated upon testing date.
12. Switchgear Testing Power Outage: with regards to switchgear testing that requires a power outage, who is responsible for paying the electric utility company to turn the power off and on, GSA or the contractor?
The contractor is responsible for this payment.
13. C.40.2 – Reimbursable Repairs states that the maximum annual repair threshold to the contract is $5,000.00. As this is a new requirement, please clarify how the $5,000.00 is tabulated – would it be 5 instances of a reimbursable repair where the contractor pays the first $1,000.00 threshold – for example, if one reimbursable repair is submitted for
$10,000.00, with the contractor paying $1,000.00 and GSA paying $9,000.00, is the $5,000 maximum now reached with this one repair?
The annual amount of reimbursable repair is not met within the example. The annual threshold is met when the contractor has 5 instances where the threshold has been broken.
14. Fire/Life Safety System Repairs: during the Auburn Complex Walkthrough, GSA/Scott
Walkden, suggested that the winning contractor should be making minor Fire/Life Safety
System repairs without the aid of subcontractor – will GSA modify this RFQ to allow repairs to be made by contractor personnel who do not possess a NICET certification? If that answer is No, does GSA expect the winning contractor to either hire a NICET certification technician, or does GSA expect the winning contractor have one of their employees take the
2-year course to gain their entry level NICET certification? If that answer is Yes, who would bear the cost of that additional expense for either scenario?
This was not suggested during the walk thru. The only mention of Fire Life safety systems was that we are maintaining all the FLS system within all buildings to include the warehouses and that the winning contractor needs to have knowledge of the system to assist the certified subcontractor.
15. Warehouse 9, which is the current building housing the O&M Contractor, is not on the inventory list – will the winning contractor be utilizing this building as their base of operations? If not, will there be an alternate space on the property for contractor offices?
Currently a portion of warehouse 9 will be available for the winning contractor to utilize.
16. Condemned Areas: Does GSA expect/required the Contractor to conduct tours, perform maintenance and/or repairs in condemned area/buildings? If so, are the tour requirements and frequencies the same for condemned areas/buildings as for non-condemned areas/buildings?
If not, what tour requirements and frequencies will be required for condemned areas/buildings? What safety measures/practices does GSA expect of the Contractor for personnel conducting tours, performing maintenance or repairs in condemned areas/buildings and will those safety measures/practices require more than one employee be present while in those areas?
Contract requirements for tours are for all bldgs. Maintenance equipment in the warehouse to exclude warehouse 7 are for FLS and freeze prevention.
17. Inventory: On November 28, Amendment 1 was posted with the Auburn Complex Inventory
Master Spreadsheet. Is this spreadsheet the exhaustive inventory list? Or is it in addition to the list from the original solicitation posted, located in 4. Section J-1.E_-_OM_Exhibits
AM0001, called Exhibit J-1.14 Amendment 0001 Inventory/CMMS (page 75 of 83)?
The inventory list provided in Amendment 1 replaces the list provided in the original solicitation.

Contractor will be responsible for hardware and software for listed systems excluding computerized operating systems (For example Windows Server 2008, Linux, etc.).
Software maintenance must include security patching and minor revision updates as recommended by system installer. A minor revision is an incremental patch or update to the existing software or firmware version with low risk to existing interoperability. Questions:
a. Will all referenced systems security patching and minor revision updates as recommended by system installer be current and up to date at the start of the contract?
b. Will performing security patching and minor revision updates as recommended by system installer require Contractor employees to have administrator access to GSA’s network to accomplish these tasks?
c. This requirement contradicts the requirements that are stated in C.35.4 BAS Control
Systems. Please clarify.
a. GSA cannot confirm whether or not the security patches and minor revisions will be up to date by the start of contract, but it is not the O&M contractor's responsibility for these tasks because it is on the GSA network.
b. No, this task will not be performed by the O&M contractor.
c. Review PWS Section C.35.4.1.1 GSA-hosted Systems
Requirements which provides clarification for Section C.35.4 BAS Control
Systems
19. Auburn Complex PWS J.4. Building Information Sheets: Warehouse 1, 2, 3, 5, state that no water treatment is required yet all have boilers that are required for freeze protection and

60. If the Auburn Complex is sold and the Auburn portion of the contract is terminated, what happens to the Port Angeles portion of the contract?
The Port Angeles work is an “orderable” or “as needed” additional service, and is supplemental the work at Auburn. Once the Auburn portion of the contract is terminated, the Port Angeles portion with likewise be terminated; however, GSA will reserve the right to keep the Port Angeles Additional Service open until further notice. GSA is working on a long-term O&M strategy for the Port Angeles Federal Building that will coincide with the closure of the Auburn Complex.
61. Reference Amendment 08. The CLIN for Pressure Vessel Inspections (X76) will require a qualified inspector to travel to Port Angeles to inspect the pressure vessels annually. However, you require a frequency as an hour and a unit of 1 in your bid schedule (attachment 8a). Will we be compensated for the total actual hours that the inspector will charge us for? Or, can you change the Unit to "per occurrence" so that bidders can bid the FFP from our pressure vessel inspector?
The QTY will remain as “1”; however, the Unit will be changed to “per order”.
62. Reference Amendment 08. The CLIN for Boiler Inspections (X77) will require a qualified inspector to travel to Port Angeles to inspect the boiler annually. However, you require a frequency as an hour and a unit of 1 in your bid schedule (attachment 8a). Will we be compensated for the total actual hours that the boiler inspector will charge us for? 63. Reference Amendment 08. The CLIN for Water Treatment (W09) will require a qualified 3rd party water treatment subcontractor to travel to Port Angeles to take samples, analyze those samples and provide a plan to our staff personnel. However, you require a frequency as an hour and a unit of 1 in your bid schedule (attachment 8a). Will we be compensated for the total actual hours that the water treatment subcontractor will charge us for? Or, can you change the Unit to "per occurrence?”
The Water Treatment is conducted by a third party and therefore will be a sub-contracted item. The QTY will remain “1” and the Unit will be changed to “Service”. Price should reflect the sub-contracted rate.
64. Reference Amendment 08. Regarding CLINS F-01 through F-24. According to our RFP the maintenance and testing of these items is to be performed by NICET 2 level inspector. These inspections are normally performed periodically and will require subcontractor participation because of the licensing requirements. However, your bid schedule (attachment 8) has these services as per hour. Will GSA please provide the fire protection system inspections as a "per occurrence" for the entire installed fire system and then the GSA could order the services as needed?

Now that Factor 2 is removed, where is the weight placed on Factors 1, 3 and 4?
67. Reference Amendment 08. List of Amendments in CHECKLIST OF ITEMS TO SUBMIT REQUEST FOR PROPOSAL (Attachment 9) lists Amendment 5 to be acknowledged. There was no Amendment 5 released. It was Amendment 4:
68. Reference Amendment 08. In Item number 3 of the cover sheet for Amendment 008, it states the following attachments are cancelled (Section J, Attachment 10 – Technical Evaluation Questions and Section J, Attachment 11 – Work Plan Evaluation Questions); however in the revised Attachment 9, CHECKLIST OF ITEMS TO SUBMIT REQUEST FOR PROPOSAL, it indicates offerors are required to submit Section J, Attachment 11, Work Plan Evaluation Questions, as part of our response. Which items should we submit for Volume III? Do we submit both Attachment 17 and Attachment 11 as part of our response or do we submit Attachment 17 only?
The Checklist of Items to Submit will be revised. Attachment 10 & 11 have been removed from the submission requirement and replaced with Attachment 17.
Please submit Attachment 17 in your Vol. III.
69. Reference Amendment 08. In the new Attachment 17 offerors are required to submit as part of our response, the instructions state as follows: QUOTE “Instructions:

The Contractor must answer each question using no more than three (3) pages of text on standard 8 inch x 11 inch paper using a font no smaller than Arial 11 or Times New Roman 12. With the exception of question number three (3) where the Contractor is allowed to use up to five (5) pages.”
ENQUOTE. Please advise exactly what the Government desires in our response to Question 3.
The government desires the Contractor to limit the response to five (5) pages.
Amendment 4 was posted in FBO as amendment 5 due to a system glitch. It was uploaded in FBO as Amendment 5. The checklist will be updated accordingly.
70. Reference Amendment 08. In Attachment 11, the Government had allocated 5 pages in our response to question 3, which requested information for our approach to providing service for such items as (1) guidelines used to perform maintenance, (2) tours, (3) service calls, (4) replacement of spare parts, (5) subcontracting, and (6) quality control. In Attachment 17, the Government has allocated 5 pages to question number 3, which asks us to provide “a narrative describing the approach to providing service and what guidelines / standards will be used in performing maintenance work?” Does the Government wish for us to address specific subjects in the response to question number 4 of Attachment 17?
No. The government requests that Contracts provide a narrative describing the approach to providing service and what guidelines / standards will be used in performing maintenance work.
71. Reference Amendment 08. Previously in Attachment 11, the Government had indicated it wanted information regarding our Tour program. The Government has deleted any request for information for our tour program in Attachment 17. Does the /government desire us to submit information regarding our tour program?
A. The government expects all questions in Attachment 17 to be answered in full. Any questions not raised in Attachment 17, are not expected to be addressed in responses to
Attachment 17.
72. Reference Amendment 08. Regarding the Richard B. Anderson Federal Building, the Building Information Sheet indicates the building is actively occupied by three Government agencies. Is this correct?
Yes
73. Reference Amendment 08. The Richard B. Anderson Federal Building is located some distance from the GSA Auburn Complex. Do the same requirements indicated in the revised PWS apply to this building (Twice Daily Tours, etc.)?
No. Services at the Richard B. Anderson Federal Building will be conducted ONLY when ordered by GSA Task Order or GSA Purchase Order.
74. Reference Amendment 08. The bid instructions indicate that the elements in the Port Angeles price schedule are only for "additional services". Please clarify what additional services are required per item listed in the pricing schedule. Are these additional services to include repairs exceeding the monetary thresholds of the contract, are they service calls, are they to include preventive maintenance or, any what other defined service. It is unclear what is included in the hourly price. Does the hour price to include parts, subcontracts, equipment, etc.? Please clarify what each hour is to include and what will be required per hour.
75.
Port Angeles Additional Services are not subject to Shared Liability Thresholds.
The purpose of the Additional Services is to provide the government the flexibility to order services (service calls, preventative maintenance, and other defined maintenance actions), as needed at the Port Angeles Federal Building.
The Unit of “HR” should be interpreted to mean “service”. The Service will be for an all-inclusive price, except for parts and travel. Parts were addressed in Question 6 and Travel will be provided IAW FTR and ordered on Additional Services CLIN
76. Reference Amendment 08. The Auburn solicitation already includes hourly rates for additional services. Why are these hours not included as part of the original bid schedule? Please clarify.
Additional Services at Auburn are above service items that are not a part of, or included in, the basic services pricing for O&M at Auburn Complex. GSA is requesting pricing in the event that it is necessary to order “Additional Services” that are over and above the standard work within the contract.
77. Please explain the HR in the F-34 and L-03 and L-04.
GSA has revised the Unit measure from HR to HR for Re-lamping. This is re-lamping cost for the set of lights, not a PM cost. GSA does not PM light fixtures.
78. With the addition of the Richard B. Anderson FB in Port Angeles, WA; and the only required work is Additional Services Labor Rates for all of the equipment that I assume will be requested by the COR when needed?
The Additional Services Labor Rate will be the DOL – Wage Determination Labor rates included in the solicitation All work will be requested and ordered by the COR when needed.
79. With the distance from the primary site in Auburn it is a 2 hr. drive one way between the sites. Not having any history on the work that maybe requested, is there going to be enough work requested to justify the travel time between the sites, and/or is there also the possibility that the travel time will count toward the total cost of the request?
Yes, there will be suitable work ordered to justify the travel time between the sites. GSA is reimbursing for travel costs in accordance with Federal Travel Regulations for Federal contractors working on Government Contracts.
80. In the Schedule of Pricing for the Port Angeles Additional Services, there is a reference on one of the line items for a NTE $500 for travel against the contract for each of the 5 years of the contract. How is this calculated, and what happens if you exceed those hours?
Travel CLIN will be used per order for Additional Services at Port Angeles.
The cost will be calculated IAW FTR for mileage. In the event that travel funds are anticipated to be exceeded due to the requirements at Port Angeles, the COR can request additional funding for the Travel CLIN.
81. Does the Port Angeles location include janitorial work?
No.
File details come from the government source that posted it.
