The metal panel wall that extends into the interior of the building main lobby vestibule must be field painted as well. In addition to the existing metal panels to be field painted, any existing to remain metal panel trims, headers, sills, etc. along with any exposed fasters must also be field painted. The beam wraps at the entrance vestibule must also be field painted.
Existing metal panels, trims, etc. at the roof level clerestory windows and skylights must not be painted.
i. Vestibule Additions
The FAA has requested three (3) vestibule additions, one to each of the existing exterior secondary exit doors on the building’s south side. The existing exits open directly from interior office space to the outside. The additions benefit the building’s occupants by tempering the exterior cold air in the winter. The vestibule additions include the following:
1. Construct concrete walls, footings and foundations and tie in footings to existing footings. Concrete foundation wall must extend 1’-0” above finish floor, to match the height of the existing adjacent concrete wall.
Columns and column base plates will be recessed 3” and then grouted over to create a smooth and level surface to accept the storefront wall construction above. Refer to structural drawings for specific details.
2. Construct reinforced concrete stoop extending 5’-0” from the face of the new vestibule foundation wall.
Stoop slab must have steel dowels tying the stoop to the interior slab at the exterior door to prevent the slab from heaving due to frost in the winter, thus preventing the exterior door from fully opening. Refer to structural drawings for specific details.
3. Construct reinforced concrete slab-on-grade floor slab over vapor barrier over crushed stone subbase and compacted subgrade. Provide 1/2" compressible joint filler at perimeter of slab where it meets the concrete foundation wall. The slab will be doweled into the existing slab/foundation at the existing exterior door. Refer to structural drawings for specific details, thicknesses and reinforcing. Perimeter slab insulation will be installed to provide a thermal break.
4. Erect new structural tube steel columns and wide flange beams to support the new roof. Steel tube columns must be anchored directly to the concrete foundation walls. Columns and column base plates will be recessed 3” from top of concrete wall and then grouted over to create a smooth and level surface to accept the storefront wall construction above. Refer to structural drawings for specific details and beam and column sizes.
5. New Kawneer Trifab 451T (or equal), front-glazed 4 1/2” deep storefront system on two sides of new enclosure. Storefront system will include insulation-backed aluminum panels on both sides at the corners and ends to cover the steel tube columns. New storefront system will be clear anodized color and will include a thermally broken frame and tinted insulated glazing in color (gray tint) that provides optimal solar heat gain protection for the space in which it’s located.
6. Continuous exterior aluminum sill flashing with a 1” vertical leg on the interior side will be installed under storefront framing and will extend down face of exterior wall a minimum of 3 1/2” to cover the grout joint at the column base plate recesses. Continuous interior aluminum sill flashing will be installed on the interior side, tucked under the exterior flashing with leg, and will extend down face of interior wall a minimum of 3 1/2” to cover the grout joint at the column recesses.
7. Provide 8” cold form metal stud framing on third side of new enclosure. Provide metal stud framing above storefronts per architectural details. Install ATAS concealed fastener Design Wall DWF (or equal) wall panels over 5/8” exterior gypsum sheathing (DensGlass) fastened to cold form metal stud framing. Metal wall panels will be pre-finished in a custom color selected by the FAA. The new panels are 12” wide and have 2 v-grooves on each panel, giving them a very similar appearance to the existing metal wall panels. Batt insulation is installed in stud cavity.
8. Provide 5/8” gypsum wall board on metal stud framing at interior soffit. Provide acrylic finish on 5/8” exterior gypsum sheathing on metal stud framing exterior soffit.
9. Provide LED downlights in interior and exterior soffits, including lighting controls for the light fixtures.
10. Provide fully adhered single ply black EPDM roofing membrane on tapered and rigid roof insulation over structural 1 1/2" metal roof deck. Provide prefinished aluminum fascia system with aluminum cleat on 2 sides and return corner of new enclosure. Tapered roof insulation to slope minimum 1/4" per foot to aluminum gutter on one side. Provide single aluminum downspout with splash block at grade. Gutter and downspout to match adjacent storefront in color.
11. Provide flashing and counter flashing at tie-in of new roofing to existing construction. Roofing membrane will extend up face of wall minimum 8” and be secured under counter flashing with termination bar and sealant.
The existing metal panels above the existing storefront will be cut and modified in order to accept the new construction roof tie- in. New base flashing will be installed.
12. Provide new electric recessed cabinet heater in vestibule. Provide recess in metal stud cavity and gypsum wall board to accept new heater. Provide new electric connection back to electrical panels that have spare capacity and spare breaker provisions.
13. Door hardware for the new swinging entrance door must include electric strike and card reader. Card reader must be mounted on the vertical aluminum storefront mullion on the latch side of the door. Card reader must be connected to existing Access Control System currently serving facility.
The Card Access system must be provided and wired by Johnson Controls. The appropriate notes have been added to the drawings.
14. Extend building’s existing automatic sprinkler system into new vestibule. Sprinkler pipe shall come into the vestibule through the existing concrete wall on the right side. One sidewall sprinkler head must be installed in each vestibule.
15. Provide new interior finishes:
a. Carpet tile walk off mat and new rubber wall base in Vestibules, colors to be selected from manufacturer’s standard range during construction phase.
b. Paint to match FAA standard interior paint, colors to be selected during construction phase.
c. Optional window treatments on interior office spaces must be manually operated roller shades with semi-transparent fabric shade, colors to be selected from manufacturer’s full range during construction phase.
16. Provide illuminated exit sign and tactile exit sign complying with current building codes.
17. NOTE: All work pertaining to the vestibule additions must be received as a separate line item.
j. Interior Work
The existing interior construction is such that the interior gypsum wall board (GWB) wraps around the storefront heads and jambs and returns into the frames. The existing frames cannot be easily extracted without damaging the interior GWB. Therefore, and in order to facilitate construction and minimize damage to the existing interior finishes, the following will be included with the aluminum storefront replacement work:
1. Wood window stools will be temporarily removed and stored. In some locations, indicated on the drawings, the existing wood window stools are to be removed and discarded, as they are too damaged by water to be saved for reinstallation (the water damage has been caused by potted plants kept on the window stools, not as far as the design team can tell, by water infiltration into the building).
2. Interior GWB will be removed as required to facilitate the removal and replacement of the storefront window systems.
3. New interior GWB will be installed, finished and painted.
4. The existing wood window stools will be reinstalled. Where indicated on the drawings, in the locations noted for window stool replacement, new window stools will be provided, in the same wood species, profile and finish as existing.
k. Weather Stripping
All exterior doors not indicated to be replaced with a new storefront entrance system will have the existing weather stripping removed and replaced with new surface applied weather stripping. New exterior doors will be weather stripped as per the hardware schedule.
l. Lightning Protection System
BLDG 305, 27 & 28
Existing lightning protection system cables and air terminals that are currently fastened in place will be affected by the renovations. They will be required to be temporarily relocated and/or extended and reinstalled as required. The entire installation is to meet the requirements of NFPA 780, and the “Installation Requirements for Lightning Protection Systems, UL 96A” of Underwriters Laboratories, Inc.
m. Special Requirements
1. Overhead sloped glazing and the support systems must be designed to withstand roof, snow, and other loads, as specified by the building code. Existing glazing within the sloped system is laminated, heat-strengthened or tempered. For interior space where the removal and installation of skylights, slope glazing, and clerestory windows can pose a threat to occupant safety temporary protective screens or netting is required to be installed prior to demolition to protect building occupants from possible falling glass, and removed upon completion. The design team must coordinate with the frame manufacturer to ensure all applicable code requirements are met. Cubicles directly under the systems that require a temporary protective screen will remain in place.
BLDG 305, 27 & 28
2. The existing storefront system features full-height glass panels and a wooden chair rail braced by the vertical mullions. The existing wood rail does not meet current building codes; and therefore, cannot be reinstalled on the new storefront. The railing will be removed and discarded. Horizontal mullions will be added to the storefront to physically divide the full height glass into smaller sections for code and safety reasons.
All glazing shall be annealed, except where required to be tempered. Tempered glazing is required within 24” horizontally from an operable door and within 18” vertically from the floor. Additionally, all glazing within an operable door is required to be tempered. Safety glazing is required to be permanently identified.
3. Due to the scope of work associated with the skylight replacement, it is expected that there will be some disruption of the spaces on the interior. However, in building 305, one space being a vestibule and the other a corridor with only file storage, neither space has permanent occupants situated directly under them. With proper protection in place, the work in this portion of the project must be phased so that the disruption will be as brief as possible within each space.
The work associated with the storefront replacement, it is expected that there will be some disruption of the offices and office spaces on the interior, at the perimeter of building 305 the south elevation and at the perimeter of buildings 27 & 28. The existing window removal and replacement can be performed from the exterior with minimal impact to the interior spaces adjacent to the perimeter of the building.
However, there will be work that is required to be done from the interior of the building including caulking and interface with interior finishes. The work must be phased so that the disruption to any offices adjacent to the windows will be limited.
- Provide a tentative plan and schedule to disassemble and reassemble cubicles and office space adjacent to windows for government review and approval. The plan must include a minimum and maximum number of workstations requiring disassembly or movement for project progression, but will still permit workable conditions for building occupants. The workstations can be arranged in a checkerboard pattern unless a better arrangement is proposed and approved for the project’s progression. The time frame for which cubicles are disassembled must not exceed a week, unless approved by the Contracting Officer. Because cubicles are occupied, a minimum one week notice must be provided before moving to the next workable area to allow building occupants to remove personal items.
4. Removal of existing door hardware and locksets must be provided to the Contracting Officer or designated government representative for positive control as indicated on the drawings.
C.2 PERIOD OF PERFORMANCE
The period of performance will be 330 calendar days from the Notice to Proceed (NTP).
C.3 KEY PERSONNEL REQUIREMENTS

3.10.4-9 INSPECTION OF FACILITIES (APRIL 1996)
3.10.4-10 INSPECTION OF CONSTRUCTION (SEPTEMBER 2009)
(a) 'Work' includes, but is not limited to, materials, workmanship, and manufacture and fabrication of components.
(b) The Contractor shall maintain an adequate inspection system and perform such inspections as will ensure that the work performed under the contract conforms to contract requirements. The Contractor shall maintain complete inspection records and make them available to the Government. All work shall be conducted under the general direction of the Contracting Officer and is subject to Government inspection and test at all places and at all reasonable times before acceptance to ensure strict compliance with the terms of the contract.
(c) Government inspections and tests are for the sole benefit of the Government and do not--
(1) Relieve the Contractor of responsibility for providing adequate quality control measures;
(2) Relieve the Contractor of responsibility for damage to or loss of the material before acceptance;
(3) Constitute or imply acceptance; or
(4) Affect the continuing rights of the Government after acceptance of the completed work under paragraph
(i) below.
(d) The presence or absence of a Government inspector does not relieve the Contractor from any contract requirement, nor is the inspector authorized to change any term or condition of the specification without the Contracting Officer's written authorization.
(e) The Contractor shall promptly furnish, without additional charge, all facilities, labor, and material reasonably needed for performing such safe and convenient inspections and tests as may be required by the Contracting Officer. The Government may charge to the Contractor any additional cost of inspection or test when work is not ready at the time specified by the Contractor for inspection or test, or when prior rejection makes reinspection or retest necessary. The Government shall perform all inspections and tests in a manner that will not unnecessarily delay the work. Special, full size, and performance tests shall be performed as described in the contract.
(f) The Contractor shall, without charge, replace or correct work found by the Government not to conform to contract requirements, unless the Government determines that it is in the public interest to accept the work with an appropriate adjustment in contract price. The Contractor shall promptly segregate and remove rejected material from the premises.
(g) If the Contractor does not promptly replace or correct rejected work, the Government may:
(1) by contract or otherwise, replace or correct the work and charge the cost to the Contractor or
(2) terminate for default the Contractor's right to proceed.
(h) If, before acceptance of the entire work, the Government decides to examine already completed work by removing it or tearing it out, the Contractor, on request, shall promptly furnish all necessary facilities, labor, and material. If the work is found to be defective or nonconforming in any material respect due to the fault of the Contractor or its subcontractors, the Contractor shall defray the expenses of the examination and of satisfactory reconstruction. However, if the work is found to meet contract requirements, the Contracting Officer shall make an equitable adjustment for the additional services involved in the examination and reconstruction, including, if completion of the work was thereby delayed, an extension of time.
(i) Unless otherwise specified in the contract, the Government shall accept, as promptly as practicable after completion and inspection, all work required by the contract or that portion of the work the Contracting Officer determines can be accepted separately. Acceptance shall be final and conclusive except for latent defects, fraud, gross mistakes amounting to fraud, or the Government's rights under any warranty or guarantee.
(j) In the absence of any formal disputes, a project will be deemed physically and financially complete within one year after final acceptance and excess funds will be deobligated at that time.

3.2.2.3-56 SCHEDULES FOR CONSTRUCTION CONTRACTS (JULY 2004)
(a) The contractor (you) must, within 10 calendar days after the work on the contract starts or after another period determined by the Contracting Officer (CO), prepare and submit to the CO for approval three copies of a practicable schedule showing the order in which you propose to perform the work, and the dates you plan to start and finish the important stages of the work (including acquiring materials, plant, and equipment). The schedule must be in a progress chart of suitable scale to indicate appropriately the percentage of work scheduled for completion during the contract period. If you do not submit a schedule within the time prescribed, FAA (us) may withhold payments until you submit the schedule. If you fall behind your schedule, you must send a revised schedule with your next request for payment. Provide us additional schedules as soon as practicable if the CO requests them.
(b) With each payment request, submit a copy of the last schedule you submitted, annotated to show progress to date. If at any time, in the CO’s opinion, you have fallen behind the schedule to an extent which would jeopardize timely completion, you must take steps to improve progress, including those the CO may require, to enable timely completion without additional cost to us. The CO may require you to increase the number of shifts, the amount of overtime, days of work each week, or the amount of constructor plant being used. You must submit any supplementary schedules the CO deems necessary to demonstrate how you will regain the rate of progress necessary for timely completion.
(c) If you fail to comply with the CO’s requirements under this clause, the CO may determine that you are not performing the work with enough diligence to ensure completing it within the time the contract requires. If the CO makes this determination, the CO may terminate this contract for default.
3.10.1-9 Stop-Work Order (October 1996)
3.10.1-10 Stop-Work Order - Facilities (June 1999)
3.10.1-11 GOVERNMENT DELAY OF WORK (APRIL 1996)
(a) If the performance of all or any part of the work of this contract is delayed or interrupted (1) by an act of the Contracting Officer in the administration of this contract that is not expressly or impliedly authorized by this contract, or (2) by a failure of the Contracting Officer to act within the time specified in this contract, or within a reasonable time if not specified, an adjustment (excluding profit) shall be made for any increase in the cost of performance of this contract caused by the delay or interruption and the contract shall be modified in writing accordingly. Adjustment shall also be made in the delivery or performance dates and any other contractual term or condition affected by the delay or interruption. However, no adjustment shall be made under this clause for any delay or interruption to the extent that performance would have been delayed or interrupted by any other cause, including the fault or negligence of the Contractor, or for which an adjustment is provided or excluded under any other term or condition of this contract.
(b) A claim under this clause shall not be allowed:
(1) for any costs incurred more than 20 days before the Contractor shall have notified the Contracting Officer in writing of the act or failure to act involved, and
(2) unless the claim, in an amount stated, is asserted in writing as soon as practicable after the termination of the delay or interruption, but not later than the day of final payment under the contract.
F.1 PROJECT LOCATION
The work will be located in building 305, 27, and 28 at the FAA William J. Hughes Technical Center, Atlantic City International Airport, Pomona, NJ approximately as indicated or specified. The exact location will be shown by the Contracting Officer’s Representative.
F.2 TIME EXTENSIONS FOR UNUSUALLY SEVERE WEATHER
(a) This clause specifies the procedure for the determination of time extensions for unusually severe weather in accordance with Contract Clause 3.10.6-6, "Default (Fixed Price Construction) (October 1996)."
The listing below defines the monthly anticipated adverse weather for the contract period for the geographic location of the project. For the purpose of this contract, unusually severe weather is defined as daily precipitation equal to or exceeding 0.5 inches and/or maximum daily temperature not exceeding 32 degrees Fahrenheit.
MONTHLY ANTICIPATED ADVERSE WEATHER CALENDAR DAYS
JAN FEB MAR APR MAY JUN JUL AUG SEP OCT NOV DEC
10 15 5 3 3 2 2 2 3 3 4 5
(b) The above schedule of anticipated adverse weather will constitute the base line for monthly weather time evaluations. Upon acknowledgment of the Notice to Proceed and continuing throughout the contract on a monthly basis, actual adverse weather days will be recorded on a calendar day basis, including weekends and holidays, and compared to the monthly anticipated adverse weather in paragraph (a) above.
For the purposes of paragraphs (b) and (c), the actual adverse weather days shall include days impacted by actual adverse weather days.
(c) The number of actual adverse weather days shall be calculated chronologically from the first to the last day in each month. Once the number of actual adverse weather days anticipated in paragraph a. above has been incurred, the Contracting Officer will examine any subsequently occurring adverse weather days to determine whether the Contractor is entitled to a time extension. These subsequently occurring adverse weather days must prevent work for 50 percent or more of the Contractor's work day and delay work critical to the timely completion of the project. The Contracting Officer will convert any delays meeting the above requirements to calendar days and issue a time extension in accordance with Contract Clause 3.10.6-6, "Default (Fixed Price Construction) (October 1996)”.
(d) The Contractor's schedule must reflect the above anticipated adverse weather delays on all-weather dependent activities.
F.3 SPECIAL SCHEDULING REQUIREMENTS
(a) Work must be sequenced such that construction traffic does not impede or restrict pedestrian traffic within or around the buildings at any time.
(b) Removal of existing door hardware and locksets must be provided to the Contracting Officer or designated government representative for positive control as indicated on the drawings.

It is understood and agreed between the Government and the Contractor that observance of such days by Government personnel must not otherwise be a reason for an additional period of performance. In the event the Contractor’s personnel work during the holiday, no form of holiday or other premium compensation will be reimbursed, other than their normal compensation of the time worked.
When the Federal, State, Local and other governmental entities grant excused absence to its employees, assigned contractor personnel may also be dismissed; however, they will not be directly reimbursed for the excused absence. Such periods have been considered in computing the time allowed for completion. No additional compensation will be provided for work performed outside of after working hours.
All work outside after working hours requires coordination with and approval from the Contracting Officer.
Unless otherwise specified, the contractor shall provide a written request at least 15 calendar days prior to the time the contractor desires to do the work outside regular hours to allow for arrangements to be made by the government for inspecting the work in progress. The written request shall indicate the specific dates, hours, location, type of work to be performed, contract number and title. During periods of darkness, the different parts of the work shall be lighted in a manner approved by the Contracting Officer.
