Questions and Answers

1. Will the performing Work (Part II Contract Clause ‐ 3.2.2.3‐41) requirement that the contractor must perform 80% of the work with its own forces be modified? As a GC/CM firm, we would only be performing approximately 20% of the work (Concrete & Drywall). The glass and glazing subcontractor would be responsible for the majority of the work. Other minor subcontractor participation include: Roofing, Painting, Fire Sprinkler and Electrical Work If this requirement remains per the specification, most GC’s would be excluded from bidding. Most glazing firms do not have the ability to provide the bonding and supervision generally provided for this type of project. The percentage of the work to be completed by the contractor has been modified within reason per Amendment 002 to SIR.

2. Are the working hours for the project limited from 5 pm to 6 am (per F.4 (a)? Correct, except as noted under paragraph F.4.

3. Are there Liquidated Damages associated with the contract? Yes. See Amendment 002 paragraph 3.2.2.8‐5

4. Are “Shading Devices” being bid as an alternate? If so, how do we include the amount on the bid forms? Yes, as added in Amendment 002 of SIR. The bid breakdown in section B now includes a separate line item for the option and amount.

5. Will drawing 11 of 23 be re‐issued? The copy we downloaded is flawed. Drawing was re‐issued in Amendment 00001 to Attachment 14_BLDG 305_Drawings_2 OF 3 which is posted to beta.sam.gov

6. Will fire sprinkler calculations for the entire building(s) be required? No. The sprinkler work is very minor. The qualified person must submit calculations showing pressure loss of the added work is similar to the existing work. Also, no hydrant flow test is required.

7. What percentage is the bid bond for? The bid bond form does not specify. For clarification, a proposal guarantee carries the same meaning as a bid bond. Section I of the SIR stipulates the required amount of the proposal guarantee is 20% of the proposal amount.

8. Will permits be required for the project? If so who will be responsible for any permitting fees?

And who will be the AHJ performing inspections? Permits will be issued through our permit center at no cost where required, but not necessarily limited to: confined space, welding, digging, and burning. The contractor will be responsible for identifying any required permits and notify the COR within 14 calendar days to submit the request through our permit center for processing. NOTE: Prior to excavation or digging, it is the contractor’s responsibility to contact

811 or 1‐800‐272‐1000 for utility marking, and also to request a utility mark‐out through the

COR for FAA owned utilities – water, sewer, electrical, etc. No municipal or state permits are required for this project. The FAA is acting as the AHJ for the project and will perform inspections outside of where specified in the combined specification that inspections shall be done by a manufacturer rep or third party.

9. What will be the process for security checks for contractors working onsite and deliveries? The work for this project will be done outside of the normal business hours of our Security of

Operations Center. The contractor will be required to submit a list of all contractors who will be working on site at least by a week in advance to the COR to request visitor badging. Visitor badges will be issued the day prior to starting work and can be received at the guard shack.

Deliveries will follow the same procedure, but with a two week notice.

10. Is a Maintenance Bond required? If so, what is the percent and duration (i.e., 100% for 1 year)

Please reference 3.1‐1, “Clauses Incorporated by Reference”, Clause 3.10.1‐20 Warranty –

Construction.

11. What is the retainage percentage that will be held on progress payments? All invoices submitted shall be required to withhold 5% of retainage on the completed work.

12. If our schedule of work is based on a phase operation whereby we are working in one building at a time, can the Site Safety and Health Officer be limited to one for the entire project? For the purpose of bidding you are required to submit a Site Safety and Health Officer with alternates for both locations. After award, the contractor may submit an RFI for further review and consideration of the proposed schedule of work. However the period of performance will not change.

13. What is the weight limit of the green roof at Building 305? No vehicles nor equipment are permitted to be on the green roof at any time, only pedestrian traffic.

14. Will the occupants of each building be responsible for moving their personal belongings and furniture (not cubicles) in work zones? Yes, arrangements will be made for employees to secure their belongings prior to the start of work in the assigned area.

15. Is the FAA tax Exempt? Yes

16. Who issues permits at the FAA? Is it the DCA or the local building authority? Is the FAA exempt from permit fees? See response to question # 8

17. Is the FAA responsible for testing and inspections such as soil, concrete, and steel? No. The contractor must procure and pay for any required third party testing.

18. There appears to be some water damage at the various openings. Who is responsible for mold remediation if encountered? Mold remediation is out of scope for this project and if encountered the government will determine the best course of action moving forward.

19. We are questioning the self‐performance percentage of 80% for this project as the scope of work involves store fronts/windows/glass. Can this self‐performance percentage be adjusted to allow General Contractors to bid this work? Or should the GC team with glass/glazing contractors in order to bid this project? Teaming is not allowed. See response to question #1.

20. If teaming is allowed, can the GC use the glass contractor’s past performance for the proposal package? Team is not allowed. See response to question #1.

21. Please advise magnitude of construction. The estimated range to complete this project is between $2,250,000 and $2,400,000.

22. Is a Builder’s Risk policy required? If so, is the owner or the contractor responsible for providing it? A Builder’s Risk Policy is not required, however contractors are subject to the conditions of

26. Will a lift permit be required for crane usage to set skylights/material onto the roofs of buildings

27 & 28? Yes a permit is required prior to usage of a crane.

27. What will be the procedure in the case of emergency during excavation for the vestibules and a utility interference issue? Any consideration to allow the excavation to be completed during daytime hours? Please reference BLDG 305 Overall First Floor plan drawing number 2019‐

000031‐A111 for the following area designation A and B. The following procedures shall apply:

One of the two means of egress in both areas A and B must remain operable during construction at all time. The adjacent paths pertaining to the sidewalks and street must be clear of debris and/or obstacles that would hinder pedestrian and vehicular circulation. The contractor must supply temporary signage indicating construction and alternate means of egress. See response to question # 8 regarding utility marking prior to excavation. Excavation and Concrete work will be permitted between the hours of 07:00AM – 16:30PM, Monday through Sunday, as needed.
