PERFORMANCE WORK STATEMENT (PWS)
Program Title: Executive Drivers Services
Program Office: NASA Headquarters Support Services Division (SSD), Office of Strategic
Infrastructure
1.0 Introduction
This task order will provide executive drivers services to support the NASA HQ executive staff each regularly scheduled business day. This is a firm fixed price task.
1.1 HOURS OF OPERATION
The Contractor's work shifts shall take place during NASA HQ Normal Duty Hours, which are
7am – 7pm. It is expected that the contractor’s rotate the drivers as much as possible to lower any potential overtime costs.
Note: Overtime costs shall be charged to a separate task order.
1.2 Employees
The Contractor shall ensure that Contractor personnel are United States Citizens or legal resident aliens. The Contractor shall develop (when necessary), document, and implement a training and certification process that assures all Contractor personnel are properly trained, qualified, and certified for the tasks they are required to perform. The contractor shall submit a training plan to the government that ensures all staff are trained to maintain skills required to perform tasks.
The Government will not pay for required licenses, related training or travel. The Contractor upon award shall submit verification of such licenses and certifications to the COR prior to initiation of work and immediately upon any applicable personnel change thereafter. All licenses and certifications shall be documented and remain current throughout the contract term.
The contractor shall ensure that contractor employees that perform driving services for the
Administrator and associated staff will have a Secret clearance.
The Contractor shall ensure that personal appearance of employees is neat and professional.
Except for management and administrative personnel, work clothing for Contractor employees shall display the Contractor’s name and logo. The contractor shall provide appropriate PPE for contractor employees.
Special Requirements
Security Clearance:
A Secret level security clearance is required for all Executive Drivers assigned to the
Administrator (both primary and alternate).
1.3 Executive Drivers Services
The contractor shall transport the Administrator, Deputy Administrator, Associate Administrator, Chief of Staff, executive staff members, OLIA, and other authorized NASA personnel within the
Washington, D.C. metropolitan area. The contractor shall pickup and deliver packages to
Capitol Hill and other government agencies located within the National Capital Region.
The contractor shall provide executive drivers services when the facility is closed to non-emergency contractor and government personnel (reference Denied Access to NASA Facilities clause (NFS 1852.242-72).
Operation of Government Owned/Leased Vehicles
The contractor shall operate Government owned and/or leased vehicles on regular and special assignments to locations in and around the Washington, D.C. metropolitan area. These vehicles could have either manual or automatic transmissions and may include a truck up to 24 feet in length. The contractor shall ensure that all staff driving on this contract meet all licensing and certification requirements.
The contractor shall monitor vehicle’s performance and transport cars to government-approved garages for oil and fluid changes, preventive maintenance, shall maintain cleanliness of interior and exterior surfaces.
The contractor will have access to a Government credit card for the purchase of gasoline, and shall be required to provide all gasoline receipts to the COR.
