# Question Response
1. Questions are to be submitted from
Offerors on the 26th, when can we expect to receive the answers?
Responses to questions will be provided as soon as possible after they are received.
2. Is there an Ability One requirement? No, there is not an Ability One requirement for HOSS II.
3. Does the mailroom only process mail from
USPS?
The mailroom also processes UPS and FedEx mail/packages.
4. Are the vehicles for the drivers provided by NASA?
Yes, vehicles for driving and courier services are provided by NASA.
5. Will a list of all interested vendors/all site visit attendees be published to SAM.gov?
No, we will not provide/publish a list of interested vendors or a list of the site visit attendees for the HOSS
II requirement.
6. Can you confirm if the site visit was mandatory or optional for proposal submission?
In accordance to RFP FAR provision 52.237-1 Site Visit, the site visit is not strictly required, but it may be difficult to create an accurate proposal without inspection of the NASA Headquarters site.
7. Will this opportunity require a facility clearance? If so, at what level?
Yes, a Secret facility clearance is required in accordance to RFP
Clause I.17 1852.204-75 Security
Classification Requirements.
8. Can my CPAR be used for one of my past performances, instead of the questionnaire for this client?
No, in accordance with RFP provision L.7, section (b) which states "the offeror and any proposed significant subcontractor(s) [as defined in paragraph (a)] shall provide the questionnaires provided as Exhibit 10 to each of the above references to establish a record of past performance.
9. RFP B.3(a) states that the maximum amount of supplies or services that may be ordered during the effect period of this contract is $4,500,000. The historical spend is presented in GovWin is approximately $2,900,000 per year. For a five-year contract that’s $14,500,000. Is
The maximum ordering amount of
$4,500,000 is for the IDIQ component of the HOSS II contract.
As stated in the note above RFP clause B.3, the clause applies to the
IDIQ component of the contract only. RFP provision L.8 states that
HOSS II will be a hybrid contract

with a firm fixed-price (FFP) core portion and an IDIQ component that has the ability to issue FFP and
Time & Material task orders.
10. The Cover Letter Item 5 is in conflict with RFP Section L.4 regarding when the facilities security clearance is due – the cover letter says it is due at time of proposal submission, RFP provision
L.4(c)(8) says it is due by the contract effective date.
Offerors shall have a security clearance at proposal submission;
however, if an Offeror does not have a required clearance at the time of proposal submittal, they shall describe in detail their approach for obtaining this clearance prior to the effective date of the contract (at the end of contract phase-in, if applicable).
11. Will NASA release a transcript and/or slides from the site visit to industry?
No.
12. I know that in the past this required a TS facility clearance only because of the 2
Executive Drivers. Do you expect that
TS facility clearance to remain in place?
The HOSS II requirement only requires a secret clearance.
