DOMESTIC AND INTERNATIONAL SPECTRUM MANAGEMENT
AND REGULATORY SERVICES TASK ORDER
I. BACKGROUND
The Space Communication and Navigation (SCaN) Division in the Human Exploration and
Operations Mission Directorate (HEOMD) serves as the Program Office, providing management and direction for the agency's space communication and navigation capabilities and activities. This includes management and operation of the ground-based facilities for
NASA's three space communication networks: the Deep Space Network (DSN), the Near
Earth Network (NEN), and the Space Network (SN), as well as the space-based segment of the SN, the Tracking and Data Relay Satellites (TDRS). SCaN is also responsible for the development of advanced space communications technologies, such as optical communications and cognitive communication. The SCaN Program is the designated authority and is responsible for maintaining operational readiness of space communication and navigation capability to NASA missions and enhancing such capability through the maturation of technology, development of new systems, and leading the development of international standards in space communication and navigation.
The NASA Administrator has delegated the role of the agency's Spectrum Manager to
SCaN, in which it represents NASA in interagency and international fora, negotiating radiofrequency spectrum on behalf of the agency. SCaN is the designated authority for supporting the Agency and the U.S. commercial space communication industry for spectrum allocations and assignments, through leadership and coordination with national and international spectrum management organizations.
II. PERIOD OF PERFORMANCE
The performance of the requirements of this task order shall begin on December 1, 2020 and continue through May 30, 2022 for a duration of eighteen (18) months.
III. PLACE OF PERFORMANCE
The performance of this work shall be at the contractor’s facility, a NASA center, and
NASA Headquarters.
IV. SCOPE OF WORK
The Contractor shall perform the tasks and requirements as described in the following:
1. Provide technical support related to the electromagnetic spectrum and telecommunications systems including all terrestrial and space systems supporting NASA operations, includes twelve (12) related international engineering studies per calendar year.

2. Analyze U.S. domestic and international spectrum regulatory and policy issues, specifically spectrum inventory initiatives resulting from the National Spectrum Strategy and its effects on NASA.
3. Utilizing the required skills, knowledge and expertise; provide support by collaborating and participating with organizations (see Appendix A) to meet the Agency’s requirements and mission needs for spectrum allocations, assignments and coordination in national spectrum management organizations, to include twelve (12) engineering studies per calendar year such as the Agency’s support of the U.S. commercial space communications industry.
4. Attend and provide technical support to the Agency representative(s) during U.S.
spectrum regulatory meetings related to the NTIA and FCC.
5. Review, summarize, and provide technical recommendations on proposed spectrum regulatory meetings related to the NTIA and the FCC, that potentially impact the
Agency’s spectral use to support missions and operations.
6. Monitor and provide a report of spectrum regulatory actions performed by the FCC on a weekly basis.
7. Support the Agency’s technical preparations for the World Radio-communication
Conference (WRC) and ancillary meetings in the future WRC.
8. Participate in national and international meetings (e.g., Inter-American
Telecommunications Commission (CITEL) and others), to explain and defend Agency technical positions, and to counter proposals from other points of view. Participation may be independent from NASA representation during the meeting, but will be performed in conjunction with NASA’s position(s) and with prior coordination with
NASA.
9. Support the preparation and advocacy of technical contributions to appropriate ITU-R
Study Groups, which will support Agency programs in conjunction with the NASA
Spectrum Analysis Center
10. Assist in establishing a technical basis for spectrum usage of the various space science services
11. Assist in establishing the technical justification supporting Agency proposals to a particular WRC. This work will take place in, but not be limited to the following international groups, and their U.S. counterparts and associated task and rapporteur groups that may form, which prepare U.S. inputs to the international meetings
a. Groups with required Agency involvement on a regular basis:
1) ITU-R Study Group 7: Science Services
b. Groups with Agency involvement on an as-needed basis:
1) ITU-R Study Group 1: Spectrum Management
2) ITU-R Study Group 3: Radio-wave propagation
3) ITU-R Study Group 4: Satellite Services
4) ITU-R Study Group 5: Terrestrial Services
c. ITU-R Radiocommunication Advisory Group (RAG) Informal Coordination Groups with Agency involvement on an as-needed basis:
1) Space Frequency Coordination Group (SFCG)
2) ESA/NASA/JAXA Frequency Coordination Meeting

12. Provide technical support to the Agency IRAC Spectrum Planning Subcommittee representative. In this role, the Contractor shall review submissions for certification of spectrum support from other agencies to assess their possible impact on NASA operations and communicate this information to the NASA representatives. The
Contractor shall also compute NASA earth station coordination contours using the ITU-R software for submission to the NTIA as appropriate.
13. Provide technical support to the Agency IRAC Space Systems Subcommittee representative. In this role, the Contractor shall review NASA submissions to the
Spectrum Planning Subcommittee and prepare corresponding inputs to the Space Systems
Subcommittee to support the international filing of NASA space systems as appropriate.
The Contractor shall also assist the NASA representatives in reviewing and replying to all official correspondence in the space system filing process.
14. Provide technical support to the Agency IRAC Radio Conference Subcommittee representative. In this role, the Contractor shall review and recommend possible NASA submissions and review and provide comments on submissions from other agencies. In related work, the Contractor shall provide support to the NASA Ad Hoc 206 representatives to assist in the implementation of the results of WRCs as appropriate.
15. Attend meetings and review documents related to items 1-14 above, whereas in providing technical support to the NASA representative(s). Support is expected to rapidly reduce or mitigate the possible impact on Agency programs and missions and to recommend an appropriate course of action on such issues. See Appendix B for an example list of the number of meetings and documents for review on a monthly basis (on average).
16. Provide technical support to the Agency IRAC Frequency Assignment Subcommittee representative. In this role, the Contractor shall review frequency assignments and perform necessary spectrum compatibility analyses coordinated through the NTIA
Spectrum XXI database, as well as, review pertinent frequency license requests from the
FCC that are coordinated through the IRAC. See Appendix B for an example list of the number of frequency authorizations, Special Temporary Authorizations (STAs), experimental frequency assignments, and other frequency licenses for review on a monthly basis (on-average)
17. Provide technical support in meeting the requirements of the International
Telecommunications Union (ITU) Radio Regulations, the National Space Council, the
U.S. Office of Management and Budget (OMB), NTIA and Part 47 of the Code of
Federal Regulations for up to 25 space network registrations, per calendar year
18. Maintain Scientific and Industrial Organization (SIO) Membership in the ITU-R for purposes of providing an additional forum for presenting Agency requirements in the international community.
19. Perform system maintenance and execute database maintenance and sustainability of the
NASA Electronic Radio Database System (NERDS) and NERDS applications. NERDS is a living database system for spectrum management planning and operational activities.
It currently comprises data for NASA operated systems and includes select non-NASA systems. The database is the single, authoritative source of information for the NASA spectrum management community. The design and implementation of this database shall be a fully encompassing strategic, tactical, one-stop tool for current and future NASA’s
RFP 80HQTR20R0011- Enclosure 1 SpectRE RTO1 Page 4 of 5 mission assets and parameters, including specific spectrum bands, transmitters and receivers and sensors.
20. Provide technical engineering support to liaise with the Secretariat of State for the
Information Society and the Digital Agenda (SESIAD) on spectrum matters regarding
NASA’s ground network assets located in Madrid, Spain.
21. Provide technical engineering support for international spectrum regulatory meetings during periods of Agency or Government-wide shutdowns and/or furloughs. Support to international meetings shall continue regardless of the Agency meeting representative’s status.
22. Provide support to the Spectrum Education Awareness (SPEARS) Program. SPEARS is a strategic initiative to increase the awareness and understanding of the use and management of the radio frequency spectrum. Activities and tasks are targeted for various stakeholders within and external NASA from the spectrum and non-spectrum communities
23. Develop and maintain web-based applications and websites (internal and external) that support domestic and international spectrum management and coordination activities
24. Develop engineering analysis modeling and simulation tools and utilize those tools, as well as, other commercial-off-the-shelf (COTS) software to perform spectrum compatibility analyses in conjunction with the NASA Spectrum Analysis Center
25. Provide administrative support at NASA HQ and at the HQ Spectrum Division located at
Glenn Research Center, work with vendors for the planning, logistics, and implementation of three (3) medium to large scale meetings (Spring/Fall – PNT Advisory
Board, Spring – National Spectrum Manager’s Group Meeting)
26. Deliverables:
a. Quarterly and annual reports, describing the activities and outcome of official meetings where the Contractor represented the Agency
b. Meeting summaries of official spectrum regulatory and policy meetings attended by the Contractor for the NTIA IRAC and subcommittees, and ad hoc groups, Policy and
Plans Steering Group, and other meetings as requested by NASA
c. Submit results of all analyses related to regulatory and policy issues, and engineering studies, in conjunction with the NASA Spectrum Analysis Center
27. Update the NERDS database (system enhancements and database management)
V. TRAVEL
All travel shall be approved by the Technical Monitor and the Contracting Officer
Representative (COR) prior to travel, and is not to exceed $30,000. Trips include but are not limited to the following:
1. At least two (2) domestic trips and two (2) international trips each calendar year in conjunction with CCSDS meetings to perform the key duties relevant to meeting support such as recording minutes, performing liaison functions, and reporting on document statuses.
2. One staff person to support meeting logistics services at each Technical Plenary week and CCSDS management.
