I. BACKGROUND
The Space Communication and Navigation (SCaN) Division in the Human Exploration and
Operations Mission Directorate (HEOMD) serves as the Program Office, providing management and direction for the agency's space communication and navigation capabilities and activities.
This includes management and operation of the ground-based facilities for NASA's three space communication networks: the Deep Space Network (DSN), the Near Earth Network (NEN), and the Space Network (SN), as well as the space-based segment of the SN, the Tracking and Data
Relay Satellites (TDRS). SCaN is also responsible for the development of advanced space communications technologies, such as optical communications and cognitive communication.
The SCaN Program is the designated authority and is responsible for maintaining operational readiness of space communication and navigation capability to NASA missions and enhancing such capability through the maturation of technology, development of new systems, and leading the development of international standards in space communication and navigation. SCaN communicates its activities to its key stakeholders and engages the public by managing an active
SCaN Internship Program, a strong social media campaign, multiple DSN Visitor Centers, and other public engagements.
The NASA Administrator has delegated the role of the agency's Spectrum Manager to SCaN, in which it represents NASA in interagency and international fora, negotiating radiofrequency spectrum on behalf of the agency. SCaN is the designated authority for supporting the Agency and the U.S. commercial space communication industry for spectrum allocations and assignments, through leadership and coordination with national and international spectrum management organizations. SCaN also serves as liaison on behalf of NASA in the areas of space communication standards as well as positioning, navigation, and timing (PNT) policy. In this role SCaN serves as Executive Secretary for the National Space-Based PNT Advisory Board, which reports to the National Space-Based PNT Executive Committee, chaired by the Deputy
Secretaries of Defense and Transportation.
This support requirement includes professional expertise in the disciplines of regulation management, engineering, budget formulation and execution, public engagement, and general program and mission directorate support. The services and support activities are organize into the following functional areas:

II. REQUISITE KNOWLEDGE AND CAPABILITIES
The required expert knowledge, experience, and capabilities include but are not limited to the following:
A. Domestic and International Spectrum Management and Regulatory Services
1. General U.S. and international spectrum management procedures, regulations and policies
2. Knowledge and expertise with the National Telecommunications and Information
Administration (NTIA), within the Department of Commerce (DoC), and the
Interdepartmental Radio Advisory Committee (IRAC), as well as the IRAC subcommittees and ad hoc groups
3. U.S. Frequency licensing processes, procedures, and automation systems for federal government systems (through NTIA) and for non-federal systems (through the
Federal Communications Commission)
4. Knowledge of the World Radiocommunication Conference (WRC) and the policies and procedures within the WRC Study Cycle through the International
Telecommunications Union (ITU)-Radiocommunication Sector (ITU-R), as well as knowledge of ITU governance and structure
5. Knowledge of and experience in the ITU satellite filing process and procedures

15. Knowledge and experience with modeling and simulation tools; such as, MATLAB, STK, Visualyze, and other space system engineering and geographical information systems (GIS)
16. Spectrum management experience and knowledge of NASA spectrum usage sufficient to act autonomously when representing the Agency at domestic and international spectrum management forums
17. Presentation and representation skills sufficient to advocate for the Agency in various domestic and international spectrum management forums
18. Ability to understand all aspects of domestic and international spectrum management issues, to rapidly deduce the possible impact on Agency programs and missions, and to act on behalf of the Agency or recommend to the Agency the appropriate course of action on such issues
19. Ability to develop strategic initiatives for education and outreach to increase the awareness and understanding of the use and management of the radio frequency spectrum targeted for various stakeholders external and within NASA from the spectrum and non-spectrum communities.
20. Experience with working with vendors for the planning, logistics, and implementation of medium to large scale meetings within the confines of federal regulations governing such activities
B. SCaN Programmatic Resources and Business Management Support
1. Knowledge and expertise in the implementation of the Federal Government Planning, Programming, Budgeting and Execution Process (PPBE)
2. Governmental Accounting Principles (GAP)
3. Program management principals including familiarity with NASA Procedural
Directive (NPD) 7120.5 for NASA’s project management requirements

Radiocommunication Sector, which lead to the World Radiocommunication
Conference (WRC) held typically every 4 years.
2. Understanding the processes and procedures for federal and non-federal systems under the NTIA and FCC for the development of International Spectrum Regulations through the ITU and WRC.
3. Knowledge of the U.S. frequency spectrum management policies and procedures for federal government systems (through NTIA) and for non-federal systems (through the
FCC)
4. Ability to understand and provide technical recommendations on all aspects of domestic and international spectrum management issues

III. SCOPE OF WORK
The Contractor shall perform the tasks, deliver the products, and meet the requirements as described.
A. Domestic and International Spectrum Management and Regulatory Services - Task
Orders will be issued as FFP
1. Provide technical support related to the electromagnetic spectrum and telecommunications systems including all terrestrial and space systems supporting
NASA operations, includes related international engineering studies.
2. Analyze U.S. domestic and international spectrum regulatory and policy issues, especially spectrum inventory initiatives resulting from the National Spectrum
Strategy and its effects on NASA.
3. Utilizing the required skills, knowledge and expertise; provide support by collaborating and participating with organizations (see Appendix A) to meet the
Agency’s requirements and mission needs for spectrum allocations, assignments and coordination in national spectrum management organizations, to include engineering studies such as the Agency’s support of the U.S. commercial space communications industry.
4. Attend and provide technical support to the Agency representative(s) during U.S.
spectrum regulatory meetings related to the NTIA and FCC.
5. Review, summarize, and provide technical recommendations on proposed spectrum regulatory meetings related to the NTIA and the FCC, that potentially impact the
Agency’s spectral use to support missions and operations.
6. Monitor and provide a report of spectrum regulatory actions performed by the FCC on a weekly basis.
7. Support the Agency’s technical preparations for the World Radio-communication
Conference (WRC) and ancillary meetings for any future WRC.
8. Participate in national and international meetings (e.g., Inter-American
Telecommunications Commission (CITEL) and others), to explain and defend
Agency technical positions, and to counter proposals from other points of view.
Participation may be independent from NASA representation during the meeting, but will be performed in conjunction with NASA’s position(s) and with prior coordination with NASA.
9. Support the preparation and advocacy of technical contributions to appropriate ITU-R
Study Groups, which will support Agency programs in conjunction with the NASA
Spectrum Analysis Center

10. Assist in establishing a technical basis for spectrum usage of the various space science services
11. Assist in establishing the technical justification supporting Agency proposals to a particular WRC. This work will take place in, but not be limited to the following international groups, and their U.S. counterparts and associated task and rapporteur groups that may form, which prepare U.S. inputs to the international meetings
a. Groups with required Agency involvement on a regular basis:
1) ITU-R Study Group 7: Science Services
b. Groups with Agency involvement on an as-needed basis:
1) ITU-R Study Group 1: Spectrum Management
2) ITU-R Study Group 3: Radio-wave propagation

2) ESA/NASA/JAXA Frequency Coordination Meeting
12. Provide technical support to the Agency IRAC Spectrum Planning Subcommittee representative. In this role, the Contractor will review submissions for certification of spectrum support from other agencies to assess their possible impact on NASA operations and communicate this information to the NASA representatives. The
Contractor will also compute NASA earth station coordination contours using the
ITU-R software for submission to the NTIA as appropriate.
13. Provide technical support to the Agency IRAC Space Systems Subcommittee representative. In this role, the Contractor will review NASA submissions to the
Spectrum Planning Subcommittee and prepare corresponding inputs to the Space
Systems Subcommittee to support the international filing of NASA space systems as appropriate. The Contractor will also assist the NASA representatives in reviewing and replying to all official correspondence in the space system filing process.
14. Provide technical support to the Agency IRAC Radio Conference Subcommittee representative. In this role, the Contractor will review and recommend possible
NASA submissions and review and provide comments on submissions from other agencies. In related work, the Contractor will provide support to the NASA Ad Hoc
206 representatives to assist in the implementation of the results of WRCs as appropriate.
15. Attend meetings and review documents related to items 1-14 above, whereas in providing technical support to the NASA representative(s). Support is expected to rapidly reduce or mitigate the possible impact on Agency programs and missions and to recommend an appropriate course of action on such issues.
16. Provide technical support to the Agency IRAC Frequency Assignment Subcommittee representative. In this role, the Contractor will review frequency assignments and perform necessary spectrum compatibility analyses coordinated through the NTIA

Spectrum XXI database, as well as, review pertinent frequency license requests from the FCC that are coordinated through the IRAC. Provide technical support in meeting the requirements of the International Telecommunications Union (ITU) Radio
Regulations, the National Space Council, the U.S. Office of Management and Budget
(OMB), NTIA and Part 47 of the Code of Federal Regulations for up to 25 space network registrations, per calendar year
17. Perform system maintenance and execute database maintenance and sustainability of the NASA Electronic Radio Database System (NERDS) and NERDS applications.
NERDS is a living database system for spectrum management planning and operational activities. It currently comprises data for NASA operated systems and includes select non-NASA systems. The database is the single, authoritative source of information for the NASA spectrum management community. The design and implementation of this database shall be a fully encompassing strategic, tactical, one-stop tool for current and future NASA’s mission assets and parameters, including specific spectrum bands, transmitters and receivers and sensors.
18. Provide technical engineering support to liaise with the Secretariat of State for the
Information Society and the Digital Agenda (SESIAD) on spectrum matters regarding
NASA’s ground network assets located in Madrid, Spain.
19. Provide technical engineering support for international spectrum regulatory meetings during periods of Agency or Government-wide shutdowns and/or furloughs. Support to international meetings will continue regardless of the Agency meeting representative’s status.
20. Provide support to the Spectrum Education Awareness (SPEARS) Program.
SPEARS is a strategic initiative to increase the awareness and understanding of the use and management of the radio frequency spectrum. Activities and tasks are targeted for various stakeholders within and external NASA from the spectrum and non-spectrum communities.
21. Develop and maintain web-based applications and websites (internal and external) that support domestic and international spectrum management and coordination activities
22. Develop engineering analysis modeling and simulation tools and utilize those tools, as well as, other commercial-off-the-shelf (COTS) software to perform spectrum compatibility analyses in conjunction with the NASA Spectrum Analysis Center
23. Provide administrative support at NASA HQ and at the HQ Spectrum Division located at Glenn Research Center, work with vendors for the planning, logistics, and implementation of three (3) medium to large scale meetings (Spring/Fall – PNT
Advisory Board, Spring – National Spectrum Manager’s Group Meeting)
24. Deliverables:
a. Quarterly and annual reports, describing the activities and outcome of official meetings where the Contractor represented the Agency

b. Meeting summaries of official spectrum regulatory and policy meetings attended by the Contractor for the NTIA IRAC and subcommittees, and ad hoc groups, Policy and Plans Steering Group, and other meetings as requested by NASA
c. Submit results of all analyses related to regulatory and policy issues, and engineering studies, in conjunction with the NASA Spectrum Analysis Center
d. Update the NERDS database (system enhancements and database management)
25. Travel for meetings include but are not limited to:
- NASA/DoD/DoC Coordination Meeting
- ESA/NASA/JAXA Frequency Coordination Meeting (FCM)

B. SCaN Programmatic Resources and Business Management Support - Task Orders will be issued as FFP
1. Support all business and financial management activities for the SCaN Program and each SCaN division, in accordance with NASA Procedural Requirement (NPR)
9010.1A through 9010.2B, 9010.3, 9130.1, 9420.A, and 9470.1, including but not limited to the following tasks:
a. Budget formulation activities supporting the annual Programming, Planning, Budgeting and Execution (PPBE) process
b. Budget phasing planning, including funding requirement forecasting
c. Monthly financial performance reporting and analysis, including end of fiscal year analysis and planning, and Division-level financial status reviews
d. Initiation and processing of all budget execution and funding distributions transactions, meeting obligation and costing performance requirements, and adjusting controls accordingly to optimize performance according to the Agency
Operating Plan (AOP)
e. Monthly reporting on Program and Division level risk, cost estimate, liens and threats
f. Budget management, planning and funding execution of NASA Space Act
Agreements (reimbursable funds), according to NPR 9090.1A, to include the review of cost estimates against planned receipt of funds
g. Contract analysis and study of contractor supplied NF-533M report based on
NASA procurement policies

h. Maintain and ensure accuracy of SCaN’s financial database, to include continued reconciliation of controls and adjustments
i. Reconciliation and integration of SCaN financial data with NASA financial systems
j. Presentation preparation, delivery, and meeting support, including but not limited to, weekly business management staff meetings, monthly financial status reviews, monthly division status reviews, annual PPBE program deliverables, annual center budget reviews, annual Business Managers’ offsite meetings, and annual
Resources retreats
k. Utilize formulation and execution skills and knowledge to provide data as requested in response to various data calls, including assistance with responding to requests for inputs for Office of Management and Budget (OMB) actions and
Congressional Justifications.
2. Integration
a. Manage business office master schedule and planning, scheduling and coordination of business activities
b. Presentation preparation and meeting support
c. Integration and scheduling of activities for Agency and Mission Directorate reviews such as the BPR (Baseline Performance Review), the APMC (Agency
Program Management Council), and the DPMC (Directorate Program
Management Council)
d. Collect financial and program health data to report to the APMC, DPMC, and the
BPR
e. Planning, scheduling, and integration for business management events, including but not limited to, monthly center business meetings, annual center budget reviews, annual Business Managers’ offsite meetings, and annual SCaN

3. Manage program scheduling activities
a. Maintain the Integrated Master Schedule (IMS)
b. Manage schedule data for the program and provide to the Agency schedule repository as required
c. Facilitate and administrate the quarterly Schedule Management Board (SMB)
d. Manage and facilitate the Schedule Management Working Group (SMWG)
e. Maintain monthly schedule status on the SCaN internal website
f. Maintain and operate the data application used for management of the program schedule data and schedule integrity reporting
4. Manage program risk management activities
a. Maintain program level risks in accordance with NASA Procedural Requirements
(NPR) 7120.5, 8000.4B, and 8700.1, the NASA Systems Engineering Handbook and the NASA Risk Management Handbook
b. Facilitate and administrate the quarterly Risk Management Board (RMB)
c. Manage the monthly Risk Management Working Group (RMWG)

d. Maintain quarterly risk status on the SCaN internal website
e. Maintain and update program risk data for top program risks, both internal to the program as well as the Agency Risk Management system (ARM)
5. Provide Programmatic/Administrative support to the SCaN Program Office
a. Prepare travel authorizations and vouchers for domestic and foreign travel, including Visa processing and extended temporary duty (ETDY) according to
NPR 9710.1
b. Coordinate travel with Office of Legislative and International Affairs (OLIA) to ensure no schedule conflicts and in accordance with NASA policies
c. Maintain travel budget in SCaN financial system and provide monthly status reporting to business manager and directors
d. Process and track agency level correspondence document packages for program director
e. Maintain program calendar in Microsoft Office with events, travel, and scheduled
NASA employee leave
f. Develop agendas, maintain documentation and provide administrative support to the monthly SCaN Program Technical Forum (SPTF)

Program, including the custom development of online applications and modules to support SCaN activities, in compliance with all government and NASA regulations, and ensure the stability and security of the network on which the websites, databases and files reside.
a. Task Agreements module: facilitates the documentation and signature process for work agreements with the centers for their project support and services

b. Travel module: used for providing travel information for requesting trips, facilitating approvals, and travel information reporting; includes informational documentation for travelers
c. Lists and Technical Library: includes action lists and action item status tracking, and a library of historical technical papers
d. SCaN Virtual Assistant Space (SCaNVAS): provides a collaborative work space for divisions, projects, and teams
e. A ticketing system for logging and tracking website service requests and inquiries
3. Provide website maintenance which includes the organization of electronic content, user support and training, and support for various SCaN web applications
4. Maintain and update the website and applications
5. Maintain the System Security Plan and annual ATO in compliance with NASA security requirements
6. Provide and maintain security measures for all computing resources according to
NASA policy
7. Website and system access shall be obtained through NASA Launchpad authentication
8. Maintain the NASA Continuous Monitoring Workbook and network risk assessments
9. Provisioning of computing resources, submitting requests for approval and processing in the NASA Enterprise Service Desk (ESD) application
10. Travel may be required for meetings and web support.
D. Ancillary Spectrum Management and Regulatory Support - Task Orders will be issued as CPFF
The following tasks and support is required:
1. In conjunction with the NASA Spectrum Analysis Center, perform specialized engineering studies to determine the potential impacts to NASA missions and to evaluate the feasibility of potential spectrum sharing opportunities in frequency bands where, or adjacent to where, NASA operates.
2. Attend and provide technical support and consultation to Agency delegates at major international spectrum regulatory conferences/meetings (e.g., WRC, ITU-R
Plenipotentiary Meetings, Conference Preparatory Meetings), and provide technical services related to the implementation of these or other conference and meeting directives.
3. Support the U.S. Delegation at the Department of State for the WRC and activities leading up to the WRC.
4. Travel as needed, the contractor shall provide staff to support various domestic and international meetings each year. Meetings include, but are not limited to:
1) World Radiocommunication Conference
2) ITU Plenipotentiary Meeting
3) Meetings with International Government Spectrum Organizations

E. Spectrum Management Software Application Development and System Support -
Task Orders will be issued as CPFF
1. Develop new spectrum support applications and databases to support the existing
NERDS software application, which may include the development of compatibility tools, mechanisms for information reporting, or for the capturing of relevant data to facilitate NASA’s Spectrum day-to-day operations.
2. Travel may be required for meetings and web support.
F. Program Data Management and Analysis (PDMA) - Task Orders will be issued as
CPFF
The Contractor shall execute tasks as identified by NASA, that enable and enhance program data collection, storage, reporting, and archiving. These efforts will enhance and develop program data analytics and other forms of analysis capabilities. These tasks include, but are not limited to, network capacity planning, service performance assessments, and other assessment of network factors such as Operations and
Maintenance (O&M). Program data is related to the following areas:
- Space missions and associated communication and navigation needs
- Service operations data related to space communication network operations
- Network and asset performance parameters that characterize key technical characteristics of space communication network assets
The following tasks shall be executed through direction of the Federal representative, in the following functional areas:
1. Data Management and Analysis
a. Data Management: Provide technical support for establishing data management processes and database capabilities. Knowledge and experience with defining data schema, establishing databases including associated interfaces, both automated machine-to-machine and human-interfaces, data reporting, and other database and data-centric functionality is required. A strong understanding of emerging capabilities, such as cloud-based storage and services, is also required.
b. Data Analytics: Provide technical support for establishing analytical processes and for developing data analysis tools. Knowledge and experience with the processes and tools necessary to support the use of data to conduct analysis is required.
2. Analysis Capability Development: Develop analysis capabilities and tools that support the planning and execution of SCaN-related projects including systems engineering studies, customer commitment definition, and space communications’ network operations. Tasks may require development of custom tools or the application and configuration of existing commercially available capabilities.

G. SCaN Engineering and Analysis Support - Task Orders will be issued as CPFF
1. Engineering and Analysis Support
Provide engineering and analysis support to SCaN divisions. This effort includes support such as generating, reviewing, and updating engineering specifications and
SCaN planning and policy documentation; developing, reviewing and implementing physical and IT security solutions for the networks; and performing technical analyses, studies, and assessments. This engineering support includes, but is not limited to, the following activities.
a. RF and Advanced Communications Services Assessments, Transition Plan
Development and Continuing Support. Support SCaN in current and future technology assessments as well as developing and executing a plan to transition advanced communications technology from a demonstration capability into an operational SCaN network service. Advanced technologies include but are not limited to; quantum mechanics, optical and cognitive.
b. SCaN Network Engineering and Analysis Support. Provide engineering and analysis support on projects, tasks and activities related to the SCaN networks as well as commercial service providers, includes providing trade studies, requirement development and assessments, requirement implementation plans and identifying areas for process and design improvement for gains in consistency and efficiency across networks and functions.
c. Data and Network Integrity Support. Support SCaN with identifying solutions to ensure network physical and IT security. This effort includes but is not limited to, supporting the development and implementation of a program-wide information and physical security program; supporting the development of policies and plans; supporting activities to preserve the availability, integrity and confidentiality of SCaN’s information resources, and ensuring compliance with applicable security policies and standards. This effort also includes quick reaction type activities such as collaboration with NASA OCIO office on upcoming/new
IT security directives, analyzing IT security metrics from the networks, supporting security assessments and analyzing the results and technical guidance for System Security plan process.
d. Systems Engineering and Analysis Support. Provide support as requested to integrate, assemble, and review the data packages for milestone reviews such as the Program/System Requirements Review and Program/System Definition
Review. Provide support as requested to maintain engineering and program documents including but not limited to the:
1) Systems Engineering Management Plan (SCaN-SEMP)
2) SCaN Network Architecture Definition Document (ADD) Volume 1
(Executive) and Volume 2 (Program)
3) SCaN Network System Requirements Document (SRD)
4) SCaN Network Concepts of Operation (ConOps)

2. Quick Response Support
Provide support on activities related to planning and/or execution of SCaN-related projects. This effort includes, but is not limited to, the following activities:
a. Providing general SME support across all elements of the SCaN programs
b. Participating in meetings and reviews including generating presentation materials, commenting on presentation content, and providing meeting minutes
c. Coordinating with Senior NASA Staff
d. Reviewing SCaN program documentation and providing written comments and recommendations
e. Generating technical presentation related to SCaN projects
3. Travel may be required for meetings.
H. Data Standards Support - Task Orders will be issued as CPFF
The contractor shall assist NASA in developing, maintaining and updating international space data systems standards by providing “Secretariat” support services to the
Consultative Committee for Space Data Systems (CCSDS) and the International
Standards Organization (ISO) and shall support the general standards-oriented activities with industry and with the Object Management Group (OMG). This support includes but is not limited to the following activities:
1. Standards Product Management Support
Lifecycle document management in support of the standardization activities. Tracking of the workflow throughout the development phase of each standard from a CCSDS
Standard to an ISO Standard. Maintaining metrics of CCSDS standards utilization and adoption by the space mission community. Administration of user groups and user feedback mechanisms.
2. Standards Logistics Support
Administrative support for CCSDS, formal CCSDS meetings, meetings of USTAG13 and ISO/TC20/SC13. Preparation of meeting agendas, defining meeting logistics requirements and supplying them to the meeting host, performing meeting registration, and preparing meeting summaries and minutes.
3. CCSDS Website Support
Operating and maintaining the framework and contents of the CCSDS website as the primary open public portal for conducting the business of CCSDS, including unrestricted electronic standards distribution and the provision of collaborative documentation development tools. Perform web hosting IT tech refresh and upgrade as required with the approval of the Task Monitor.
4. Standards Liaison Support
Maintaining formal liaison relationships with other national and international standardization bodies related to space (in particular with ISO/TC20/SC14 and the
OMG) in order to harmonize standardization activities across the space community.

Maintaining formal Secretariat correspondence files and other records, such as documents and databases.
5. Space Assigned Numbers Authority (SANA)
Provide the registrar function for protocol registries and other registries as needed to support the technical working groups and documentation of CCSDS.
6. Organizational membership management
Maintain the status of NASA memberships in data standards organizations (examples include ANSI and OMG), including membership level, identification of active subgroups, and membership renewal dates. With concurrence of the TM, renew the annual memberships to keep NASA in good standing.
7. Travel, both domestic and international, will be required.
I. SCaN Policy and Strategic Communications (PSC) - Task Orders will be issued as
1. Provide public engagement services consisting of development of content for the
SCaN public website and social media
2. Development of presentations (technical and general) for external audiences
3. All activities are to be coordinated with PSC and SCaN centers
4. Management of SCaN exhibit booths and presence for related conferences
5. Provide technical expertise to support SCaN’s goals of policy advocacy, strategic communications, public engagement to strengthen SCaN’s national and international partnerships, including industry, associations, and academia.
6. Deliverables:

b. Develop and maintain SCaN social media campaign
c. Weekly report on outreach engagement (social media and related activities)
d. Maintain PSC data related to outreach

J. SCaN Program Office Strategic Support - Task Orders will be issued as CPFF
The Space Communications and Navigation (SCaN) Program Office’s role is to ensure that a common message is communicated to the U.S. and International communities, at large. The SCaN Program Office’s target audience include:
• Current and future NASA network mission users
• Domestic and International space partners
• Network services cross-support initiatives
• Spectrum and Space Communications National and International professionals
• Standard setting bodies (e.g., IOP, IOAG, CCSDS, etc)
• STEM (Science, Technology, Engineering, and Mathematics) audience
• General Public

1. SCaN Program Office Strategic Communications Materials
a. Generate materials for SCaN strategic initiatives, which are based on the strategies or concepts developed for the SCaN evolving technology presentation, science presentation and new branding requirements.
b. Generate new messaging concepts for related technologies under this activity.
2. Technical Writing
a. The Contractor shall provide technical writing in support of Program Office activities.
3. Conference/Meeting Material Development Support
a. Generate conference material needed to support various conferences and other meetings supported by the Program Office. This includes conference panel discussions questions, panel organization, and other documents required to support participation of the Deputy Associate Administrator for SCaN and the
Deputy SCaN Division Director.
4. Travel may be required for meetings.
K. Space Technology Mission Directorate (STMD) Support - Support Task Orders will be issued as CPFF
The Contractor will leverage the existing NASA HQ SCAN tool and modify to meet the specification per STMD requirements. The specific task will include development and maintenance of a STMD Management Automation Resources Tool (SMART) that consists of:
1. Development, implementation and maintenance of a SMART budget tool that will enable STMD to provide a single authoritative budget and financial data source and access to all information currently housed in the disparate NASA and STMD databases and spreadsheets.
2. Management of the SMART website on behalf of STMD. This includes development of online application, website, and modules to support STMD activities and various
STMD stakeholder needs to ensure that the STMD required interfaces will be remain intact and accessible.
3. Development of the SMART online application, website, and modules in compliance with all government and NASA regulations and ensure the stability and security of the network on which the website, database, and files reside.
4. Website maintenance which includes the organization of electronic content and user support, training/knowledge transfer (as appropriate upon request), and support for various STMD web applications. Including custom development of custom reporting format and the structure that supports STMD program and project requirements.
5. Management of the network, hardware, and software infrastructure related to websites in a secure manner. Maintain NASA approved IT Accreditation and Certification and develop procedures for maintaining and validating System Security Plan.
6. Maintain system security plan and annual authorization to operate (ATO) in compliance with NASA security requirements.

L. HEOMD Power and Propulsion Element Support - Task Orders will be issued as
1. Provide communications and administrative support to the Power and Propulsion
Element(PPE) Director and Deputy Director
a. Maintain senior leadership calendar
b. Maintains meeting agendas, reports and minutes.
c. Prepare correspondence
d. Prepare travel in the NASA travel system
2. Performs communications strategy and product development and management and analysis functions that service and/or fulfill a number of organizational requirements
a. Document and maintain a strategic communications plan, product and configuration management support for HQ PPE products including tracking and maintaining data and content. Ensure data timeliness and consistency, technical editing, senior leadership facilitation and technical writing. This includes web content, conference papers, presentation materials, and coordination of social media, events and strategies.
b. In support of PPE and related HEOMD activities, develop, coordinate and implement strategies for public representation and technical and programmatic communication to promote awareness and facilitate relationships with communities external and internal to NASA and the U.S. This includes planning and implementation of interactions and dialogues, including one and two-way, through industry days and/or broad community dialogues, NASA Advisory
Council and Committees, international exploration forums including ISS partners, conferences, and other broader HEOMD events as part of HEOMD and Agency communications strategy.
c. Interfaces with representatives of external organizations including other
Government agencies, industry, academia, and international partners.
d. Assures conference system NCTS requirements are met.
e. Develops and maintains effective working relationships with NASA field centers including the PPE lead center at GRC and the Gateway Program Office at JSC, other NASA Headquarters offices including Office of Communications and OIIR, other mission directorates, and Senior HEO and Agency leadership and support staffs. Produces and supports development of coordinated communications products and plans.
f. Provide administrative and communication liaison and coordination with external review and audit entities, such as the General Accountability Office (GAO), Executive Office of the President (EOP) and the National Academies. Ensures appropriate procedures and protocols are followed, meetings and interviews coordinated, deliverables and actions tracked and completed, findings and

g. In support of PPE and related HEOMD activities, maintain and coordinate updated schedule of program milestones, reviews and supporting activities, including principals’ calendars, meeting agendas, and event logistics.
h. Ensure sensitive matters and communications, including pre-release materials, are handled appropriately, and obtains necessary release approvals and concurrences.
i. Provides administrative and editorial review and evaluation of program-related publications, reports, conference papers, presentation material, and/or written analyses.
j. Independently performs programmatic and administrative management and analysis functions that service and/or fulfill a number of organizational requirements.
3. Travel may be required for meetings.
M. Human Exploration and Operations Mission Directorate Support - Task Orders will be issued as FFP
1. Provide primary integration and administrative support to HEOMD
a. Participation in and supports the formulation and justification of the HEOMD budget
b. Manage the formulation and execution for the approved content of some operational budgets, such as the IT budget
c. Plans, schedules and coordinates activities and processes to support key activities and meetings such as project and program reviews (attending meetings as appropriate).
d. Maintain configuration control of schedules for formulation and execution products, including the creation, monitoring and distribution of the schedules
e. Participates in the review, revision and documentation of budget formulation and justification processes and tools.
