REPRESENTATIVE TASK ORDER #2

RFP 80HQTR20R0011-Enclosure 1a SpectRE RTO2 Page 1 of 10

Contract # (TBD) Task Order # (TBD)

NASA SPACE DATA STANDARDS PROGRAM SECRETARIAT

TASK ORDER

I. BACKGROUND

The Data Standards office in the Space Communications and Navigation Program (SCaN) is responsible for the development, maintenance, and updating of the international space data systems standards, and provides the Secretariat duties and support services to the

Consultative Committee for Space Data Systems (CCSDS) and the International Standards

Organization (ISO). At the ISO level, virtually all of international space standardization is currently embraced by two subcommittees:

ISO Technical Committee 20, Subcommittee 13, “Space Data and Information Transfer

Systems (ISO/TC20/SC13)”

Technical Committee 20, Subcommittee 14, “Space Systems and Operations”

(ISO/TC20/SC14).

The NASA-specific coordination with ISO is through the American National Standards

Institute (ANSI) and their U.S. Technical Advisory Group (USTAG13). The Secretariat is the administrative arm of the CCSDS and ISO/TC20/SC13 and is charged with coordinating all CCSDS activities and managing publications and the general business of the organization. The lead of this group is referred to as the General Secretary, staffed by a senior employee within NASA, appointed by NASA Headquarters. The Secretariat staff responds to that individual. The overall direction of CCSDS and thereby the Secretariat is guided by the Chairman of the CCSDS Management Council (CMC). The General

Secretary will direct the Secretariat within the bounds of this Statement of Work (SOW).

The total Secretariat function is a combination of the Secretariat leadership of NASA

(General Secretary and CMC chair) and the Secretariat staff support provided by this task;

therefore, the term Secretariat may be applied to both NASA and contractor entities.

II. PERIOD OF PERFORMANCE

The performance of the requirements of this task order shall begin on December 1, 2020 and continue through May 30, 2022 for a duration of eighteen (18) months.

III. PLACE OF PERFORMANCE

The contractor shall perform work under this task order primarily at the contractor’s facility.

Status and coordination meetings will be held at either NASA Headquarters or at the

Goddard Space Flight Center.

IV. CONTRACTOR SECRETARIAT RESPONSIBILITIES
