Solicitation DTMA98R20120001 Amendment No. 000002 Questions & Answers P a g e | 3
No. QUESTION ANSWER
1 Currently, the three ships are being offered as a one group package. However, the ships are currently being managed separately by two ship managers as a one ship group and a two ship group. The ships are also berthed separately as a two ship group and a one ship group. Will MARAD consider changing the current solicitation to reflect the current reality of the Three Cape H’s as a two ship group and a one ship group?
A decision has been made to split the offering into two Ship Groups comprised of Ship Group 28, CAPE HENRY, and Ship Group 29, CAPE HORN and CAPE HUDSON. Efforts are underway to adapt the entire solicitation package to reflect this change as quickly as possible, and the revisions are expected to be issued within a few days. This revision will result in the award of two Ship Manager Contracts instead of a single contract.
2 Due date in SF30 Block 9 is 15 March whereas the website and other sections state 13 March. Which date is correct?
The current proposal due date is 15 March 2012 by not later than 1700 hours ET as stated in Block 9 of the SF-33 Solicitation, Offer and Award form.
3 M.3.1.2 references K.19, should be K.16 Yes. This will be corrected in a subsequent amendment.
4 L.6.2.2 references K.19, should be K.16
Yes. This will be corrected in a subsequent
5 Should L.8 be moved to Part 3?
Yes. This will be corrected in a subsequent
6 Is this a new requirement? The three RRF Vessels in this requirement have been under various contractual arrangements for maintenance and operations since being acquired by the Maritime Administration at the beginning of the 1990’s.
7 Can certain portions of the solicitation be provided in a workable, Word or Excel format? Examples are Attachment J-7, K section for certification, pricing sheet, etc.
Yes. Section K and Attachment J.7 will be provided in MS Word format, and a Pricing Sheet will be provided in MS Excel format in a subsequent amendment.
8 Submittal Format- The current RFP does not utilize Decision Point used in previous solicitations.
Correct. All proposals must be submitted by e-mail as specified in the solicitation. The e-mail address to be used for submission of proposals will be: Sabrina.Phillips@dot.gov.
This will be revised at all appropriate reference points by subsequent amendment.
9 Will there be any restrictions on the business size?
It is anticipated that a small business preference provision (not a Total Small Business Set-Aside) will be included with respect to Group 28, the details of which will be provided by subsequent amendment.
10 In the event an Assistant Port Engineer becomes necessary due to special circumstances, will this be a cost-reimbursable item?
Authorization to add an Assistant Port Engineer must be justified and established as a Project in NS-5, approved by the COR/ COTR, and advance, written authorization and funding issued by the ACO as a cost-reimbursable task order.
