The purpose of this Amendment is to:

2) Revise the Solicitation Bid Schedule (B Pages) to correct a pay item description.

3) Revise the Plans to update pay item descriptions.

4) Revise Section 204 of the Special Contract Requirements to add the measurement method for select borrow.

1) Provide a summary of responses to questions/clarifications submitted by potential bidders.

The RFP Proposal Package (both Technical and Price proposals) due date of August 4, 2017, at 2:00 p.m. will remain the same.

Questions/Clarifications

Questions can be submitted at any time, but questions submitted within 7 days of the bid opening may not be answered in time for the bidder to properly incorporate the responses into their bids.

The following questions and issues were submitted via email. The Government response or clarification is provided. Due to the repetitive nature of several questions and issues, the wording of the questions may have been revised and some questions have not been included.

The Government’s direct response to the sender may also have been updated below for better clarity.

1. In response to Questions/Clarifications #1 issued in Amendment 1, please address the following concern regarding structural excavation beyond limits shown on Plan Sheet W-13 for construction of the modular gravity retaining wall system: Plan Sheet W-13 shows a maximum Temporary Excavation width of 10’ from the face of the retaining wall. At several stations, the depth of the excavation from the existing ground line to the bottom of a 12” minimum bedding stone leveling pad exceeds 10’. In evaluation of the soil conditions, surficial sands under the influence of current, wave action, longshore sediment movement and liquefaction, the natural angle of repose is expected to be greater than a 1V:1H and likely to be as much as 1V:3H or 1V:4H. If temporary sheet pile walls are not allowed for the construction of the permanent wall, the width of the excavation will exceed the maximum 10’ limit. If use of temporary sheet pile wall for the excavation of bedding stone and placement of the first few courses of block is prohibited, will the contractor be allowed to exceed the 10' maximum excavation limit so that excavation to the required depth can be achieved and construction personnel are working in a safe trench condition per OSHA regulations.

Response: Means and methods of construction are the responsibility of the Contractor.

The Contractor is required to maintain a safe work zone for their employees and Government inspectors, and must comply with state and Federal regulations. The maximum excavation limit in the seaside of the wall is 10 feet as shown in the plans. The slope of the ground up to the limits can vary depending on the field conditions. It is not mandatory to maintain the 1:1 slope as long as the minimum leveling pad width is achieved on this side of the wall

2. Pay Item 25710-2000 Granular Backfill (Wall Drainage Fill) and Item 25710-3000 Granular Backfill (Wall Leveling Pad) have bid quantities of 4200 CY and 3500 CY respectively.

Different precast block manufacturers have different backfill and leveling pad requirements due to the unique proprietary design.

a) Please clarify the pay limits and how the Contractor will be compensated for quantities varying from the bid quantities for the drainage fill and leveling pad.

Response: Measurement of the wall drainage fill and leveling pad will be made in accordance with Sections 109 and 257.

b) Please clarify the pay limits and how the Contractor will be compensated for quantities varying from the bid quantities for structural excavation to accommodate the any increases in drainage fill and leveling pad material requirements.

Response: Measurement of structural excavation will be made in accordance with Sections 109 and 208.

3. The bid quantity for structural excavation listed in the Schedule of Values and computed on Sheet C-07 correspond to the total excavated area shown in the Cross Section Plan sheets. The limits of payment per RFP SCR Subsection 208.13(a) exclude excavated material outside the vertical planes of the footings, foundations or leveling pads, which is significantly less than the plan quantity. Please clarify the limits of measurement and payment for this work.

Response: For bidding purposes, use the estimated quantities shown in the Schedule of Values and the amended B pages.

4. The description in Item 55201-0200 includes Bollards with a pay unit in cubic yards. Item 61904-0000 is for Bollard Posts and paid by the each. The details shown on Sheet T-18 and W- 15 show a light in each bollard. The lighting plans indicate that the light futures should be placed in every third bollard. Please clarify the following:

a) Please provide details and plan locations for the bollards paid in Item 55201-0200.

Response: This is a mistake in the pay item name for pay item 55201-0200. Pay item 55201-0200 will not be used to pay for the construciton of the bollards. Pay item description is being modified in this amendment to reflect this. All bollards will be paid under pay item 61904-0000.

Steel reinforcement for the bollards will be paid under pay item 55401-1000 Reinforcing Steel (Coping, Bollards, and Steps).

b) Please confirm that both illuminated and non-illuminated bollards along the retaining wall are paid under Item 61904-0000 and constructed per detail shown on Sheet W-15.

Response: Both illuminated and nonilluminated bollards will be paid under pay item 61904-0000 and are to be constructed as shown on plan sheets U-12, T-18, and W-15.

5. Per Specification Subsection 204.16(b), the measurement of select borrow is to be taken in its original position at the borrow source. Due to local resource availability, the select borrow will require processing to remove unsuitable and meet the gradation and specification requirements, which will require additional excavation to produce quantities needed for construction. In lieu of measuring the original position of the borrow source, will the Department consider payment for this material based on delivered tonnage using certified truck scales?

Response: Select borrow will be measured in its final position. A revision to the Subsection 204.16(b) measurement method has been included in this amendment.

6. Please confirm any adjustments to the coping due to the geometry of the wall will be measured and paid by the cubic yard.

Response: Yes.

7. The Subcontracting Plan required at bid submission makes all references to Small Business concerns having a federal designation. How is local DBE participation evaluated and accounted for in the Subcontracting Plan?

Response: Disadvantaged Business Enterprise (DBE) participation is a goal and shall be documented using the DBE Commitment form (A-585). However, DBE does not have a separate category in the required Small Business Subcontracting Plan form.

8. Based upon the response to Question 22 in Amendment 003, we are seeking additional clarification. Since uplift forces due to wave action must be considered in the wall analysis, can you please provide the anticipated uplift forces that must be accounted for?

Response: The method used in the Coastal Engineering Report should be followed for calculating all wave loads acting on the wall including the uplift force. As indicated on page 40 of the report, the method is based on The Coastal Engineering Manual, USACE (2002), Tables VI-5-53, 54 and 55. All Tables are provided in Appendix A of the same report.

Appendix A of the report also includes an example calculations to determine the modification factors, pressure coefficients, and levels of uncertainty.

9. Considering the Potential Design Impacts resulting from Addendum No.3 (preliminary designs performed by all bidders based on the RFP package), specifically due to Q&A No. 22 related to Uplift Forces Consideration, which up to now were not mentioned nor considered under the RFP documents “Structures Design Final Calculations” nor “Plan Section W”, which are both part of the RFP package; we would respectfully like to request an extension of the bid date of 14 calendar days.

Response: A time extension is not warranted for this situation. Uplift force due to wave action should be considered in the case of the wave crest where a horizontal wave force is also acting on the wall. This case should be considered according to Sheet W-2 of the plans. The method that should be used to determine horizontal wave and uplift forces due to wave action is explained in the Coastal Engineering Report (i.e., Equations VI-5-152 and VI-5-153). Appendix A of the report includes an example calculation to determine the modification factors, pressure coefficients, and levels of uncertainty necessary to determine the uplift force.
