1. Q: SEC-J ATT J.23a asks for examples of past experience for flooded cell installations in the 24-48VDC range. In addition to that voltage, may we also use examples of flooded cell installations in the 125VDC range since it is of greater scope and complexity than 48VDC?
A:No. Examples must be within the range request.
2. Q: Section L.3.(a) stipulates the following, “It is anticipated that pricing of this action will be based on adequate pricing competition; therefore, vendors are not required to submit cost or pricing data.” Please provide further clarification of this statement.
A: This paragraph is only used if the pricing submitted by the vendors is not considered competitive. Vendors proposals must contain pricing information as requested in L.1(e).
3. Q: Due to the Christmas and New Year holidays in close proximity to the proposal due date, will any consideration be given if a due date extension request is submitted? If so, what is the process for submitting such a request?
A: No extension will be granted
4. In reference to the battery monitoring requirement:
a. Q: Is the monitoring for the full battery string or each individual cell?
A: Individual cell and full string.
b. Q: For the resistance, is that for internal cell resistance, strap connection resistance or both?
A: Internal cell resistance and strap resistance.
c. Q: Is conductance an acceptable method of measuring strap connection?
A: No.
5. Q: For the J.23 submissions that ask for actual documents to support the various narratives, are these to be included in the J.23 document itself where it is requested?
A: The attachments are included in the page count. The attachments must be with the actual J.23 it pertains too.
a. Q: Or are these to be included after the completed document but still consecutive with the various J.23 submissions?

6. Q: Do the specific reports requested within the J.23 documents count against the allowable page count?
A: Yes.
7. Q: Will the FAA clarify which ABM systems are currently approved and in use at FAA facilities?
A: Alber BDS 40 and UXTM
8. Q: According to Section L.1.(e).(1) we are allotted only one page for our entire executive summary and organizational chart. Without using a font so small as to be illegible I don’t see how it will be possible to limit that much information to one page.
Can this page limit be increased to 5 pages?
A: No, the executive summary is limited to one-page. This is a summary not report.
Vendors must condense their material to one legible page. Based on past experience this is very feasible if only the relevant information is provided.
9. Q: Part IV Section L.1 (d)93) – Rather than CDs, are thumb drives acceptable?
A: Yes, thumb drives are acceptable.
10. Q: J.8 Flooded Cell Battery Control Power NiCad Exhibit D/Table 4 – is there a load profile for this application?
A: The NiCad batteries are used for the power system Square D switchgear.
11. :Q: J.13 Existing Support equipment - Alber UXTM 12-18-24 Cell Harness – is there a string config for the desired application?
A: They are many configurations, dependent on the battery brand and rack used.
12. Q: Is it safe to say that Volume II is largely based around the government formatted J.23 documents and the vendor related documents you call out to complement them, i.e.Program Plan, Battery Sheet samples, etc.?
A: Yes. The vendor response is: Government formatted J.23 Past Experience History and required vendor formatted attachments, and the two combined are restricted to the maximum page count.
13. Q: NAICS Code, more specifically the “Standard Size” and what your office is advertising with this particular solicitation.
A. NAICS code of 335911
14. Q:Are we able to send the questionnaire to past FAA representatives whom we have done the exact type of work for?
A. Yes, if the FAA representative is not a member of the proposal evaluation. If the FAA representative is directly involved with the proposal evaluation they will decline to be a reference.
15. Q:Would the FAA consider removing the Small Business Set Aside Requirement?
A: The FAA will not remove the Small Business Set Aside Requirement
16. Q: Would the FAA consider extending the due date of this RFP to early February 2017?
A: No.
