About this file
This is a Drug-Free Workplace Certification form required by Manatee County Schools for the Construction Management at Risk (CMAR) project to renovate HVAC systems at Lakewood Ranch High School in Florida. The certification must be completed and signed by an authorized contractor official as a condition of proposal submission. The scope of work includes complete campus-wide replacement and modernization of all HVAC equipment, including chillers, pumps, boilers, air handling units, terminal units, and controls (excluding the newer science building), along with interior painting and flooring repairs where required, with existing ductwork retained throughout the project where practical. Proposals were due July 16, 2026, though this deadline had passed as of the public notice posting date of July 21, 2026. Contractors must submit the drug-free workplace certification along with numerous other required certifications and documentation demonstrating anti-discrimination compliance, employment eligibility verification, Byrd anti-lobbying certification, debarment status, scrutinized-company certification, and bidders' statements of principal place of business.
The drug-free workplace certification requires contractors to establish and maintain a comprehensive drug-free workplace program that includes publishing a written policy prohibiting unlawful controlled substance manufacture, distribution, dispensing, possession, or use; informing all employees of drug abuse dangers and penalties; providing policy copies to employees engaged in the contract work; requiring employee notification of drug-related convictions within five days; and imposing sanctions or requiring rehabilitation program participation for violators. No contract value, contract term, renewal options, or evaluation criteria weights are specified in the available documentation. The form serves as a compliance attestation whereby the contractor's authorized official certifies full adherence to all drug-free workplace program requirements as a prerequisite for project participation.
