About this file
This is a Contractor Affidavit Regarding the Use of Coercion for Labor and Services required by the School Board of Manatee County, Florida, under Florida Statutes Section 787.06(13). The affidavit applies to the Construction Management at Risk (CMAR) solicitation for Lakewood Ranch High School HVAC Renovation (SDMC No. 2026-02). The affidavit mandates that all nongovernmental entities executing, renewing, or extending contracts with the School Board must certify under penalty of perjury that they do not engage in coercive labor practices. The document requires an authorized representative's signature and pertains to the campus-wide HVAC renovation project, which includes complete replacement and modernization of chillers, pumps, boilers, air handling units, terminal units, and controls, excluding the newer science building, with interior painting and flooring repairs as needed.
The affidavit certifies that the contractor does not use physical force, restraint, isolation, or confinement against any person; establish exploitative debt arrangements; confiscate identification or government documents; cause financial harm; use fraud or deceit for recruitment; or provide controlled substances for exploitation purposes. This certification is a mandatory requirement for contract eligibility and must be submitted as part of the contractor's proposal documentation. The affidavit does not establish pricing terms, set-asides, or contract value; rather, it serves as a compliance and eligibility verification document ensuring adherence to Florida labor coercion statutes.
