Question: In seeking further clarification to the Response to Questions 7 and 12, is the Government requesting that Offerors without reported past performance submit a narrative for the Relevant Experience Section; whereas an Offeror with reported past performance would only submit a narrative and a list of current/recent contracts for the Past Performance Section? Other than the list of current/recent contracts in the Past Performance Section, the information sought in the Relevant Experience Section and the Past Performance Section is the same based on Amendment Three.
A: An offeror without reported past performance will submit a narrative in the relevant experience section. An offeror with past performance will submit a list of contracts that demonstrate experience with the Job Corps. The relevant experience section is Job Corps specific.
Past performance can be any past performance (Job Corps or other) that the offeror determines to be applicable to the government’s evaluation of their ability to perform similar work or services.
Question: Based on Amendment Two, the evaluation of Past Performance is the Offeror’s Past Performance Information contained in the Performance Information Retrieval System – Reporting (PPIRS-RC), or the offeror’s solicited and completed past performance references from current clients using the form attached (Attachment A). What is the evaluation criteria associated with the narrative submitted in the Past Performance Section as outlined in Amendment Three?
A: The government will use PPIRS-RC to evaluate the offerors overall performance on contracts Job Corps or other. The evaluation criterion is at the government’s discretion but will closely resemble the criteria listed in Attachment J-7 Past performance questionnaire.
Question: After reviewing the criteria associated with the Relevant Experience Section and the Past Experience Section, it is unclear as to the difference between the two sections given it appears each section is seeking the same response. Can the Government clarify the difference between the two sections?
A: Relevant Experience is specific to Job Corps Past Performance does not have to be specific to Job Corps
