Exhibit 1 – Amendment 0008
QUESTIONS FOR THE NEW HAMPSHIRE JOB CORPS CENTER
SOLICITATION NUMBER: DOL141RP20756.revision 1
1. The New Hampshire Job Corps Center is a start-up Center that will not be able to achieve incentive level technical performance until the third year of the contract. In recognition of this reality, the DOL has historically established a 4.8% fixed fee for the base two years of a start-up Center.
Will you continue the functional practice of providing a 4.80% fixed base fee for the New Hampshire Job Corps Center for the initial 2 contract years (CY01 and CY02)?
Response: Yes. A fixed fee for the 2-year base period of the contract is applicable, however, the fixed fee percentage witll be 4%. Consequently, Section G of the RFP is revised to say – “For the 2-year base period, contractor shall be paid a fixed fee for center operations (no potential incentive fee). For capital line items including Construction & Rehabilitation, Equipment, GSA Vehicles and Career Technical Skills Training, a “not to exceed” ceiling will apply from the effective date of this contract through all remaining contract years. Any portion of the funding not used in each year will be included in the contract ceiling for the next contract year.
Further, there shall be no fixed or incentive fee based on work involved with capital effort, which consists of work or purchases funded under the Construction/Rehab, Equipment, GSA Vehicle Rental, and CTST categories listed above. There shall be no increase in fixed fee unless there is an increase in the level of effort approved by the Contracting Officer. Indirect cost charges shall not be allowed for or based on Construction/Rehab, Equipment, GSA Vehicle Rental, or CTST costs.
The Fixed base fee for the initial 2-year base period of the contract shall be 4.0%.”
2. The RFP requires the use of 12 pt. font for all volumes including the Staff Resources/Transition plan volume. As has been the case in the past, is it permissible to use smaller fonts for tables and charts as long as they are legible? This is particularly important to the Staff Resources/Transition proposal that requires both start-up and transition plans as well as detailed narratives on corporate resources and staff training. The 20 page, 12 pt. font limitations make it extremely difficult to provide a complete response to these questions.
Response: A similar question and answer was published in Amendment #6. The response remains that fonts smaller than 12-points for the offer, including tables and charts, are not acceptable. Concise and complete language is encouraged.
3. Related to the question above, can we use a smaller font for tables in the other volumes (Technical) as long as they are legible? Can you please provide a copy of the SF form 1408 to ensure what we located on the gsa.gov website is correct since this is a new requirement?
Response: 1. A similar question and answer was published in Amendment #6. See above. 2. Standard Form 1408 (REV1/2014), Pre-award Survey of Prospective Contractor Accounting System is available on the GSA forms website. See link: http://www.gsa.gov/portal/forms/download/115778
4. Section C.3.C.13 CTT Offerings Pages 14-15. The note below the CTT Offerings table reads” ‘Please note: Two (2) slots represent the equivalent of one (1.0) student in all cases for basic CTT, Advance Training, and Advance Career Training.’ Since most OCT and all ACT students are full-time in their respective CTT offering, does this mean that the number of students who will actually be able to attend the off center offerings is half of the number of slots shown in the table? (example: 10 ACT slots would mean only 5 students would actually be able to enroll in the ACT institution). Is this what was envisioned for the New Hampshire center, or does the number of slots in the table need to be adjusted to agree with the original intended number of students in these programs?
Response: The slot levels and usage as stated in Section C.3.C.13 CTT Offerings Pages 14-15 is correct. Ten ACT slots would support five full-time students. As clarified in Amendment #6, question 15 -- However, if a student in OCT is not full-time (e.g., only mornings, afternoons, or every other week), they would only use one slot. ACT students are considered to be full-time – both mornings and afternoon every week.
5. Page 118 of the RFP, section iii Transition/Phase out Plan - this question appears to be irrelevant to a new center given the fact that there is no incumbent. The other questions in this section require detailed start-up information. So, are you asking us to provide you with phase out information in the event that we are not re-awarded the contract for a second contract period? Or, was this question inadvertently included in the RFP?
Response: The question is clarified to include the Transition-In Phase as indicated in the answer to questions 11 and 33 published in Amendment #6. The question requests Plans that cover both the Transition-In (during the Start-up of the Center) and Phase-Out process (that would occur if the initial operator was not successful in obtaining a second, consecutive contract to operate the Center.)
6. The RFP for the operation of the New Hampshire Job Corps Center discusses incentive fee in some detail. What is the base billable fee? Is it still 3.60%? What fee rate should be budgeted?
Response: 1. See Section G.3.3, Billing and Payment of Fees, Cost Incentive Fee. The first sentence reads: The contractor will be permitted to invoice the 2% minimum cost incentive fee (fixed fee) on a twice a monthly basis… 2. Since the cost incentive fee and the technical performance incentive fees are assessed on an annual basis, the budgeted rate should be 2%.
7. Reference pages 28-29, G.3.1 & Attachment J-1 – The fee chart presented in Section G is not included as a part of Attachment J-1. Was this an oversight, as the fee chart presents the various levels of the fee structure?
Response: Yes. Fee charts have been added to Attachment J-1 via Amendment 0008.
8. Reference page 78, Attachment J-3 – Please clarify the fee levels to present in the ETA 2110 format. Should the minimum, average or maximum levels be presented in the form?
Response: The fee level should be 2%.
9. Reference page 34, G.3.3 & page 36, G.5 – Please clarify the billing of fees. Section G.3.3 references billing the fees on the monthly invoice, but the invoice Section G.5, references billing twice a month.
Response: Billing for fees shall be in accordance with Section G.5, Invoice Requirements.
