Attachment 7(C) Annual Training Program
ATTACHMENT 7(C)
The Contractor shall develop and present 16 hours of annual training to all Court Security Officers (CSO). The purpose of annual training is to refresh and reinforce the contractor provided In-District Phase I Orientation Training (Phase I) and the Government provided Phase II Orientation (Phase II).
Annual Training hours shall include coverage of the training material, to include questions and answers, interactive hands-on training, and a review and written examination of the training material. The training material and written examination questions shall be taken from existing contractor prepared Phase I and Government provided Phase II training materials, United States Marshals Service policies and procedures, post orders, screening equipment user manuals and/or operational guides, and be conducted in accordance with the Government approved training plan.
Phase II training materials will be provided following contract award. Annual Training shall utilize a combination of training delivery methods, see Statement of Work section C.12.5.1.
Annual Training does not have to be completed in one continuous period of time. The courses can be segmented into several training periods throughout the year as necessary to accommodate CSO scheduling. However, the Contractor shall track the CSO’s performance through the entire 16 hour period to ensure each CSO receives the full benefit of the annual training material for all courses. Phasing of the training shall be fully addressed in the Contractor’s annual training plan.
Overtime and travel are not authorized.
The Contractor shall evaluate each CSO’s progress in comprehending and applying the concepts and materials taught. The Contractor shall notify the Government when students are not adequately mastering the subject matter being taught. Non-mastery of the subject matter indicates that the CSO may not be suitable for holding a position as a CSO under this contract.

Hand-held Metal Detector (HHMD)
A-001 Contractor shall reinforce and build upon the techniques and learned skill sets of CSOs on the make/model of each HHMD used in the respective district. At a minimum, the following core areas shall be covered: safety considerations; functional testing; operational functions and features; visual and audible alarm features; and proper screening procedures. CSOs shall be able to discuss and demonstrate the proper use of each HHMD.

Walk-through Metal Detector (WTMD)
A-002 Contractor shall reinforce and build upon the techniques and learned skill sets of CSOs on the make/model of each WTMD used in the respective district. At a minimum, the following core areas shall be covered: WTMD settings;
safety considerations; functional testing/verification of calibration; operational functions and features; visual and audible alarm features; and proper screening procedures.
CSOs shall be able to discuss and demonstrate the proper use of each WTMD.
X-ray Machine A-003 Contractor shall reinforce and build upon the techniques and learned skill sets of CSOs on the make/model of each X-ray machine used in the respective district. At a minimum, the following core areas shall be covered: safety considerations; functional testing/calibration; operational functions and features; advanced auto detection features (X-ACT, HDA, HI-SPOT, Target, Shield), proper screening procedures; and Operator Training System/Program and Threat Image Projection. CSOs shall be able to discuss and demonstrate the proper use of each X-ray machine.
X-ray Image Interpretation
A-004 Contractor shall reinforce and build upon the techniques and learned skill sets of CSOs on how to interpret X-ray images to find prohibited and weapons threat. At a minimum, the following core areas shall be covered:
HI-MATplus-Crystal Clear, organic, non-organic, and metallic materials; weapon component identification, and shielding. The use of OTS/OTP shall be used during this section of instruction as well. CSOs shall be able to correctly interpret the meaning of each color displayed and identify fully-assembled and disassembled weapons and prohibited items.
Explosive Trace Detection (ETD) (If applicable)
A-005 Contractor shall reinforce and build upon the techniques and learned skill sets of CSOs on the make/model of each ETD used in the respective district. At a minimum, the following core areas shall be covered: safety considerations; functional testing/calibration; maintenance operational functions and features; visual and audible alarm features; proper screening procedures; and alarm resolution procedures. CSOs shall be able to discuss and demonstrate the proper use of each ETD.

Pat-Down Procedures and Special Screening Considerations
A-006 The Contractor shall reinforce and build upon the techniques and learned skill sets of the CSO’s knowledge and legal applications used to conduct pat-downs and special screening considerations (e.g. medical, religious).
Instructor-led training, including hands-on demonstration of procedures and techniques for conducting pat-downs and special screening procedures.
Physical Inspection/Searches of Hand-carried Items
A-007 The Contractor shall reinforce and build upon the techniques and learned skill sets of the CSO’s knowledge and legal applications used to conduction physical inspections or searches. Instructor-led training, including hands-on demonstration of procedures and techniques for physical inspections and searches.
Vehicle Screening A-008 Contractor shall reinforce and build upon the techniques and learned skill sets of the CSO’s vehicle screening procedures if conducted in the respective district. At a minimum, the following core areas shall be covered: types of threats; screening tools; screening levels to include moderate and high-risk screening; screening large vehicles;
and officer safety. CSOs shall be able to discuss and demonstrate the proper procedures for conducting vehicle screening.
Mail Screening A-009 The Contractor shall reinforce and build upon the techniques and learned skill sets of the CSO’s on mail screening. At a minimum, the following core areas shall be covered: suspicious letters and packages; screening procedures and techniques; proper handling of bulk mail;
and hazardous/suspicious material containment and local emergency procedures.
Control Room Operations
A-010 The Contractor shall reinforce and build upon the techniques and learned skill sets of the of control room operations to include, but not limited to, use of all physical security equipment; radio communications; duress alarms;
duress alarm testing procedures and reporting; access control systems; local emergency responses and procedures, other. CSOs shall be able to demonstrate proficiency on the use of all equipment and knowledge of all procedures.
Post Order Review A-011 The Contractor shall reinforce and build upon the techniques and learned skill sets of the CSO’s

knowledgeable and understanding of the post orders for each post. CSOs shall be very familiar with all post order requirements and procedures.

Local Emergency Procedures
A-012 The Contractor shall reinforce and build upon the techniques and learned skill sets of the CSO’s knowledge and understanding of the local emergency procedures for each facility. At a minimum, the Occupant Emergency Plan, Continuity of Operations Plan, and local fire/evacuation plans shall be covered. CSOs shall be very familiar with all emergency procedures and the role of the CSO during emergency incidents.
Sexual Harassment A-013 The Contractor shall reinforce and build upon prior sexual harassment training in the work place to include legal rights. The Contractor shall impress upon the CSOs the importance of avoiding sexual harassment and the fact that sexual harassment will not be tolerated in the workplace.
Performance Standards
A-014 The Contractor shall reinforce and build upon prior PSV training. The Contractor shall track PSVs to determine trends and ensure special emphasis is given to PSVs that are problematic or performance issues that appear to be trending towards repeated or new violations.
Review & Examination
A-015 Contractor shall administer both a practical proficiency demonstration of skills and ability; and a written examination that demonstrates the CSOs full knowledge and understanding of the subject matter.
