1 FBO Description Synopsis
Is the subject procurement full and open or an 8(a) set aside? The following paragraph is a little confusing:
The USMS issues this solicitation under full and open competition after a total set aside for 8(a) business development program participants.
The FBO.gov description was changed to read, “The USMS issues this solicitation pursuant to FAR 6.204 - Full and Open Competition After Exclusion of Sources - Section 8(a) Competition. As such, competition is limited to eligible 8(a) participants pursuant to FAR 19.8 - Contracting with the Small Business Administration (The 8(a) Program).”
2 FBO Description Synopsis The Synopsis provides "The USMS issues this solicitation under full and open competition after a total set aside for 8(a) business development program participants." Please clarify the meaning of this sentence as every page of the solicitation provides "8(a) Small Business Set Aside Federal Judicial Districts D17 N/FL and D26 C/IL." Is the procurement conducted under full and open competition or is it a 8(a) Small Business Set Aside?

Requirement: Section B.7, CLIN #4 provides for CSO Reimbursable Travel. In reviewing Attachments J.1(D), J.1(E), J.1(F), J.1(G) and J.1(H) regarding pricing, there does not appear to be a place to propose travel.
1. Will the Government be providing a NTE value for CSO Reimbursable Travel?
2. If a NTE Value for CSO Reimbursable Travel will not be provided, will the Government please provide work load indicators in regards to the amount of travel required and provide guidance as to where the travel costs should be captured on the price attachments?
There is not a NTE threshold for travel. Travel is reimbursable, see Section G.7(d), Invoicing for CSO Travel.
CSO Travel should not be captured in the price attachments.

C.3.5 J.1(D) J.1(E) J.1(F) J.1(G) J.1(H)
Requirement: Section C.3.5 of the SOW provides the requirements for a Contract Manager. The requirements state that each Circuit specified under the contract shall have a fully dedicated Contract Manager. In reviewing Attachments J.1(D), J.1(E), J.1(F), J.1(G) and J.1(H) regarding pricing, there does not appear to be a place to include the price for the Contract Manager.
Will the Government confirm that offerors should include the pricing for the Contract Manager as part of the ODCs on Attachment J.1(E)?
See Section L.5.3.1(1.iv) Pricing Instructions, Hourly Rate Computation, the cost of the Contract Manager is considered an Other Direct Cost (ODC.) Refer to FAR Clause 52.222-43 for allowable costs.

Requirement: Section C.3.5 of the SOW states that the contractor shall provide and solely dedicate a highly skilled and experienced Contract Manager for each Circuit.
Since this solicitation only encompasses one (1) district in each circuit, will the Government confirm that a fully-dedicated CM is still required?
No, the contractor does not need to provide a separate Contract Manager for each District Requirement.
12 C C.12.4 Please specify the number of hours necessary for Government-provided instruction. See revised Section C.12.4 specifying that Phase II Training consists of 40 hours of Government provided instruction and 40 hours of contractor provided OJT. This information was also provided in Section C.12.4.5, Section F.7(d), and Section L.5.3.1.

Do the current incumbent instructors meet the qualifications listed in C.13.4 and C.13.5? The qualification requirements for Training Instructors and Weapons Qualification Instructors remain the same;
however, all instructors must be vetted by the new awardee to ensure they meet the qualification requirements prior to utilizing them as instructors.

This section states, "The Contractor shall provide adequate relief and continuous coverage for all posts assignments…"
Please provide a list of all posts and post times so that contractors can calculate these costs?
CSO labor hours are provided for the staffing of all posts as required. As per Section C.16.1.1-C.16.1.2, the contractor must staff all posts within the allotted hours. In consultation with the COR, the contractor may adjust schedules to ensure full coverage. The standards by which positions are allocated take into consideration the need for relief and breaks.
15 C C.19.1
Requirement: Section C.19.1 states the Government will provide Soft Body Armor Kits and Standard Uniform Clothing; however, there are separate pricing sheets for the Contractor to propose these items.
Will the Government confirm if offerors should include the price for the Soft Body Armor Kits and the Standard Uniforms in their proposed price?
CSO Uniforms and Soft Body Armor are reimbursed by the Government under contract CLIN #2 and CLIN #5; as such they become Government Furnished Property (GFP.) The contractor shall incorporate CSO Uniforms as an element of CLIN #2 (Start-Up) and incorporate Soft Body Armor under CLIN #5. The Government will reimburse the contractor under respective CLINs. See Sections B.7, Contract Line Item Numbers, and L.5.3.1, Pricing Instructions. All GFP transitions from the incumbent to the successor contractor.
All other GFP listed in Section C.19 is purchased by the Government and provided to the Contractor.

Requirement: Attachment J-1(A) lists a reference to CBA for Danville, IL (CBA-2013-6194). The actual CBA document was not included in the document and this city is not one that is identified as requiring service.
Should the reference to the Danville, IL CBA be removed from Attachment J-1(A)?
The Danville, IL site is closed, this was included on the list in error. See revised Attachment J.1(A) with updated coversheet for the Central Illinois CBAs removing Danville, IL.
17 J J.1(A) Please provide the union agreement for CBA-2013-6194? See answer to question 17.

Requirement: Attachment J-1(D) for Northern Florida appears to reflect the 4th Judicial Circuit with D87 - N/WV - Northern West Virginia as the district on the 11th circuit summary tab.
Will the Government update the summary tab on attachment J-1(D) to reflect the correct circuit/district on the summary tab?

Requirement: Attachment J-1(D) for provides the estimated number of positions and hours for each DS, LCSO, and CSO position.
Are offerors required to bid the same number of positions/hours provided by the Government for each location?
Yes.

J.1(D) L.5.3.1, item 2
Requirement: Section L.5.3.1, item 2 states that 1910 hours per year are estimated for each LCSO and CSO position; however, the estimated number of hours per person on Attachments J-1(D) for both Northern FL and Central IL list the hours per person as 1903.
Will the Government clarify if the estimated hours per person should be 1910 or 1903 and provide updates to the solicitation documents as applicable?
See revised section L.5.3.1, "1903 hours per year are estimated for each LCSO and CSO position."

Requirement: Attachment J-1(G) provides the quantity of Soft Body Armor Kits that are required in each circuit. In reviewing this attachment, it appears that the information provided was for the 3rd, 4th, and 12th circuits.
Will the Government provide a revised Attachment J-1(G) for the 7th and 11th Circuits?

See revised Section J, Attachment J.1(H) is now listed as Reserved , Attachment J.1(H) SSO Uniform is removed. At this time there are no Inter-Agency Agreements and therefore no SSO requirements in the Northern District of Florida and the Central District of Illinois.

Requirement: The note on page 1 of attachment J.7(D) states that to ensure that lesson plans are legible and consistent, all lesson plans will be in 12 point Arial font. The 2nd bullet of section L.5.2.1, factor 2 requires a draft lesson plan utilizing the format in attachment 7(D) and based on example in attachment J.7(E) to utilize Arial Font.
Instructions in Section L.5.1.2(1) require the proposal to be in 12 TNR font.
Should attachment iii of the technical volume be provided in Arial font or Times New Roman?
Please see revised Attachment J.7(D) Lesson Plan Format and Overview requiring 12 point Times New Roman font.

Requirement: Section L.7.2 of the solicitation states that the Government will analyze the offeror's financial condition based on the information provided under Volume III and compare it with the Dun & Bradstreet rating for each offeror. The instructions for Volume III (see attachment J-9) do not include a requirement to provide the Dun & Bradstreet rating.
Are offerors required to provide the Dun & Bradstreet rating with their Volume III submission?
No, the government will obtain the Dun & Bradstreet rating.

We see FAR 52.207-6 regarding Joint Ventures is incorporated by reference. We are a Service-Disabled Veteran Owned Large Business with a SBA Joint Venture, Mentor-Protégé arrangement with our small business partner.
Our Protégé is an 8(a), Woman owned Small Business. Will our Joint Venture Mentor Protégé team be able to bid this solicitation?
Yes, as long as the subject businesses adhere to all relevant requirements detailed in FAR Part 19 Small Business Programs and in 13 CFR 124.513 Under what circumstances can a joint venture be awarded an 8(a) contract? .

Requirement: All digital copies of the proposals (Volume I, II, and III) shall be submitted on CD-ROM. The CD- ROMs shall include a copy of the proposal, cover to cover as submitted in hardcopy, incorporated into a single digital file. The CD-ROMs for the Volume II Business Proposal(s) shall also include individual soft copy digital files of the required completed Section J Attachments.
