Small Business Set Asides Federal Judicial Districts D17 and D26 Attachment 7(F) Training and Weapons Qualification Instructors
ATTACHMENT 7(F)
The USMS CSO Contract SOW, Sections C.13.4 Training Instructors and C.13.5 Weapon Qualification Instructors requires all instructor-led training be conducted by trained instructors.
Those instructors shall be certified as trainers by an accredited entity, e.g., law enforcement, military, an accredited institution of learning, a Government agency or educational certification body.
In lieu of an official certification, instructors shall have documented training experience to be approved to perform as a Training Instructor. In all cases the instructors shall be knowledgeable and have extensive experience in the subject areas in which they teach. The contractor shall certify all proposed trainers are in fact knowledgeable and have extensive experience in the subject areas they teach.
Weapon Qualification Instructors shall be certified firearms instructors previously certified by law enforcement, military, or nationally recognized authority, e.g., National Rifle Association, Civilian Marksmanship Program. The Weapons Qualification Instructor, or another certified training instructor, shall be able to effectively provide an instructor-led review of proper, safe handling procedures for the current service weapon during the initial and annual qualification.
Following contract award, the Contractor shall provide in table format a complete listing of all their proposed instructors, to include the documentation below. This listing shall be part of the Training Plan Deliverables (see C.13.1.1).
Following Government acceptance, these individuals shall be considered key personal and the Contractor shall notify the TCB of changes to include identification of the departing instructor and the replacement instructor. The Contractor shall certify the new instructor meets all the contract requirements along with the supporting documentation to the TCB for Government approval. Upon written Government approval, the listing shall be updated and kept current.
The listing, along with all supporting documentation, shall be maintained in accordance with the requirements stipulated in the contract. See Section C.25.4 Records and Section F Deliverables or Performance.
This listing shall be resubmitted to the Government annually with the Training Plan.
