SECTION B - SUPPLIES OR SERVICES AND PRICE/COST

B.1 PROCUREMENT OBJECTIVES

B.1.1 The objective of this solicitation is to award not less than two (2) Indefinite Delivery Indefinite

Quantity (IDIQ) contracts and three (3) immediate Task Orders (TO) for the procurement of furniture, furnishings, related supplies and furniture-related labor services (specified herein and in Attachments J.10 and J.11) for the Capital Projects and Facilities Management Division

(CPFMD) of the District of Columbia Courts (called DCC or Courts or Owner).

B.2 SERVICES

B.2.1 Comprehensive furniture-related coordination services at any DCC location (detailed in Section

C.3) may include, but are not limited to: the specification, procurement, scheduling, production, delivery, and installation of furniture; the disassembly and reconfiguration, relocation or storage of existing furniture; the development and presentation of typical furniture layouts and designs;

the development of furniture requirements and plans and coordination of those requirements and plans with DCC representatives such as, architects, engineers, design-build contractors, and general contractors; the review of architectural and construction documents to ensure the inclusion of furniture requirements provided and code requirements related to furniture placement and layout; onsite oversight, supervision, and coordination of all furniture-related activities during construction and before, during and upon completion of furniture installation;

and post-construction asset management services.

B.2.2 Specific services required during the contract term will be defined in either of two (2) ways:

a) Via a Task Order Request for Proposal (TRFP) issued by DCC for the award of a resulting Firm Fixed price (FFP) TO. Each TRFP issued may be either directed to one of the two (2) Contractors or competed between the two (2) Contractors. The DCC’s decision to direct versus compete TRFPs will be made based on the requirements detailed in each individual TRFP.

b) Via an On-Call Limited Effort (OLE) Authorization Form issued by DCC for the authorized assignment of Time and Materials (T&M) contract work.

B.3 CONTRACT TYPE

B.3.1 Multiple Award IDIQ contract with an unlimited number of authorized assignments of Time and Materials (T&M) contract work, and an unlimited number of FFP TO awards.

B.3.2 Authorized Assignment of Time and Materials (T&M) contract work: Upon award of the

IDIQ contract to two (2) offerors, DCC will issue an On-Call Limited Effort (OLE) Task Order to each contract holder (called Offerors or Contractors). The OLE TO will be the first TO awarded under each of the Offeror’s IDIQ contracts and therefore numbered TO 001 of each respective contract. The OLE TO is utilized to allow the DCC to access services for the term of the contract, via a simplified procurement process.

B.3.2.1 Over the term of the contract, requests for and assignment of work under the OLE TOs will be issued via an OLE Authorization Form to a Contractor on an alternating basis or directed to the specific Contractor best aligned to support the work. The decision will be made primarily based on which ‘main line’ manufacturer furniture products are required per the scope of work

(specifically, either Haworth or Knoll).

B.3.2.2 The process for requests and issuance of authorized assignments of Time and Materials (T&M) contract work over the term of the contract is further detailed in Section C.11.

B.3.3 Firm Fixed Price (FFP) TOs: Over the term of the contract, requests for work will be defined in individual TRFPs issued to the Contractors by DCC. Each TRFP issued may be either directed to one of the two (2) Contractors or competed between the two (2) Contractors. The

DCC’s decision to direct versus compete TRFPs will be made based on the requirements detailed in each individual TRFP.

B.3.3.1 Immediately upon award of an IDIQ contract to two (2) Offerors, a competed Firm Fixed Price

(FFP) TO for the provision of furniture, furnishings, and furniture-related services in support of the Courtroom 120 Modernization project (Task Order 002) in the H. Carl Moultrie

Courthouse (HCMC) will be awarded to one (1) of the two (2) IDIQ awardees. The FFP TO award will be made based on the requirements and selection criteria identified in Attachment

J.14 (the Task Order Request for Proposal (TRFP)).

B.3.3.2 Immediately upon award of the IDIQ contract to two (2) Offerors, a second competed Firm

Fixed Price (FFP) TO for the provision of furniture, furnishings, and furniture-related services in support of the Historic Recorder of Deeds (RoD) Building Modernization project (Task

Order 003) will be awarded to one (1) of the two (2) IDIQ awardees. The FFP TO award will be made based on the requirements and selection criteria identified in Attachment J.17 (the

Task Order Request for Proposal (TRFP)).

B.3.3.3 The process for request and issuance of FFP TOs over the term of the contract is further detailed in Section C.10.

B.4 CONTRACT TERM

B.4.1 The two (2) IDIQ contracts awarded will consist of a two (2) year base contract period of performance (POP) with three (3) one (1) year options. The IDIQ contract will be effective from the date of award through the end of the base contract POP and through the contract period of any contract options exercised thereafter.

B.4.2 All FFP TOs and authorized assignments of T&M contract work must be issued within the base contract POP or option year POPs. Under no circumstances will the DCC issue a TO outside of the base contract POP or the exercised option POPs. The POP for work under an individual

TO, however, may extend beyond the POP of the last option year exercised.

B.4.3 TO 001 POP will begin on the date of award through the end of the base contract POP and through the POP of any contract options exercised. Therefore, authorized assignments of T&M contract work may be issued under TO 001 for the duration of the contract term.

B.5 OPTION TO EXTEND THE TERM OF THE CONTRACT

B.5.1 The DCC may extend the term of the base contract two (2) year period for a period of one (1) year per option, up to three (3) times, or a fraction thereof, by written notice to the Offeror before the expiration of the base contract POP; provided that the DCC shall give the Offeror a preliminary written notice of its intent to extend at least thirty (30) calendar days before the base contract POP or option year POP expires. The preliminary notice does not commit the

DCC to an extension.

B.5.2 The exercise of all three (3) one (1) year options is subject to the availability of funds at the time the option is to be exercised. The total duration of this contract including the exercise of any options under this clause shall not exceed five (5) years from the date of award.

B.6 IDIQ MINIMUM AND MAXIMUM AMOUNTS

B.6.1 There is no minimum amount for this IDIQ contract.

B.6.2 The maximum order limit for the five (5) year period of this IDIQ contract is anticipated to be

$3,000,000.00, however, the DCC reserves the right to award TOs that exceed the anticipated maximum order limit.

B.7 PRICING

B.7.1 Pricing provided shall be aligned with pricing specified in GSA contracts the Offerors are required to hold (identified in Section B.9.1) and shall be valid for the duration of the two (2) year POP for the IDIQ base contract.

B.7.2 There are a total of three (3) different pricing components to be included in the proposal:
