About this file

This file is a Questions and Answers document issued by the Franklin County Purchasing Department on March 17, 2026, regarding RFP #2026-08-05 for Process Server Services for the Franklin County Child Support Enforcement Agency. The RFP solicits process server services with an estimated volume of approximately 2,000 service request packets annually, though this figure is an estimate and actual volumes may be lower. The proposal submission deadline is April 15, 2026, at 2:00 PM EDT, with sealed proposals to be publicly opened at that time via Microsoft Teams. Vendors must submit one hard copy and one electronic copy on a flash or thumb drive to the Franklin County Purchasing Department, 373 South High Street, 25th Floor, Columbus, Ohio 43215-6315, addressed to Sandra Hernandez, Bidding Coordinator. No proposals will be accepted by fax or email. Vendor registration is required on the Franklin County Bid Opportunities website prior to accessing the full RFP packet and submitting a proposal.

Based on the historical data provided, approximately 97% of service requests occur outside Franklin County but within Ohio, while less than 1% of requests have required 8-hour rush service. Testimony is expected to be included within the quoted unit pricing with no separate compensation mechanism. An MBE set-aside is referenced in the OhioBuys listing but is not marked as a mandatory eligibility requirement. Vendor registration through OhioBuys is not required; vendors must instead register with Franklin County using the county's vendor registration system. The official submission deadline timestamp will be determined by the Franklin County Purchasing Department's internal clock, which serves as the sole factor for determining timely receipt of proposals.
