About this file
This document is a Questions and Answers (Q&A) compilation issued by Franklin County Purchasing Department regarding RFP# 2026-62-10 for a Franklin County Emergency Operations Center (EOC) Technology Upgrade. The project encompasses a comprehensive technology overhaul of three interconnected rooms: the EOC, Assessment Center, and Training Room. Key components include installation of a video wall system (32:9 configuration with maximum 19-foot width), multiple PTZ cameras, touch panel controls, mobile carts with integrated decoders, audio systems, server infrastructure with in-room racks, KVM switches, UPS systems, and network connectivity using fiber optic cabling between the server room and in-room racks. The RFP requires sealed proposal submissions by 3:00 p.m. on July 1, 2026, delivered in person or via USPS, UPS, or FedEx to the Franklin County Purchasing Department at 373 South High Street, 25th Floor, Columbus, Ohio 43215-6315. The question deadline was June 15, 2026, at 5:00 p.m. EST, and proposals will be publicly opened virtually via Microsoft TEAMS.
The Q&A document clarifies critical project specifications and contractor responsibilities. The contractor is responsible for all electrical work associated with new displays, including potential high-voltage requirements in the EOC and server room, though fire alarm system relocations remain the agency's responsibility. Each room must operate independently with the capability to continue functioning if inter-room connectivity fails. The video wall processor must display a minimum of 32 sources simultaneously, and alternate solutions (such as direct-view LED walls) are acceptable if they meet intended functional requirements. Connectivity specifications allow CAT6A, CAT7, or CAT8 cables for endpoint connections, with fiber required between the server room and in-room racks. The document confirms no architectural drawings or as-built documentation will be provided, and the existing lectern and Assessment Center furniture will remain in place. Only the existing PC from the Assessment Center rack will be retained and relocated to the new mini rack.
