About this file

This is a Request for Proposal (RFP) questionnaire for the Franklin County Cooperative seeking a wellness program vendor to administer the ThriveOn wellness program. The Cooperative is soliciting proposals for comprehensive wellness services including health assessments, biometric screenings, health coaching, member portal functionality, communications, incentive management, and reporting capabilities. The contract is anticipated to commence February 1, 2027, with the Cooperative expecting finalized program design by fall 2026 and full vendor implementation and testing well in advance of the January 1, 2027 effective date. The RFP questionnaire contains 13 major categories encompassing firm background and experience, account management, corporate strategy, program strategy, communications, incentives management, member experience and screening, portal functionality, programming and coaching services, reporting and data integration, compliance, and implementation requirements. Vendors must complete numerous attachments including contact information, references, subcontractors, account management team details, member services specifications, biometric screening capabilities, coaching services offerings, performance guarantees, and implementation timelines.

The RFP emphasizes compliance with an offshore affidavit requiring all work to be performed onshore with no offshore resources permitted for back-office work, data entry, IT services touching County data, or call centers. The incumbent vendor is OhioHealthy, and responding vendors must address integration of historical participant biometric data from the incumbent to facilitate tracking of improvements and historic reporting. Vendors must confirm ability to accept and integrate data files from multiple carriers including UHC, Aetna, OptumRx, and VSP at specified frequencies, coordinate with the County's Health Engagement Nurses through United Healthcare, and share biometric data accordingly. The County requires confirmation of performance guarantees with potential fees at risk, standard service level agreements, and the ability to operate under the County's provided contract and Business Associate Agreement. Pricing must assume fully onshore operations, with any additional charges for all-onshore work to be identified separately on the pricing document.
