About this file

This file is a three-year asbestos inspection report for the VA San Diego Jennifer Moreno Medical Center documenting the presence and condition of asbestos-containing materials (ACM) across multiple buildings and floor levels. The inspection, conducted between October 16 and December 5, 2023 (Millennium Project No. 22004.2200), includes comprehensive photographic documentation and laboratory analysis of suspect materials. Key findings indicate widespread presence of chrysotile asbestos in fireproofing materials (ranging from 12-18% asbestos content), thermal system insulation (TSI) elbows, valves, blankets, and floor tile mastic throughout Building 1's interstitials (1st through 6th floors) and the penthouse, as well as in Building 11. The inspection reveals significant damage to positive ACM materials caused by foot traffic, cable runs, hardware installations, and general facility maintenance activities, with debris observed in multiple high-traffic areas including catwalks.

The laboratory analysis performed by EMSL Analytical, Inc. using polarized light microscopy and AHERA methodology confirmed chrysotile asbestos in dark gray fireproofing samples with yellow or red encapsulation, while several newer application gray fireproofing samples tested negative for asbestos. Damaged materials identified include non-encapsulated fireproofing on structural beams, hard-packed TSI on pipes and fittings often concealed under canvas or paper wrapping, and asbestos-containing mastic beneath non-ACM floor tiles. The report documents that overlaid materials such as hardware cloth, cabling, and utility installations rest directly on or contact ACM surfaces, creating ongoing damage and potential for fiber release. This inspection data directly relates to the solicitation for ceiling-mounted patient lifts at the facility, as installation work will require careful coordination to avoid disturbance of identified ACM materials during equipment installation and removal activities.

Description: While this encapsulated overspray is delaminating and considered to be damaged, the view provides an illustration of the substrate (concrete here) that the fireproofing was applied to.

Description: Encapsulated dark grey fireproofing is seen on the truss member, which is also painted red. The same fireproofing can be seen in the form of overspray on the concrete decking.

Description: This partially abated/damaged fireproofing shows a cross sectional cut of a typical fireproofing application. This fireproofing is red painted, white encapsulated and dark grey in color.

Photo No 1. Photo No 2. Photo No 3.

Description: This water line was tapped into while this inspection was ongoing. While the workers did not disturb any ACM, there is TSI present on this line that is positive several feet away. TSI elbows were abated in this area, but the much less obvious hard pack hidden under paper / canvas wrap was not.

Description: The hard pack mentioned in the previous photo is seen here at each of these external metal hangers.

Description: Damaged insulation on a water line. Common to see in trafficked areas such as this catwalk when unprotected.

Photo No 4. Photo No 5. Photo No 6.

Description: Another photo displaying damage to non-protected thermal system insulation (TSI). An elbow in this location is no longer present and / or significantly damaged. Note the debris directly on the catwalk.

Description: These TSI elbows appear to only have fiberglass insulation on them.

However, the interior side of the elbows have hard packed ACM TSI. This is unusual and easy to overlook. This area was abated of ACM elbows, but overlooked these.

Description: A view of cabling running under the catwalk.

Description: Visible in this photo is a large ACM TSI elbow, bottom right. Rm. 8000.

Description: Another view of TSI runs / laterals which contain hard packed positive sections. To recognize these areas, workers need to squeeze / probe for hard packed sections – in nearly all cases, the majority of areas will be soft and easily yield to hand pressure, indicating fiberglass insulation is likely below the paper wrap of the TSI.

EMSL maintains liability limited to cost of analysis. Interpretation and use of test results are the responsibility of the client. This report relates only to the samples reported above, and may not be reproduced, except in full, without written approval by EMSL. EMSL bears no responsibility for sample collection activities or analytical method limitations. The report reflects the samples as received.

Results are generated from the field sampling data (sampling volumes and areas, locations, etc.) provided by the client on the Chain of Custody. Samples are within quality control criteria and met method specifications unless otherwise noted. The above analyses were performed in general compliance with Appendix E to Subpart E of 40 CFR (previously EPA 600/M4-82-020 “Interim Method”) but augmented with procedures outlined in the 1993 (”final”) version of the method. This report must not be used by the client to claim product certification, approval, or endorsement by NVLAP, NIST or any agency of the federal government. Non-friable organically bound materials present a problem matrix and therefore EMSL recommends gravimetric reduction prior to analysis. Unless requested by the client, building materials manufactured with multiple layers (i.e. linoleum, wallboard, etc.) are reported as a single sample. Estimation of uncertainty is available on request.

Samples analyzed by EMSL Analytical, Inc. San Diego, CA NVLAP Lab Code 200855-0, CA ELAP 2713, HI L-09-03
