About this file

This is Amendment 0001 to a Department of Veterans Affairs solicitation for ceiling patient lift system installation and related services. The solicitation number is 36C26226Q0944, issued by the Network Contracting Office 22 in Long Beach, California, with an effective date of July 15, 2026, and a requisition number of 664-26-3-072-0118. The amendment responds to vendor questions and clarifies project scope without extending the solicitation due date of August 12, 2026, at 8:00 AM PDT.

The amendment provides critical clarification on project specifications and vendor responsibilities. The project has a 2-year time scope with 9 phases or sequences. The ceiling space above finished ceilings measures 7 feet to concrete. Existing patient lift tracks will be removed and replaced by the vendor. Electrical drawings provided by the Government represent the basis of design tailored for the patient lift vendor; if offerors propose different requirements, they must clearly communicate changes and provide new drawings at their own cost, with only minor changes accepted without requiring a change order. The General Contractor is responsible for additional modifications including electrical, HVAC, and ceiling work. All track systems are below-ceiling with no recessed configurations. The project requires Level IV Infection Control Risk Assessment (ICRA) compliance. All ceiling patient lift attachment methods must be certified by a structural engineer provided by the offeror and cannot involve Davis Bacon Act requirements or construction services. Vendors must provide real-time usage data transmission via Wi-Fi (or equivalent automatic real-time alternatives without manual intervention), and Class III integrated lift scales are mandatory for patient weight accuracy in specialty care units. Each salient characteristic must be met exactly as written, with the Government reserving the right to decline substantial changes to electrical drawings.

CONTINUATION PAGE

The purpose of this Amendment 0001 is to respond to the following vendors’ questions (responses to vendors’ questions are in red):

1. Time scope for the project?

a. 2 years

2. What is in the space above the ceilings?

a. Interstitial space, 7 feet – finished ceiling to concrete above.

3. Will existing tracks remain or be removed?

a. Yes, tracks will be removed and replaced by vendor.

4. Are the Electrical dwgs in the Contract Documents generic or are they tailored for the

Vendor in the same dwg package?

a. They were tailored for the patient lift vendor as the basis of design

5. What is the scope of the patient lift vendor other than installing their equipment?

a. See attached Matrix Responsibility chart below.

6. Who will be responsible for updating Electrical dwgs in the Contract Docs if another patient lift vendor has different requirements?

a. The current drawings represent the basis of design as proposed by the

Government. If an offeror has different requirements, whether substantial or minor changes, the offeror needs to clearly communicate in their submission the different requirements they are proposing. The Offeror is responsible for clearly communicating these changes to include any new drawings at the cost of the

Offeror. Only minor changes that do not require a Change Order/Contract

Modification to the General Contractor contract may be accepted. The

Government reserves the right to decline substantial changes to the electrical drawings.

7. How do I get a copy of the as-built structural dwgs?

a. As-built dwgs can’t be sent over the email as they are much to large to send, so

Vendor must have an ftp site or some way to transfer files.

8. How many phases will this project be scheduled out over and what is the total duration of the project expected to be?

a. See response to Question #1 for time limit. There will be 9 Phases or

Sequences.

9. Are there any ICRA requirements that the manufacturer will be responsible for?

a. Yes, this is a level IV ICRA.

10. Please confirm that all additional modifications (electrical, HVAC, ceiling etc.) will be performed by GC.

a. That is correct; confirmed.

11. Please confirm if any of the track systems will be recessed or if all are below ceiling.

a. No recessed track systems; all are below ceiling.

12. The drawing set shows above ceiling connection methods. Will the manufacture be required to follow these or will they be allowed to install a different method if approved by engineer?

a. Government does not intend to dictate the method the Offeror proposes to attach their proposed Ceiling Patient Lift above the Ceiling as long as a Structural

Engineer (provided by the Offeror) will certify the installation. This is not a construction contract, thus the method to attach the Ceiling Patient Lift above the ceiling cannot require Davis Bacon Act or any process that fall into Construction

Services.

13. Salient Characteristics 4.2.15 through 4.2.17: If a proposed lift system captures all required lift usage, patient load, maintenance, and service data locally and allows the information to be downloaded directly into software for reporting and analysis, rather than transmitting the data via Wi-Fi, would the Government consider this to satisfy the intended functional requirement?

a. Real time usage data is necessitated to maintain compliance with Safe Patient

Handling directives for patient and staff safety. Any alternatives to Wi-Fi transmission will need to comply with providing automatic real-time updates. Real time usage data is necessitated to maintain compliance with Safe Patient

Handling directives for patient and staff safety. Any alternatives to Wi-Fi transmission will need to comply with providing automatic real-time updates seamlessly. This means without extra steps, manual tasks, or employee intervention to trigger the download.

14. Integrated Scale – Salient Characteristic 4.2.12: Is the requirement for an internal Class

III integrated scale considered a mandatory minimum requirement for technical acceptability, or would the Government consider an equivalent solution that provides accurate patient weighing through an alternate integrated method?

a. Class III integrated lift scales are necessary as stated due to patient weight accuracy needs in specialty care units.

15. Equivalent Products: Since this solicitation allows for "or equal" products, is the

Government's evaluation based upon meeting the intended functional capabilities of the salient characteristics, or must each characteristic be met exactly as written?

a. Each characteristic shall be met as written. See the Evaluation Method and the

Salient Characteristics provided in the Solicitation Document.
