About this file
This is a photo log documenting asbestos survey findings from a 3-Year Asbestos Survey conducted at VA San Diego Jennifer Moreno Medical Center, Building 1, located at 3350 La Jolla Village Dr, San Diego, CA 92161 (Millennium Project No. 22004.2200). The survey was conducted across multiple floor levels (1st through 4th floor interstitials) between August 29 and October 19, 2023, by Millennium Consulting Associates.
The photo log systematically documents the presence and condition of asbestos-containing materials (ACM) and presumed asbestos-containing materials (PACM) throughout the building's interstitial spaces. Key positive materials identified include thermal system insulation (TSI) blankets on copper piping and hydronic lines, TSI elbows, HVAC duct mastic/sealant (red and brown), HVAC access panel gaskets, drywall/joint compound, and dark grey fireproofing (in various conditions—red painted, green painted, white encapsulated, and newly applied). The survey documents extensive damage to positive fireproofing materials caused by cable runs, hardware cloth placement, metal cover plates, and installation of new hangers and utilities. Additional conditions noted include poor cohesion of newly applied non-ACM fireproofing, open HVAC lines and returns, residual ACM materials from abatement areas, trash and debris accumulation on catwalks, and fireproofing overspray on drywall. The photographic documentation provides visual evidence of both homogeneous positive materials and damage conditions across all surveyed floor levels to support the asbestos survey assessment.
