About this file
This is a project exhibits document prepared by the San Bernardino County Department of Public Works for the CSA 20 Joshua Tree Community Center Roof Coating project located at 6171 Sunburst Avenue, Joshua Tree, California 92252. The document presents a comprehensive roof assessment conducted on December 10, 2025, by C39 Licensed Contractor Mike Michaels, which included a site survey identifying roof areas and access points, roof core sampling and analysis with thermal imaging and core-cut testing, moisture and drainage surveys with identified ponding areas, and a findings and recommendation report. The assessment identified that the roof is between 15 and 20 years old, in fair condition, with one roof layer detected across four core-cut locations. No moisture was detected in core-cut areas or ponding zones. The project involves addressing ventilation pipe extensions near roof drains, resealing all flashings and roof penetrations, and resealing coping metal joints around walls. The assessment recommends implementing a NanoTech Roofing System with manufacturer warranties for material and labor as a rehabilitation approach rather than full roof replacement. Project Manager Nicholas Torres oversees the effort, with contact information provided at 909-386-8838 or nicholas.torres@dwp.sbcounty.gov, and the Authority Having Jurisdiction is the County of San Bernardino (License # 1107417).
The assessment documentation includes detailed diagrams and photographs of core-cut locations, ponding areas, and drainage points to support the scope of work. A secondary recommendation notes that roof drain interior seals require verification to prevent future leaks, though this work falls outside the roofing contractor's scope. The assessment explicitly states that a full roof replacement is not required at this time, positioning the NanoTech Roofing System as an appropriate cost-effective solution for extending the existing roof's lifespan while improving emissivity and addressing identified problem areas. All core-cut sample patches have been completed and documented with photographs to be included in the project package.

- Diagram showing the following: core-cut areas, ponding areas, drainage points
- Estimated age of roof and condition
- Estimated percentage of wet or failed roofing
- Drainage observations and failings

- Cost range
*Assessment Performed by C39 Licensed Contractor, Mike Michaels, on Wednesday 12/10/2025
- Roof Age: The roof looks to be between 15 and 20 years old and is in fair condition. The roof does show signs of wear-and tear. It is recommended that the items listed below are taken care of the extend the roof’s lifespan, to improve emissivity, and to prevent problem areas for exacerbating.
- Core Cut’s Performed: (4) - Diagram below shows location of each core-cut.
- All core-cut samples patched, photo’s will be sent in package.
- Roof Layers: (1) layer found with each core-cut
- Moisture on roof: Moisture not detected in any of the core-cut areas, or in any of the areas prone to ponding. Thermal imagining sent in package.
- Ponding areas: All ponding areas are located around roof drains.
- Ventilation pipes in ponding areas need to be extended to allow for proper air flow. Tendency is for water to pond and enter ventilation caps.
RFP Notes and Formal Response:
Roof Assessment, Core-Cut and Thermal Moisture Detection Appointment - Wednesday 12/10/25
- Secondary recommendation: The roof drains need to be checked on the interior of the roof to ensure all seal’s are properly in place to ensure leaks don’t happen. (This is outside of GRD Roofing’s scope of work).
- Flashings & Roof Penetrations: All flashing and roof penetrations and roof mounted equipment curbs need to be resealed.
- Coping Metal: All coping metal around walls needs to be resealed at the joints.
- Recommendations: Because there is (1) roof layer our conclusion is that a full roof replacement is not needed at this moment. We believe your roof is an excellent candidate for a NanoTech Roofing System with a manufacturer NDL material and labor warranty. The NanoTech Estimate will be attached in the package sent over. The NanoTech Roofing system is more a rehabilitation system to allow for an extended lifespan of the already existing roof.
