About this file

This document is a cost response worksheet for a request for responses (RFR) issued by the Executive Office of Health and Human Services (EOHHS) in Massachusetts for an electronic Comprehensive Assessment System (e-CAS) software solution. The RFR seeks to procure a qualified vendor to implement, maintain, and support the e-CAS solution for certain MassHealth long-term services and supports and behavioral health programs, with potential expansion to other MassHealth programs.

The cost response worksheet covers various cost components, including software acquisition and right-to-use fees, implementation costs for two phases, maintenance and operations support services, and mailing services. Bidders are required to provide detailed cost estimates for each component over an 8-year contract period. The RFR also includes specific requirements and timelines for the implementation and maintenance of the e-CAS solution.

Instructions:

The cost information in this tab should capture costs for Maintenance and Operations Support for the UCA System using two possible scenarios.

Costs for Maintenance and Operations Support associated with the UCA System includes costs for fulfilling requirements in Section 1.4 and 3.3 and 3.4 of the RFR and any associated Attachment 6 requirements. Costs associated with each component presented in the table shall be populated by the Bidder. Bidders are also asked to provide estimates of hours required to complete each subtask. Please add notes to explain the information and add additional rows, as needed.

Scenario #1 covers assessments conducted by an Independent Assessor Entity (IAE). Key functionality unique for this scenario are referral and scheduling modules, described in Attachment 6. Scenario #2 is for assessments conducted by providers. For this scenario, a schedule module will not be in scope and a provider referral module will be included, as described in Attachment 6.
