About this file
This is a Contract Delivery Report template for the Transportation Security Administration (TSA) containing weekly status reports on federal contract projects for Checked Baggage Screening Equipment Deployment Services (SEDS). The template documents project progress at multiple airport locations including Amarillo International (AMA), Dallas/Fort Worth (DFW), El Paso International (ELP), Fort Wayne-Allen County (FWA), William P. Hobby Houston (HOU), George Bush Intercontinental Houston (IAH), Lafayette Regional (LFT), Kansas City International (MCI), New Orleans International (MSY), Chicago-O'Hare Terminal 3 and Terminal 5 (ORD), and Cherry Capital (TVC).
Each airport project section tracks equipment deployment including Explosive Detection Systems (EDS) units, computed tomography scanners (CTX-9000, CTX-9800, CT-80DR models), baggage handling system (BHS) integration, and associated peripherals. The reports document critical project milestones including equipment delivery dates, Site Acceptance Testing (SAT), Technical Readiness Review (TRR), Independent System Acceptance Testing (ISAT), live baggage screening commencement, 30-day run-in periods, and system decommissioning. Key personnel contact information is provided for each airport including TSA Regional Development Coordinators, local TSA representatives, site leads, and airport points of contact. Project information tracked includes design OTA numbers, construction contract award dates, construction Notice to Proceed (NTP) dates, equipment serial numbers with associated condition codes, and decommissioning dates. The related solicitation (70T04026R7672N004) is a Request for Proposal for SEDS Checked Baggage services with questions due April 14, 2026, and proposals due May 15, 2026.

08/30/24:
RDC and SL have a trip planned for 09/15/24 thru 09/18/24 to observe system in live operations. This trip is a result of AFSD reaching out to RDC to discuss issues during live operations. Among other items jams at EDS entrance will be observed.
06/21/24: Closeout documentation submitted to TSA on 6/17/24. SL provided Invoice #26 comments (Final for Retainage) on 06/21/24.
05/30/24: SL reviewed and provided SL Comments for Invoice #25.
03/07/24: SL received back the updated closeout documents and review is expected to be complete week ending 03/15/24.
01/26/24: SL reached out the GC (Josh Franklin) regarding closeout documentation. Josh did receive the USB drives that were returned to them to rename closeout documents. Stated that the USB should be being sent back to SL "soon".
12/20/23:
SL Review of invoice #23 completed and comments provided on 12/20/23.
SL returned USB drives to project team to update closeout documentation on 12/21/23.
09/29/23:
SL review of Invoice #21 completed and comments provided on 9/28/23.
09/22/23:
Final TSR (Signed) was received this week.
Project team working on closeout documents that SL found issues with.
06/30/23:
The CT-80DR+ removal occurred 06/13-06/14 and went to plan with no issues to report.
03/17/23:
SL was on-site for site visit on 03/14 and 03/15 with RDC. BHS team was running internal tests and working out issues in the system. All is going well and expect them to stay on schedule. Reviewed the OSR room the GC is going to install additional network drops as the ones currently installed are correct number of ports but not located in usable areas. all equipment in OSR is up and running just redundant ports are an issue. SL pointed out that airport supplied desk for OSR stations will not work as it will not accommodate two people comfortably. Airport is going to replace it. The supervisor desk is ok.
SL and RDC met with local TSA and the airport and went over expectations before and after go live and answered all of their questions.
02/03/23:
SL setup an ILDT meeting on 02/10/23 to discuss the EDS platform height and OTK access and ergonomics. The Platform is about 18" AFF at its highest placing the BHS TOB too high to access OTK load/unload conveyors.
The EDS network equipment (From OEM) arrived on 1/31/23. The Network cabinet, cables and switches were not part of that
02/03/23:
Both EDS units have power and have passed SAT on 1/26/23.
SL is tracking EDS platform extensions to allow for EDS maintenance and OTK accessibility. The Platform is about 18" AFF at its highest putting the BHS TOB too high to access OTK load/unload conveyors.
The EDS network equipment (From OEM) arrived on 1/31/23. The Network cabinet, cables and switches were not part of this delivery and will be coming at a later date that has not yet been determined.
1/20/23:
The two L3 6700 EDS units S/N 7312 and 7313 were brought over from RSF (Hanger 45) and uncrated and installed at site on 1/17/23. Installation went very well. Leidos is onsite setting up the units and electricians are working to have power to the EDS before the end of the week (Electrical was roughed in just above the EDS units prior to installation) SL is tracking EDS platform extensions to allow for EDS maintenance and OTK accessibility. The Platform is about 18" AFF at its highest putting the BHS TOB too high to access OTK load/unload conveyors.
SAT is expected to take place on or around 2/07/23. This date is extremely tentative.
SL had on-site discussion with the airport, GC, BHSC and Leidos regarding EDS network installation. The network equipment (From OEM) is expected in 3 weeks (date TBD).
01/13/23:
The pick up date for EDS from OEM is 1/12/23. The units will be shipped from OEM in Huntsville, AL to local RSF. The delivery/installation date is 1/17/23.
12/22/22: Delivery date for EDS remains 1/11/23 as previously reported. After much discussion with PMO the airport provided 150kw UPS installed in Feb 2022 will remain and the OEM UPS will be re-allocated to another site. SL will be onsite first week of 2023 to evaluate site readiness for EDS units and a go/no go call is scheduled for 1/03/23. The site may have to put down stone and possibly steel plate to transition gap between the new south CMU wall and the ramp as concrete has yet to be poured and is hindered by weather. The second floor of the building expansion has been poured and sealed and site states there is no water intrusion on the first floor. The EDS will be installed on a maintenance pad and SL and rigging team are discussing how the EDS will be placed on the pad as space is limited inside the building. Shipping/rigging IPT coordination call was held on 12/20/22.
12/09/22: New delivery/install date has been moved to 1/11/23 due to EDS availability for previously scheduled pick-up on 12/21/22 being too close to holidays (Airport blackout). The new date will allow for re-evaluation of site readiness after the holidays.
11/23/22: Production for L3 6700 units slipped with available for pick-up now at 12/21/22 we will be unable to ship to store or install until after the new year. Tentatively SL has set delivery and installation date for 01/03/23. installation will depend on if the site is ready for EDS installation. As of this report the windows for the building expansion over the top/adjacent to the EDS units location will not be in until the first week of January 2023.
11/11/22: Confirmed UPS will be supplied by TSA for this site. The UPS will be quantity of one for both L3 6700 inline units. The site is aware of the UPS and is prepping for location and electrical. Date provided in 90 day lookahead is tentative at 12/21/22 until an official date can be confirmed.
10/07/22: OEM prod. tracking 12/13 for EDS readiness. EDS to be shipped to Airport for storage.
09/02/22:
Site Lead still trying to get project schedule. To date a schedule has not been provided that included the BHS or EDS information. There is a meeting being held on 8/31/22 between the airport GC and BHSC and a schedule should be created/updated from that meeting. SL Hoping to receive something by the end of this week or early next week. At that time IMS can be updated effectively.
SL also had discussion during the project call regarding floor drains for EDS condensate and their current planned locations. One is located under the scanner of one of the units and the other is located under the entrance tunnel of the other unit. It is the SL and RDC's opinion that these locations are questionable and should be reviewed. SL spoke with L3 and they agree the locations are not good. Project team has been made aware of the concern and it has been reiterated that EDS A/C condensate is not the responsibility of the EDS OEM.
There has been an ongoing discussion around the EDS housekeeping pads and what size they should be. L3 is going to provide some information that may help to give some guidance.
08/26/22:
Site Lead attended FAT at Intellimodus facility.
08/12/22:
Site Lead planning removal of one CT-80DR from Delta/United area per airport. SL Discussing this unit with RDC and still doing some research. Will know more when site visit is completed the week of 8/15/22. This is tentatively set for 9/29/22. Unsure of S/N at this time will update next week after site visit on 8/16/22. This unit is currently in use and screening bags per the airport.
At this time the Inline EDS units (2) L3 6700's are not expected to be available until November. The Site has been notified and adjustments to schedule will be needed as they are currently carrying a September date.
The project team does not anticipate the November EDS delivery having a negative impact on the project and almost sounded relieved when notified.
7/8/22:
SAT was successfully completed on 06/30 and Airport was notified to proceed with using the CT-80 for Live Bag Screening.
6/24/22:

8/11/21: Post OTA award kick-off briefing held with airport project team 09/20/24:
RDC and SL went to site to review reported jam concerns. After review of live operations no obvious issues were discovered. To the contrary the system ran quite well during all observation periods. The only suggestion that was provided to the airport was to try a static bump out similar to the ones used on the spur lines on the SF1-04 decline upstream of the HSD's. The thought here is to get better bag presentation to the HSD with potential for more bags to maintain good orientation through the HSD which should result in less jams.
