About this file

This is a Questions and Answers (Q&A) document for the TSA Screening Equipment Deployment Services (SEDS) Checked Baggage (CB) Indefinite Delivery Indefinite Quantity (IDIQ) contract. The document addresses offeror inquiries regarding the RFP and associated attachments, with government responses clarifying requirements and making corrections to solicitation documents.

Key clarifications include: badging costs and supplemental insurance are non-reimbursable business expenses, with time and travel evaluated as supplemental requests at the task order level; the OEM or certified technician is not required for decommissioning Condition Code X equipment; shipping notice runs from government notification until delivery date; OCONUS locations (Hawaii, Alaska, US Territories) will be priced as firm fixed price rather than fixed unit price; Tip-N-Tell and shock sensor stickers are required only for transportation and exchange (TSE) equipment, not peripheral items; rigging does not include union labor premium costs at fixed unit pricing, and special rigging situations are handled at the task order level; crane lifts are assumed to have maximum parameters of 40-foot swing radius, 20-foot lift height, and 16,000-pound load capacity on paved terrain; temporary storage pricing was revised to remove the six-month power requirement notation; and basic crane parameters exceeding those thresholds will be priced as firm fixed price. The document also contains numerous corrections to the pricing template workbook, sample task order pricing formulas, and clarifications that all program management and task order project managers should be included in the PM Task Order. The government confirmed no hardcopy proposal submissions are required, will not be implementing an Economic Price Adjustment clause for fuel surcharges, and does not anticipate transitioning SEDS CB scope to other contracts during the eight-year period of performance.

RFP, Section 3 - Statement of Work

4.1 Inline

Site Lead Support

4.1 Second

bullet

15 Obtain and maintain, for the life of the project, an airport badge with escort privileges, for each airport within their responsibility.

While the costs of Site Lead badging are included for this contract, many airports are now requiring that anyone working on-site for more than five days also obtain an airport badge (e.g., rigging companies). Will the Government pay for the associated costs of getting these badges (i.e., travel and time needed to apply for the badges, and the badging costs)?

Badging should not be included in the base site lead cost as it is generally a non-reimbursable business expense. Time and travel can be evaluated as a supplemental request at the TO level.

4.2 Inline

Equipment Installation Services

Sixth paragraph on RFP

20 The Contractor shall subcontract with the OEM or a certified technician to install or decommission used (Condition Code 4, 7, or X) EDS, ETD, and ancillary screening equipment in accordance with OEM guides and site design, while incorporating industry best efficiency and safety practices.

Is the OEM or certified technician required for decommission of Condition Code X EDS, ETD, and ancillary screening equipment, as this equipment is for disposal?

The OEM or certified technician is not required for decommission of Condition Code X. There may be rare occasions when the OEM is needed for EDS networking support. In those cases that would be charged to the supplemental CLIN.

RFP Att02 Sheets 1.A through 1.H

Columns B- G

N/A "Shipping (if given greater than 15 business days notice)", "Shipping (if given between 3 business days and 15 business days notice)", "Urgent Shipping (if given less than 3 business days notice)

Would the Government please clarify whether the shipping notice provided is until the time the equipment needs to be picked up for shipment, or if it is until the time the equipment needs to be delivered?

Notice is the "notice" the government provides to the offeror. Notice is the day offeror informed until the date of delivery.

RFP Att02 Sheets 1.A through 1.H

Columns B- G

N/A "Shipping (if given greater than 15 business days notice)", "Shipping (if given between 3 business days and 15 business days notice)", "Urgent Shipping (if given less than 3 business days notice)

Would the Government please provide the estimated replacement value for each type of equipment so contractors can price the appropriate liability insurance costs for shipping?

No TSA will not be providing equipment value. TSA anticipates that offerors will need to coordinate with OEMs listed as part of their proposal development.

RFP Att02 Sheets 1.A through 1.H

Columns B- G

N/A Shipping 2,000+ miles Will shipping to/from OCONUS locations, such as Hawaii, Alaska, and US Territories, be bid on applicable task orders as FFP, or are they included in the 2,000+ mile shipping FUP?

OCONUS would be completed as FFP not under FUP pricing.

RFP Att02 Sheets 1.A through 1.H

N/A N/A Shipping Would the Government please clarify if Tip-N-Tell and shock sensor stickers will be required for shipping of equipment containing computers/electronics (e.g., EDS, PVS, SVS)?

Sensors will be required for TSE not peripheral items.

RFP Att02 Sheets 1.A through 1.H

N/A N/A Shipping and Transportation Services For shipping and transportation services priced under the Fixed Unit Price (FUP) structure, is the Government willing to allow for adjustments to fuel surcharges in the event of extraordinary circumstances that cause significant and unforeseen increases in diesel fuel prices?

Such circumstances may include, but are not limited to: wartime conditions, natural disasters, major supply chain disruptions, or other geopolitical or economic events that substantially impact fuel costs. These events can lead to drastic increases in freight rates. Use of an Economic Price Adjustment (EPA) clause will allow shippers to keep prices lower, knowing that there is relief for catastrophic changes in fuel prices, than if pricing remains fixed throughout the contract period.

Recommendation: To ensure contract sustainability and maintain fair and reasonable pricing, we respectfully recommend that TSA consider incorporating an EPA mechanism or a Fuel Surcharge Adjustment Clause within the contract. This would allow for equitable adjustments to shipping costs when fuel prices exceed predefined thresholds.

Suggested Approaches:

EPA Clause:

Allow adjustments based on a recognized and publicly available fuel price index, such as:

- The US Energy Information Administration (EIA) On-Highway Diesel Fuel Price Index.

- Establish a baseline fuel price at contract award, with adjustments triggered when prices fluctuate beyond a specified percentage (e.g., ±10%).

Fuel Surcharge Pass-Through:

- Permit the contractor to apply variable fuel surcharges consistent with those published by major Less-Than-Truckload (LTL) or Full Truckload (FTL) carriers.

TSA has considered this request but will not be adding an Economic Price Adjustment clause to the RFP.

RFP Att02 Sheets 1.A through 1.H

Columns H- I

N/A Rigging (includes equipment and labor) Do the unit prices in Column I include costs for sites that have local requirements for union rigging labor?

No, the Fixed Unit Pricing (FUP) for rigging does not include sites where union rigging labor is required. The SEDS II Contractor shall obtain third-party pricing/quotes for the rigging and submit it for approval when the Contractor submits pricing approval requests to the Government for the project(s).

RFP Att02 Sheets 1.A through 1.H

Columns H- I

N/A Rigging (includes equipment and labor) If a forklift and riggers are needed to unload or load a truck at a temporary storage location, are bidders expected to bid additional rigging days as needed?

Temporary storage is simply the storage cost. If riggers are needed to load/unload, then the rigging FUP would apply.

RFP Att02 Sheets 1.A through 1.H

Columns H- I

N/A Rigging (includes equipment and labor) Will a unique site requirement, such as dismantling an EDS on-site prior to rigging, be handled as an FFP bid or as part of the Rigging Day FUP?

Deinstallation FUP is disconnecting power and cabling to the machine. Generally, our current process is that if it also needs to be dismantled into pieces, that would be part of the riggers effort and covered as part of the daily rigging FUP.

RFP Att02 Sheets 1.A through 1.H

Columns H- I

N/A Rigging (includes equipment and labor) If a special forklift and riggers are needed due to receiving a TSE shipment that was shipped by another company (such as an OEM) and not loaded correctly, such that the standard side lifting is unavailable, might the SEDS II contractor use a rigging day to unload or load a truck at the temporary storage location?

Yes, the FUP daily rigging pricing would be applicable.

RFP Att02 Sheets 1.A through 1.H

Columns H- I

N/A Rigging / Crane When using a crane system to rig large pieces of equipment, a special lifting apparatus or cradle is often required, and is typically provided by the airports. However, if the SEDS contractor has to provide/fabricate a lifting cradle for use with sites that require the use of cranes to rig equipment, will this be charged as FFP on the specific task order?

No. Special rigging rates would be covered at the TO level under supplemental CLINS with CO and COR approval.

RFP Att02 Sheets 1.A through 1.H

Columns H- I

N/A Rigging / Crane Crane Clarification: Due to the open-ended nature of crane lifts, should bidders assume a basic crane lift will not exceed the following parameters?

- 40-foot lift swing radius, with 360 degrees of swing

- 20-foot height of lift

- 16,000 lbs. max load on hook, inclusive of all rigging apparatus

- Paved flat terrain

- FAA/airport permit reimbursement.

Yes, TSA concurs with basic parameters as listed. If a crane is needed outside of these parameters, it would be completed as FFP.

RFP Att02 Sheets 1.A through 1.H

Columns H- I

N/A Rigging / Forklifts In several cases, due to floor load capacities of existing airports, we are required to use two forklifts of different capacities for a rigging day. Our current direction has been to price the second forklift as FFP for the additional cost. Will that be the direction for SEDS II?

Yes. Additional forklift requirements would be determined at TO level and coordinated with CO, COR, and/or designee as FFP.

RFP Att02 Sheets 1.A through 1.H

Column P N/A "Packaging/Crating (includes materials and labor)" Would the Government please confirm that cells in this column should include the crates for the EDS units, specifically to those de-installed (for all except Condition Code X)?

Yes crates should be included

RFP Att02 Sheets 1.A through 1.H

Columns R- U

N/A Temporary Storage Should storage costs include the cost of obtaining appropriate liability insurance? No. See above.

RFP Att02 Sheets 1.A through 1.H

N/A Cells A39- A40

Computer Tower What are the details of the "Computer Tower" listed on the pricing templates? If this is the computer associated with the RS-EDS PVS/SVS, would the Government consider removing the Rigging Day, Install, and De-Install cells associated with it?

This is the SVS or PVS computer for both RSEDS and MSEDS; it should just be a shipping cost.

RFP Att02 Sheets 1.A through 1.H

Rows 79- 81, Columns H- K

N/A "Heavy Parts" - "Rigging (includes equipment and labor)" and "Installation"

For projects where both an EDS and Heavy Parts are being installed, would the contractor bill a rigging price for both the EDS and the Heavy Parts, as well as a Heavy Parts installation price?

Rigging for an EDS is a daily rate and includes all parts. Heavy parts rigging would be for separate shipments.

RFP Att02 Sheets 1.A through 1.H

Rows 87- 101, Columns J- K

N/A "UPS associated with Medium Speed EDS" - "Installation" Would the Government please clarify the scope associated with the cost to install a UPS in rows 87 through 101? Is this the cost to rig the UPS into location and mechanically install it, the cost to electrically connect it once in position, or a combination of both?

TSA periodically completes UPS recapitalizations. These line items are for when UPS are shipped and installed separately, not a part of an EDS installation. There are installation and rigging fields. Please price accordingly.

RFP Att02 Sheets 1.A through 1.H

N/A Cells A92- A101

"UPS associated with Medium Speed EDS (medium - 120 kva)" and "UPS associated with Medium Speed EDS (large - 240 and 480 kva)"

Since the largest UPS currently installed is 160 kVA, does this fall within the medium or large category?

Workbook revised.

RFP Att02 Sheets 1.A through 1.H

Rows 89, 94, and 99;

Columns R- U

N/A Temporary Storage longer than 6 months needs power The current pricing template includes a line item for Temporary Storage of Uninterruptible Power Supply (UPS) units. However, the template does not distinguish between storage durations of up to six months and beyond six months. As outlined in the RFP, UPS units stored for periods exceeding six months may require continuous electrical power to maintain battery charge. This requirement introduces additional costs, including electrical infrastructure, energy consumption, monitoring, and potential electrician support.

Would the Government please clarify whether bidders are expected to include these additional electrical and power-related costs for storage periods exceeding six months within the current Temporary Storage line item?

If so, we respectfully recommend that the pricing template be expanded to differentiate between the following categories:

Temporary Storage – Up to Six Months:

Standard storage costs without the need for continuous electrical power.

Temporary Storage – Over Six Months:

Enhanced storage costs that account for continuous power requirements, electrical infrastructure, monitoring, and associated labor.

Workbook revised, removed 6 month power notation. If power required, it can be treated on an individual basis as FFP.

RFP Att02 2. LCATs and Rates

Rows 17-28 Master Tradesman, Foreman, Journey Tradesman, and Apprentice Tradesman

Are the rates for Master Tradesman, Foreman, Journey Tradesman, and Apprentice Tradesman inclusive of the costs for sites that have local requirements for union electricians?

No.

RFP Att02 4. TSE and Peripherals

Cells C8, C9

CT80DR+ EDS Extension Tunnel (CT-80DR+ L)" and "XL Conveyor Kit (CT-80DR+ XL)

The typical peripherals listed under the CT-80DR+ include an "L" tunnel and an "XL" conveyor kit. Should these both be "L" or "XL"?

Revised in workbook.

RFP Att02 4. TSE and Peripherals

Cell E1 For parts shipped separately Would the Government please clarify if shipping prices for the TSE in Sheets 1.A through 1.H should include the peripherals/FF&E listed for the exact quantities shown in Column D, creating a price for a shipping "bundle"? If the intent is that any/all of the peripherals/FF&E listed could be included in the same fixed price for shipping, then the price to the Government will increase, as bidders must account for the worst-case configuration for all shipments.

Tab 4 describes what is in a typical EDS bundle as well as identifies "Additional parts/equipment". EDS bundled pricing should include items identified as typical only, not listed under Additional Parts/Equipment" headings.

RFP Att02 4. TSE and Peripherals

Cell E1 For parts shipped separately If additional peripherals/FF&E quantities are required to be shipped for a deployment other than specified in Column D, would they be priced using the listing pricing group in Column E?

If the intent is that any/all of the peripherals/FF&E listed could be included in the same fixed price for shipping, then the price to the Government will increase, as bidders must account for the worst-case configuration for all shipments.

Workbook revised. See note above.

RFP Att02 4. TSE and Peripherals

Cell E1 Pricing Groups (Lightweight Parts, Heavy Parts, and Furniture) (for parts shipped separately)

Column E has several discrepancies in the stated pricing groups as compared to Sheets 1.A through 1.H, such as Reduced Size SVS/PVS, Reduced Size Powered Conveyors, Reduced Size EDS Tunnel, Pedestal kits, Medium Speed EDS UPS, and Medium Speed Mux, all of which have separate shipping rows shown in Column A of Sheets 1.A through 1.H but are listed as "Heavy Parts" in Sheet 4. Would the Government please clarify the correct pricing group for these items when shipped separately?

Tab 4 withing pricing workbook revised.

RFP Att02 5. Sample Task Order Pricing

Cells A5, A17, A22, A40, A47, A53, A67
