About this file
This is a construction plans document (Level 3 Combined) prepared for Orange County, Florida's West Building Access Control System Replacement project (Y26-727) at the Orange County Convention Center. The project involves the complete replacement, upgrade, and expansion of the existing door access control systems, specifically converting the West Building from a Pegasys access control system to a Lenel system while integrating with existing Lenel infrastructure. The scope encompasses multiple building areas including electrical rooms, IDF rooms, mechanical rooms, catwalks, gates, and select perimeter doors, with installation requirements for card readers, door hardware, electronic locks, surveillance integration, fire detection and alarm equipment, and structured cabling systems utilizing Category 6 UTP and fiber optic backbone. Contractors must achieve Substantial Completion within 1,065 consecutive calendar days and Final Completion within 1,095 consecutive calendar days from the Official Notice to Proceed. A non-mandatory pre-bid conference and site visit are scheduled for March 10, 2026, from 9:00 a.m. to 1:00 p.m. at the Orange County Convention Center, West Concourse, Conference Room W323. Sealed bids are due by 4:00 p.m. EST on Thursday, April 2, 2026 (with a subsequent notice extending the deadline to April 9, 2026), submitted exclusively through the OpenGov e-Procurement Platform. Questions must be submitted by Wednesday, March 18, 2026 (or March 25, 2026 under the revised notice), at 5:00 p.m. EST through the OpenGov question and answer module.
The estimated project cost is $14,775,652.00, with bids required on a lump sum basis and mobilization costs capped at 5 percent of the estimated base bid total. Bids exceeding $100,000 require a bid bond of at least 10 percent of the estimated contract amount. Progress payments will be made at 95 percent of earned amounts with 5 percent retainage until completion exceeds 50 percent of the contract value, at which point retainage may be reduced at the Project Manager's discretion. Service Disabled Veteran businesses may receive a preference of 3 percent to 8 percent depending on bid amount; however, the contract will be awarded to the lowest responsive and responsible bidder. Respondents must demonstrate a minimum of three similar projects completed within the last twenty years involving access control systems in commercial facilities of at least 30,000 square feet, with at least one project in an active operational building, one including ADA-compliant door integration, and one with Fire Alarm System integration. All contractors and subcontractors must maintain appropriate state licensing (electrical, low-voltage, and fire alarm certification) and hold manufacturer certifications for Siemon communications cabling, Lenel access control systems, and Simplex fire alarms. Work is available seven days per week with contractor hours from 6:00 p.m. to 6:00 a.m., and contractors must comply with strict fire protection and sprinkler system protocols, including 24/7 fire watch during any fire system shutdowns and 72-hour advance notice for service interruptions. The contractor must utilize the County's e-Builder program for all project communications and submittals at a cost of approximately $2,050 per year per license. All respondents must comply with E-Verify employment verification requirements, provide proof of applicable Florida contractor licenses, and submit various compliance certifications including drug-free workplace, anti-human trafficking, conflict of interest, and felony conviction disclosures.
